HomeMy WebLinkAbout1975.01.06 CC Minutes JANUARY 6, 1975 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL The meeting was called to order at 7:06 by Mayor Lease. Members present were: Lease, LaValle, Leroux, Schletty and Smith. Also present were Cha rlesJohnson, City Attorney, and Howard Kuusisto, City Engineer. The minutes of December 16 were reviewed. Motion made by Lease seconded by LaValle to approve minutes of December 16. Motion Carried. Motion made by Lease, seconded by Leroux to approve minutes of December 30, 1974. Motion Carried. Correction in minutes of December 17, Proposed Zoning Ordinance meeting, second paragraph "RR 1 - 5 Acres and RR 2 - 3 Acres" to read "RR 1 - 3 Acres and RR 2 - 5 Acres". Motion made by Lease, seconded by Leroux to approve minutes, after correc- tion is made, of December 17, 1974. Motion Carried. Motion made by LaValle, seconded by Smith to pay the General Claims of January 6, 1975. Motion Carried. Motion made by Smith, seconded by LaValle to pa y the Water Claims of January 6, 1974. Motion Carried. Motion made by LaValle and seconded to issue the following licenses to: Granger DX & Body Shop - Cigarette and Soft Drink. $17.00. The Building Inspectors report was reviewed by Council. Councilman Smith questioned the Building Permit in regard to onsite sewage system and Building Permit issued to White Bear Rod & Gun Club in regard to lighting plan. Mayor Lease, explained that it was the position of the Council that another Building Permit would be required after a presentation of a light- ing plan, which would have to be approved by City Engineer and the Building Inspector. Attorney Johnson reviewed his report. Regarding Horton Special Use Permit: Permit expired October 7, 1974. Conditions of renewal: 1 . Outside fencing 2. Planting of trees. 3. Parking lot. 4. Non existing fire lanes. In addition a condition set in October 7, 1974 - #14. "$5,000.00 letter of credit be deposited with the City of Hugo and all conditions be met within 90 days from October 7, 1974." LaValle made motion to have City Clerks office notify Norman C. Horton that the letter of credit has not been received and the conditions not met, and therefore he is operating without a valid license. Smith seconded the motion. Motion Carried. Mayor Lease suggested that the letter of credit should be received by February 3, 1975, first Council Meeting of February. Ken Granger will make another ispection in the first quarter of 1975. Lease made motion to approve to adopt the Metro Sewer Bill Payment Agreement as prepared and submitted by City Attorney Johnson. LaValle seconded. Motion Carried. Leroux made motion and seconded by Schletty that the report of the City Clerk Burkard on investing HUD grant money be as follows: JANURARY 6, 1975 3 Certificate of Deposit 90 days $ 22,552.50 " " " 9 months 22,552.50 " It " Forest Lake Bank 100,000.00 It it " Stillwater Bank 80,000.00 U.S. Treasury Bills 39,806.67 Lease made motion to approve Ray Houles Minor Subdivision & Variance sub- ject to the conditions listed. Schletty seconded. Those in favor, Smith & Schletty. Those opposed LaValle, Leroux, Lease. Motion Failed. LaValle made motion to approve Ray Houles Minor Subdivision & Variance subject to the conditions listed with the exception that the Percolation test be taken by a professional independent firm. Smith seconded the motion. Motion carried. Frank Graham, representing N.S.P. , discussed the electrical rate contract and revenue rate increase effective in February. Attorney Johnson hoped to have further information by the January 20 meeting. Letters had been received from the Forest Lake Times and the White Bear Press asking to be designated official newspapers for Hugo. Mayor Lease pointed out that both newspapers are fine newspapers and have been pleased with each newspaper and suggested a possible alternate each year. Smith made motion, seconded by LaValle to designate the Forest Lake Times as official legal newspaper for Hugo. Lease, LaValle, Leroux, Schletty and Smith for. Motion Carried. Motion made by Lease and seconded, that the First State Bank of Hugo, the First State Bank of Forest Lake and the First National Bank of Stillwater IIIbe designated as the official depositories for the City of Hugo, Motion Carried. Mayor Lease appointed Marvin LaValle to be acting mayor for the year 1975 which he accepted. Lease made motion to refund the deposit for Pipe Line Company of $2,500.00. Smith seconded. Motion Carried. Lease made motion that the Police Chief salary be increased from $800.00 per month to $1 ,000.00 per month. Smith seconded. Motion Carried. Lease made motion that the Clerks salary be increased from $300.00 a month to $350.00 per month. Smith seconded. Motion Carried. Clerk Burkard announced that he would be serving his final year as Clerk in 1975. Leroux made motion to increase the Meter Reader salary from $2.50 per hour to $3.50 per hour. LaValle seconded. Motion Carried. Lease made motion to increase the City Treasuruer salary from $700.00 per year to $1 ,000.00 per year. LaValle seconded. Motion Carried. Lease made motion the Marie Jansen salary (Clerical) be increased from $2.50 per hour to $3.00 per hour. Leroux seconded. Motion Carried. All Clerical help wage set at $3.00 per hour. Smith made motion to appoint Theodora Peltier to fill one of the vacancies on the Planning Commission. Schletty seconded. Schletty, Smith, Leroux and Lease for. Those Oppose LaValle. Motion Carried. A JANUARY 6, 1975 5 LaValle made motion to appoint Harley Johnson for another term on the Planning Commission. Leroux seconded. Those in favor Leroux, LaValle. Those oppose. Smith, Schletty. Lease abstained. Motion Failed. Schletty made motion to appoint William Greger to the Planning Commission. Smith seconded. Those in favor. Smith & Schletty. Those oppose. Leroux and LaValle. Lease abstained. Motion Failed. Mayor Lease suggested that the last Planning Commission member be appointed at the next Council meeting on January 20, after further information is obtained on the two proposed candidates. Possible candidates for the Special Re-zoning Request Committee: Bob Rosenquist or Dan Spitzer from the Planning Commission. Member at large, Lynn Carlson. If Carlson does not accept, Bob Waller would serve on the Committee. LaValle agreed to serve on committee representing the City Council. Lease appointed James Smith on Ordinance Committee. Lease appointed Howard Schletty to Streets and Roads Lease appointed LaValle to 1 . Phase out sewer/utility program 2. Follow through on Schuman Junk Yard. 3. Procure information on new accounting systems. Lease appointed Leroux to serve on the Planning Commission,. Smith made motion to extend meeting beyond 11 :00 P.M. Leroux seconded. Motion Carried. Lease made motion to appoint Lease and Leroux to serve on the Board of Health. Schletty seconded the motion. Motion Carried. LaValle commented that during the lastsnow storm, numerous cars were left on the roads making it difficult for snow removal. Suggested a news item should be in the White Bear Press and the Forest Lake Times calling attention to the residents of Hugo that all cars should be removed from all streets during and after a snow storm.
