Members present were: Lease, LaValle, Leroux, Schletty, and Smith. Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineer. The minutes of January 6 were reviewed. Motion made by Lease, seconded by Leroux to approve minutes of January 6. Motion Carried. The minutes of the Special Meeting held on January 7 were reviewed. Motion made by Schletty seconded by Smith to approve minutes. Motion Carried. Motion made by Smith, seconded by Leroux to pay the General Claims of January 20, 1975. Motion Carried. The new Zoning District Map was given to the Forest Lakes Times for publication. Motion made by Leroux, seconded by LaValle to grant a renewal Temporary Mobile Home Permit to Joe Zaspel under Hugo Code Sec. 40-12, Subd. D: Hardship Cases. Motion Carried. Motion made by LaValle, seconded by Leroux to grant a renewal Temporary Mobile Home Permit to Robert McCloud under Hugo Code Sec. 40-12, Subd. D: Hardship Cases. Motion Carried. LaValle made motion to approve Application For Municipal Water to Morris B. Carlson for service at 14927 Forest Blvd. Seconded by Leroux. Motion Carried. The file on Barton Mining Permit was given to Howard Kuusisto so that he could draw up a new contract that would be up to. date. Smith made motion to appoint Pam Bjorum for the remaining Planning Commission appointment for four years. Schletty seconded. Those in favor, Smith. Those oppose Lease, Leroux, Schletty and LaValle. Motion denied. Leroux made motion to re-appoint Harley Johnson to the Planning Commission. Motion seconded by LaValle. Those in favor Lease, LaValle, Leroux. Those oppose Smith and Schletty. Motion Carried. Mayor Lease appointed the following to serve on the Special ReZoang Commi- tee. Bob Rosenquist representing the Planning Commission; Bob Waller, Member at Large, Marvin LaVaile representing the City Council. The files will be turned over the Committee. Mayor Lease stated he would like the final report in for the first meeting in April. Lease made motion to have Clerk Burkard and Engineer Kuusisto determine the sewer rate and submit it to the Metropolitan Waste Control Board for approval. Smith seconded the motion. Motion Carried. Lease made Motion for recess at 9:04. Meeting Called back to order at 9:14. January 27, 1975 was the date set for the 1974 Audit. The meeting will be for all Council members, starting at 7:00 P.M. Police Chief Barth introduced two new part-time police patrolmen, James H. Fure and John M. Frascone. LaValle made motion to approve the hiring of the two new patrolmen. Schletty seconded the motion. Motion Carried. JANUARY 20, 1975 1 1 The copy machine charge was stated at 100. The Clerks office was instructed to get cost estimates on the printing of the Code and Zoning Ordinances. Jiffy Print, and Forest Lakes Times and Xerxe Company were suggested places. Jerry Spitzer presented a rough draft of a Hugo Directory. Listed in the directory would be name, address, telephone number, number of children and ages, and employment. Residents can determine how much information they would like to be listed. The City Council was asked to purchase a. full page in the directory, at a cost of $100.00 to be used for advertising such as how to apply for a Special Use Permit. The deadline for the publica- tion is February 24, 1975. Lease made motion to purchase .a page of the City Directory at a cost of $100.00. Smith seconded the motion. Motion Carried. Lease asked that the City Clerk to check with the First State Bank of Hugo regarding liability insurance in case of a sewer problem. Leroux made motion to have letter forwarded to Northern States Power Company regarding the NSP Electric Service Agreement. Smith seconded the motion. Motion Carried.
