Members present were: Lease, LaValle, Leroux, Schletty, and Smith. Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineel,. The minutes of January 20 were reviewed. Schletty made mention that on the motion to appoint Pam Bjorum for the re- maining Planning Commission appointment, he was under the assumption that he was voting in favor of instead of opposing. Lease made motion to approve minutes of January 20. Leroux seconded. Motion Carried. The minutes of the Special Audit Meeting on January 27 were reviewed. Motion made by Leroux, seconded by Schletty to approve minutes. Motion Carried. The general claims of February 3 were reviewed. Schletty made motion, Leroux seconded, to pay the General Claims of February 3. Motion Carried. The Water Department Claims were reviewed. LaValle made motion, Smith seconde to pay the Water Department Claims of February 3. Motion Carried. Motion made by LaValle, seconded by Leroux to grant a Temporary Mobile Home Permit under Chapter 40, Article III, Subdivision B to Neil Ganoe. Motion Carried. Motion made by LaValle, seconded by Schletty, to grant a renewal Temporary Mobile Home Permit to George Miron. Motion Carried. The application for a reverse subdivision of Donald C. Wenzel was discussed. The Planning Commission stated the application was superflous and unnecessary Attorney Johnson will contact Attorney Mikeworth and report on the conversa- tion February 18, 1975. Lease made motion, seconded by Leroux, to grant a Special Use Permit for Nortl Oaks Kennels, Inc. subject to the four (4) conditions outlined in the applic- ation. Motion Carried. James Wisner, representing the Hugo Lions Club, stated the newly formed club would like permission to use the grounds and Fire Hall for the Good Neighbors Day to be held June 27, 28, and 29. LaValle made motion to grant permission to the Hugo Lions Club to use the City grounds and the Fire Hall, with permission of the Fire Chief, for the purpose of having the Good Neighbors Day on June 27, 28, and 29. Leroux seconded. Motion Carried. The Ordinance Committee reported they are working on the Dog Ordinance and should have a final Ordinance by February 19 their next meeting. The Planning Commission have changed their meeting dates. Meetings will be the second and fourth Wednesday of each month. The fourth Wednesday optional and to be decided at the first meeting of the month. The Fire Department requested permission to purchase a base station. The radio, antenna and installation cost is $1 ,192.40. Their original budget was $800.00. Mayor Lease said it would be up to the Chief to transfer funds within the department to adjust for the base station, and to let the Council know how the transfer was made. The purchasing of a power pole was discussed, the representatives of the Fire Department said they would assume the respon- sibility of securing it. FEBRUARY 3, 1975 Lease made motion, seconded by Smith. To purchase the radio, antenna and installation at a cost not to exceed $1 ,200.00 for the Fire Department. The cost of the power pole to be the Fire Department responsibility. An adjust- ed budget plan to be submitted to the Council. Motion Carried. Marvin Rehbein Contracting, Inc. requested t1a t the City of Hugo release the three performance bonds of $3,000.00 each. It was stated that one of the conditions of the permit was that all top soil in the pit area shall be stockpiled, and at the time the operation is completed, the top soil shall be replaced and seeded to grass cover. With this aondition not being met, it was decided to hold the bonds until Spring when an inspection can be made. The Clerks office is to notify the contracting company. LaValle made motion to adopt Ordinance No. 121 , An Ordinance Amending Chapter 314 of the Hugo City Code, entitled "Water System". Schletty seconded. Motion Carried. The Clerks office and the engineet will get together on the Barton Mining Permit and a copy of the Permit will be sent for the signatures. The Deputy Clerk will write a letter to the White Bear Township Board re- garding a proposed three way stop at the intersection of Falcon Ave., 120th St. and Hugo Road. Ramsey County has taken no action on this. Lease asked Clerk Burkard to check around for the best possible interest rates on CD's. Clerk Burkard reported the financial report will be ready for posting by February 15, 1975. LaValle made motion, seconded by Leroux, to post the financial report in the following three prominent places; Hugo Bank, Post Office and City Hall. Motion Carried. Leroux made motion, Smith seconded, to invest monies of $1427.72 Special Park Fund and $2,214.76 Revenue Sharing in C.D. 's. Motion Carried. LaValle made motion, Smith seconded, to hire Insty-Print to print the twenty-five (25) copies of the Hugo City Code on punch paper, at a cost of $675.00 or $27.00 per copy. Motion Carried. Don Kalsnes to be contacted regarding the leak in the roof in the Fire Hall and Police Office. Lease called recess at 10:30. Meeting called back to order at 10:37. Applications for re-zoning for the Special Re-Zoning Committee to be made• up. Motion made by LaValle to approve the installation of a:.light at 140th. West and Forest Blvd., adjacent to the railroad tracks. All those in favor: None. Those oppose, Lease, LaValle, Leroux, Smith and Schletty. Motion Denied. Mayor Lease pointed out that a letter be sent to Mr. Ray Peltier stating the cost of a light would amount to $50.00 a year and that to service only one building was not feasible. Security lights are available to individual partieE by contacting Northern States Power. FEBRUARY 3, 1975 1 9 Building Inspector Crever reported that the Don Tauer problem still exist after his Special Use Permit was denied. Council discussed different means of enforcement. Attorney Johnson requested time to review the matter an he would again report on the 18th. of February. Smith made motion, Schletty seconded to adjourn at 11 :02. Motion Carried. Horton, Sr., on the City Council and City Clerk at the City Council meeting of February 3, 1975.
