Members present were: Lease, LaValle, Leroux, Schletty and Smith. Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineer. The minutes of February 3 were reviewed. LaValle made motion, Leroux seconded to approve minutes. Motion Carried. The general claims of February 18 were reviewed. Lease made motion, seconded by LaValle, to pay the general claims of February 18. Motion Carried. Mr. E. Forsblad and Mr. C. Hays presented a application for a liquor license transfer. The following information is needed: 1 . Articles of Incorporation 2. Liquor liability insurance amount. 3. Corporate name of company. 4. Police reference. 5. Bond changed to Corporate name. With this information still outstanding the following motion was made: LaValle made motion to table the transfer of the liquor license from Earl Forsblad to C. Hays to the March 3rd. meeting. Schletty seconded the motion. Motion Carried. Northern States Power Company representatives presented a new Electric Service Agreement to the Council. Questionable conditions are to be sent in letter form and attached to the new agreement. LaValle made motion to increase Deputy Clerks salary $50.00, per month effective March 1st. Leroux seconded. Motion Carried. Clerk Burkard stated several Ordinances do not have fees listed. Mayor Lease asked Clerks office to make a listing and send copies to J. Smith, Ordinance Committee and Attorney Johnson. Clerk Burkard read data which the Office of Revenue Sharing will be using to calculate the general revenue sharing allocation for the sixth Entitle— ment Period beginning July 1 , 1975 and ending June 30, 1976. He stated the population was estimated too low. Lease made motion instructing Clerks office to write a letter to the Depart— ment of the Treasury regarding a change in the population figure as verified by the Metro Council census figures. Copies also to be sent to Quiet Mondale and-iu:mphrey. LaValle seconded the motion. Motion Carried. Attorney Johnson and Attorney Mikeworth, representing Donald Wenzel applica— tion for reverse subdivision, are to get together and write up a Special Use Permit noting that the two lots are kept at one owner. The Special Use Permit to be presented to the City Council at the March 3rd. meeting. Clerk Burkard stated that Chapter 150-3 Subd. A. "Not more than 5 "On—Sale" licenses shall be granted at any one time." Should be changed to read more than six (6) . Procedures on how to enforce Ordinances was discussed, pertaining to the Don Tauer rental problem. FEBRUARY 18, 1975 c� �1 LaValle made motion, seconded by Schletty, to have Police Chief Barth check on the house to see if renters were on the premises and report his finding back to the City Council Meeting March 3rd. LaValle made motion, seconded by Leroux, that Mayor Lease signed the Metropolitan Sewer Board Deferred Payment Agreement Contract No. 257. Motion Carried. Condition #9 of the Barton Mining Permit - "haul roads established in writing by the City Engineer" Lease made motion, seconded by Smith, that City Representative Schletty and City Engineer Kuusisto, should be notified at least five (5) days in advance for inspection of proposed new route with all conditions being met including the control of dust. Motion Carried. LaValle made motion, Leroux seconded that the Barton Mining Permit be approved from September 12, 1974 to September 12, 1975. Motion Carried. Engineer Kuusisto stated the rate schedule for the sewer would be ready the end of the week and would be presented to the Council at the March 3rd. meeting. LaValle made motion, seconded by Schletty that the City Clerk and Deputy Clerk attend the Conference for Clerks and Finance Officers to be held March 12-14, 1975. Motion Carried. Clerk Burkard to pick up copies of the Hugo City Code. Lease stated that the Copies should be kept at City Hall Until a list is made out as to who is to receive the copies as the cost of the printing was quite expensive. Copies to be sold at $35.00 each. Lease made motion, LaValle seconded to set up a Public Hearing for March 17, 1975 at 7:00 P.M. for the Correction of an Error in Assessments to the Hugo Land Development Company as per Chapter 262, Sanitary Sewer System. Motion Carried. Lease made motion, Schletty seconded to adjourn meeting at 10:20. Motion Carried. Robert Burkard, Clerk -
