HomeMy WebLinkAbout1975.05.21 CC Minutes MAY 21 , 1975 PUBLIC HEARING - STREET AND STORM SEWER IMPROVEMENT NO. 975 -1 The meeting was called to order at 8:08 P.M. by Mayor Lease. City Council members present were: Smith, Leroux, Lease and Schletty. Also present were Howard Kuusisto, City Engineer; Charles Johnson, City Attorney; and Robert Ehlers, Fiscal Agent representing Ehlers and Associates. Absent: LaValle Mayor Lease read the public hearing notice published in the Forest Lake Times. Mr. Lease explained that they have had numerous calls from people complain- ing about water and dust and the Council has put this program together to eliminate these problems. Mr. Kuusisto explained the proposed location for the storm seweres. He stated that most of the streets were gravel prior to the installation of the sanitary sewer system and that if the stir= sewer project was adopted, your should have curb and gutters also. Mr. Ehlers explained that there are three projects in this proposal as follows: Estimated Cost Break-down STREETS $ 145,000 $5.75/foot CURB AND GUTTER 110,000 $4.25 front foot STORM SEWER 228,000 60 per Sq. Foot Mr. Ehlers have an example of what it would cost a person with a 100x 150 foot lot with all three improvements per year for fifteen years - $203.30. Pa&, Granger - 14621 Fitzgerald Wanted to know who is going to benefit from these projects and who wants it. Mr. Granger felt that we don't need these improvements. Lease stated that we do have a water problem so we wanted to show you what it is going to cost to solve the problems. Ed Granger - 5616 147th Street Mr. Granger said that he has lived in Hugo 25 years and we have never had a water problem. He has five lots and this would break him - he would have to move out of town. He is against storm sewer in Hugo. Mrs. Sterling Ashby - 5980 Oneka Lake Blvd. Mrs. Ashby was against the storm sewer and curb and gutter project. She felt that building up the roads would eliminate the problem. Robert Ricci - 14716 Fondant Street Mr. Ricci wanted to know if the $145,000 is above the $175,000 remaining in the sanitary sewer fund to redo the roads. Mr. Kuusisto explained that the $145,000 was in addition to the $175,000 to blacktop all the roads, but if the storm sewer was not put in, the roads would not have to be so wide and it would not cost that much. MAY 21 , 1975 9 1 Knut Skjerseth - 5687 147th Street �l Wanted to know who is making this request. He stated that he doesn't need storm sewer. Ed Granger - 5616 147th Street Mr. Granger said to give the people of Hugo a break. He is against the storm sewer. Ray Peltier - 14624 Fitzgerald He had hard top streets and wants them put back the way they were before the sanitary sewer was put in. Bob Anderson 14127 Fondant Complained about dust and felt it would be cheaper to oil the streets once a year. Connie Crever - 5361 145th Street No. Mr. Crever felt the streets should be put back to their original condition and to do somesprinkling several times a year to keep the dust down. He felt that $175,000 would take care of a lot of blacktop. He was represent- ing the Legion and they could not afford anymore assessments. Mr. Kuusisto stated the reason for this meeting was to hear the public's opinion on these projects prior to putting the streets back to their original condition. Ray Peltier - 14624 Fitzgerald Mr. Peltier wanted toknow when they will start to put the streets back to their original condition. Ken Lindstrom - 14077 Fondant Avenue Mr. Lindstrom wanted toknow if this was going to be final on these three proposals. Mr. Lease stated that this public hearing was to hear testimony and we will not make a final decision tonight. Gary Mogren - 5519 146th Street No. Mr. Mogren stated that he does have a water problem but he felt that the sanitary sewer will take care of some of the problem because we will not be putting the surface water back in the ground. He is against curb and gutter and storm sewer but would like to see blacktop streets. Carl Christianson - 14882 Foxhill Avenue No. Wanted to know if the storm sewer would effect the water table. Mr. Kuusisto said very little. Mr. Christianson also wanted to know if these improvements would increase the value of the homes and thereby increasing property taxes. Gene Reinhardt - 14936 Foxhill Mr. Reinhardt wanted toknow what was going to happen to the dry wells on Foxhill. He stated that he has a water problem in front of house which lasts MAY 21 , 1975 (\ 3 Gene Reinhardt - 14936 Foxhill cont. for two months. He would like to have streets graded level. Alvin Olsen - 14951 Foxhill Mr. Olsen suggested digging up catch basins and cleaning them out. He stated that the culverts were half full of dirt which was caused by the sanitary sewer project. Mr. Kuusisto said there was some work still to be done. Knut Skjerseth - 5687 147th Street Mr. Skjerseth wanted to know who was responsible for this. Mr. Lease stated this was done because people were calling and complaining about the water and street problems. Ed Granger - 5616 147th Street Mr. Granger wanted to know what was going to be the next move? Mr. Lease said they just wanted the opinions of the people and the Council will go over this information at a later date. Connie Crever - 5361 145th Street No. Mr. Crever wanted to know if there was a particular area that had a pro- blem. Mr. Lease said mainly the area around Foxhill and 147th. Barry Torno - 14859 Foxhill Mr. Torno wanted to know if corner lots would be assessed on both sides. He was told that it hadn't been decided yet, but 100% assessment would cost approximately $5.75 per foot, 50% assessment on side footage would cost $6.60 per foot and 25% assessment on side footage would cost $7.00 per foot. Alan Willette - 14033 Flay Avenue No. Mr. Willette was in favor of blacktop streets. Larry Funk - 14900 Foxhill Mr. Funk just wanted to have his road put back to its original condition. Pat Dooley - 5765 150th Street Mr. Dooley said that a drainage ditch to the highway would eliminate the water problem and that the drainage ditch that is owned by a private in- dividual could be condemned. He was against storm sewers and curb and gutters. Mr. Lease said the drainage ditch would be a partial solution but would have problems with the pipe freezing in the winter. Mr. Dooley wanted to know who allowed the contractors to build on this property. Connie Crever said at that time the City did not have a Building Code. Mr. Lease wanted toknow if there was anyone living on gravel that wanted blacktop. He would like to hear from these people. MAY 21 , 1975 O J Joseph Green - Foxhill Mr. Green stated that he has a water problem but he doesn't want any of these projects. Mrs. Sterling Ashby - Oneka Lake Blvd. Mrs. Ashby asked if anyone present wanted storm sewers? There were no show of hands. Mrs. Ashby moved that the Council do something about dropping these projects tonight and do something about building up the roads. She said the water problem on Foxhill was everyones problem. Judy Parsons - 14936 Francesca Street Mrs. Parsons said the problem could be solved by building up the roads and packing them. Felt blacktop wasn't necessary. Roy Brisson - 5623 142nd Street Mr. Brisson wanted toknow how many miles of streets were blacktopped before the sanitary sewer was put in. Mr. Kuusisto said he did not have the exact figures. Cedric Goiffon - 14558 Finale Mr. Goiffon wanted to know is surface drains could be used to drain certain areas. Mr. Kuusisto said the city is very flat and you have to have a way of carrying the water away without hindering anyone. No name Wanted to know if the comments made tonight would influence the Council. Mr. Lease stated that it definitely would make a difference and that he already had an opinion when he saw the cost. Mr. Lease felt that all the streets should be blacktopped because the gravel from the streets would go into the sewer and ruin the pumping stations. He said this would probably save money in the long run. No name Stated that old streets were 15' wide and suggested making the new streets 18' wide. Kuusisto stated that if the drainage project does not go in, the streets will not have to be so wide. A question was asked about the assessment on narrower streets. Mr. Lease thought it would be about $4.00 per foot. Connie Crever - 5361 145th Street Mr. Crever would like to see every street in the old village of Hugo blacktopped. He felt this would solve a lot of the water problem,. JoAnne Nickos - 150th Street Mrs. Nickos said she did not move to Hugo to have all the conveniences and would like to see a shopping center move in to curb the taxes. George Bernier - 5340 145th Street Mr. Bernier asked about the old storm sewer on 145th street that was planned to take care of the north area. Mr. Kuusisto explained that the city had 96 MAY 21 , 1975 ? ' George Bernier - 5340 145th Street cont. requested the county to lower the level of the storm sewer, which would have allowed for an outlet for this area, but it was never done. Knut Skierseth - 5687 146th Street Mr. Skjerseth said that next year we would dig up all the streets and put in all these improvements like other cities did. George Bernier - 5340 145th Street Mr. Bernier asked how much fall there was from Foxhill to the lake. Mr. Kuusisto said that we couldn't get to 150th Street with adequate depth. Rav Peltier - 14624 Fitzgerald Mr. Peltier asked if we would be assessed for blacktop if the roads were narrower. Mr. Kuusisto did not know how far the $175,000 would go with the narrower streets. Dan Spitzer - 5688 141st Street Mr. Spitzer said he had a water problem but he would take care of it himself. He would like to leave his road gravel. He wanted to know what it would cost for maintenance if we go half way or do nothing at all on these projects. He would like to see the Council have these figures before they made a decision. Mr. Lease stated that they have had problems with graders knocking manholes off and silt going into the sewer. Don Wenzel - 14124 Flay Avenue No. Mr. Wenzel wanted just blacktop and not curb and gutter or storm sewers. He was told to have a petitionsigned by his neighbors and present it to the Council. Rav Peltier - 14624 Fitzgerald Mr. Peltier asked how long it would take before the roads would be put back to their original condition? Mr. Lease said as soon as we could get a contractor in. The meeting was closed at 9:38 P.M. Mr. & Mrs. Robert Beaman - 14749 Foxhill Avenue No. Mr. Mrs. Beaman wanted to go on record as being strongly apposed to full assessment on a corner lot. Marie Jansen 9 II J SUPPLEMENT TO PUBLIC HEARING STREET AND STORM SEWER IMPROVEMENT MAY 21 , 1975 WRITTEN OBJECTIONS RECEIVED: Mr. Vern Peloquin - 147st. Can see no benefit to curb and gutter. Blacktop should be replaced at no cost, where the blacktop was removed for the sewer installation. Some of the funded money has been spent on 8A and Frenchman Road and he has heard of no one being assessed. Mrs. Julia SanCartier - 5399 - 145th. St. No. "I object to further assessments being placed against my property. Please don't tax us any more I am sick and find this more than I can stand." EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE 1111) CITY OF HUGO, MINNESOTA Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Hugo, Minnesota, was held at the Hugo Elementary School in said city on Wednesday, May 21 , 1975, at 8:00 P.M. , with the fol- lowing members present: and the following members absent: * * * * * * * * The Clerk presented an affidavit of publication of the notice of public hearing called to be held at this time on Street and Storm Sewer Improvement No. 1975-1 and a certificate of mailing said notice to all affected property owners, which affidavit and certificate were examined, approved and ordered filed. The Mayor then announced that the meeting was open for the purpose of conducting said public hearing; and after all members of the public present were afforded an opportunity to be heard, the following persons entered oral or written objections to said improvement: NAME OF OBJECTOR DESCRIPTION OF PROPERTY OBJECTION 1 Member then introduced the following resolution and moved its adoption: RESOLUTION ORDERING STREET AND STORM SEWER IMPROVEMENT NO. 1975-1 AND DIRECTING THE ENGINEER TO PREPARE DETAILED PLANS AND SPECIFICATIONS. BE IT RESOLVED By the City Council of the City of Hugo, Minnesota, as follows: (1 ) Street and Storm Sewer Improvement No. 1975-1 (as described in the notice of public hearing dated ) (as amended as follows: ) is hereby ordered; and (2) Howard A. Kuusisto, Consulting Engineers, St. Paul , Minnesota, is hereby authorized and directed to prepare detailed plans and speci- fications for said improvement. Kuusisto, Consulting Engineers, then presented detailed plans and specifications for construction of Street and Storm Sewer Improvement No. 1975-1. After such plans were thoroughly examined and discussed, member introduced the following resolution and moved its adoption: RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND CALLING FOR CONSTRUCTION BIDS ON STREET AND STORM SEWER IMPROVEMENT NO. 1975-1 BE IT RESOLVED By the City Council of the City of Hugo, Minnesota, as follows: (1) The detailed plans and specifications heretofore prepared by Howard A. Kuusisto, Consulting Engineers, for construction of Street and Storm Sewer Improvement No. 1975-1 are hereby approved and ordered filed. (2) This Council shall meet on , , 1975, at o'clock P.M. , at the Hugo Elementary School in the City of Hugo, for the purpose of receiving and considering sealed bids for the construction of said improvement, and the Clerk is hereby authorized and directed to cause notice of said meeting to be published in the official newspaper and in the Construction Bulletin, published at Minneapolis, Minnesota, once at least three weeks prior to the date of said meeting, which notice shall specify the time and place of the meeting, the nature of the work, that sealed bids for said work must be received by the City Clerk prior to the time of said meeting, accompanied by a cashier's or certified check or bid bond in the amount of at least 5% of the respective bids, that the Council reserves the right to hold such bids for a period of 40 days without award and the right to reject any and all bids without explanation and to waive any informalities.
