HomeMy WebLinkAbout1975.03.17 CC Minutes MARCH 17, 1975 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL r, A Public Hearing was called at 7:12 for the Supplemental Assessments: Reassessment of Plat 35135-6360 known as Hugo Land Development Company. The City Clerk read the Public Hearing Notice and discussion was made as to how many REC's, service connections and front footage of each parcel was to be assessed. LaValle made motion to close the Public Hearing at 7:30. Lease seconded the motion. Motion Carried. The City Council Meeting was called to order at 7:30 by Mayor Lease. Members present were: Lease, LaValle, Leroux, Schletty, and Smith. Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineer. Lease made motion, seconded by LaValle to approve the Supplementary Assess- ment of 6 REC's, 1 Service Connection, total front footage of 202.9 amounting to an assessment of $5,066.10 to be assessed down over the follow- ing parcels: Plat: 35135-6360 1 REC 72.8 front footage 35135-6450 1 Service Charge 50 front footage 35135-6600 2 REC 14 front footage 35135-6650 1 REC 46 front footage 35135-6700 2 REC 20.1 front footage to the Hugo Land Development Company. Motion Carried. A copy of the assessment to be sent to the County Auditor and the Hugo Land Development Company. The minutes of March 3, 1975 were reviewed. Leroux pointed out that the extended meeting time to go beyond 11 :00, motion made by Leroux and second- ed by Lease was omitted. Lease made motion, seconded by Schletty to approve minutes of March 3, 1975 subject to correction as stated. Motion Carried. Lease made motion, seconded by Leroux to approve General Claims of March 17, 1975. Motion Carried. Smith made motion, seconded by LaValle to approve the Utility Claims of March 17, 1975. Motion Carried. Smith made motion, seconded by Schletty to adjust #6 Hugo Feed Mill & Elevator Co. from $153.72 to $71 .25. Motion Carried. Clerk Burkard read a request from Donald Klompenhower asking for street lights in area of 14188 Fondant Ave. Smith made motion, seconded by Lease to deny the request as the block is already sufficiently lit. Motion Carried. A request was read from Victor M. Tholkes asking for sidewalks or install- ing shoulders along Highway 61 for bicycling. Lease made motion seconded by LaValle, to drop the suggestion due to lack of information. Motion Carried. Lease made motion, seconded by Schletty to renew the Mining Permit to Thomas E. LaValle and the conditions are Performance Bond to be left at $15,000, which has already been submitted, and the inspection fee set at $260.00 and add No. 4 "Cross sections and elevations shall be submitted by the applicant on or before November 1 , 1975". Motion Carried. MARCH 17, 1975 35 An application for Subdivision Variance from Norman Rogstad was discussed. Mr. Rogstad stated he has ten (10) dogs, six out in a kennel and four smaller dogs inside along with some cats. Charles Sibley, neighbor re- commended the Council not grant the Variance as he has ten dogs and also stated they were disturbing the neighborhood by barking considerably. Schletty made motion, Leroux seconded, to table the matter until April 7 after an inspection of the property and kennel facilities are seen by Leroux, Councilman from that area, and Schletty. Motion Carried. Lease made motion, Leroux seconded to deny the Special Use Permit Application from Ray Peltier due to the Planning Commission recommendations but that no refund would be issued as there is Attorney time and handling of the applica- tion justifies the $25.00. Motion Carried. Wenzel Reverse Subdivision application was tabled to April 7 meeting by motion made by LaValle, seconded by Leroux. Motion Carried. Lease made motion, seconded by Smith to have LaValle Excavating Company to stockpile 750 per cubic yard, at $1 .00 cubic yard, of gravel to be used in the sewer area while road conditions permit. Motion Carried. Schletty nide mention that possible one or two loads could be used in the Country area is needed and cost justified. The Diseased Tree Control Program was reviewed. It is the best judgement by the Tree Inspector that the control zones that are outlined are the best proposed in the Hugo area. Lease made motion, LaValle seconded, to adopt the Oak Wilt and Dutch Elm Diseased Tree Control Program and to have it published by April 1 , by State Law. Program be given to Deputy Clerk to 'forward to newspaper. Motion Carried. Smith made motion, LaValle seconded that the Forester - Tree Inspector contract fee for 3,000 and $195.00 for mileage, be approved for the year 1975. Motion Carried. Clerk and City Attorney to draw up a new contract for the year 1975. Recess was called at 9:20. Meeting called back to order at 9:37. Hugo Lions Club representative requested financial help from the City for proposed bleachers, $889.00, benches, $100.00 and fence $100.00 to be in- stalled at Village playground. The area businessmen have donated $200.00. Lease suggested the Club submit a proposal in writing, with actual costs and the City Council would then act. Smith stated he had no reservations regarding the request that he would act favorably. LaValle suggested the Club take Schletty advice and check with school for possible shop class project. Lease made motion, Schletty seconded to have Engineer submit the Sunset Lake Study to the Minnesota Pollution Control Agcy. Motion Carried. Who maintains the road in front of the Art Bisanz property was discussed. The road is a private road and now a cul-de-sac. To become a public road the cul-de-sac would have to be eliminated and the road fixed for an in and out traffic. Bisanz would have to subdivide and file a plat and request Grant township to maintain road. MARCH 17, 1975 n r�► E..: A LaValle, Kuusisto, Ehlers and Attorney Johnson are to get together and meet with the Rice Creek Members for a design of the storm sewer program. Lease suggested they draw up two or three porposals as to all black top, all black top with curb or a complete drainage with curb and gutter. Lease made motion to adjourn meeting at 10:50.
