3.0 APPROVAL OF MINUTES:
CORRECTIONS:
8.0 OLD VILLAGE HALL
Property was purchased by the City of Hugo from the school
district. School district did not give the property to the
City of Hugo.
MOTION: Schletty made motion, Leroux seconded to change property
was purchased instead of property given to City.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
5.8 TILTION APPLICATION
MOTION: Lease made motion, Schletty seconded to change three
acres to five acres.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
MOTION: Lease made motion, Smith seconded to delete MOTION
on page 4 of 8 under section 5.5.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

on page 7 of 8 under section 8.0, Fire Truck To Be Sold.

4.0 APPROVAL OF CLAIMS:
MOTION: Lease made motion, LaValle seconded to approve General
Claims of June 16, 1975 with the addition of the claim
from Irene Leroux for $240.00 leaving a total of $7,084.17.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

APPROVAL OF UTILITY CLAIMS:
MOTION: Lease made motion, Smith seconded to approve Utility
Claims of June 16 subject to the correction of deleting
Claim #10 and inserting Sales & Use Tax with no amount
as it has yet to be determined.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

5.0 PETITIONS, REQUEST, COMMUNICATIONS & LICENSES
5.1 JOHN MOORE RE: SEWER/WATER INSTALLATION
Moore stated he would hire either M. Carlson or Ge. Debuzzi
to install his sewer, both are licensed with the City of
Hugo. He can get the well points. He questioned whether
he could pump into Egg Lake. Engineer Kuusisto stated he
should contact John R. MacLennan, Engineer for the Rice
Creek Watershed District. No connections are to be made
unless the hole is dry. Several inspections will be
involved. Moore questioned where the water line was. Water
line across the street and would be City of Hugo to put the
line to the property line Clerk was asked to check with
Erickson on method to be used. Moore stated the new occupants
would not be moving in until August 1 and he could wait
for a couple of weeks before installing the water.
MOTION: LaValle made motion to issue the Plumbing Permit when
water is a foot below the connecting point.
5.2 JOE OMAN INCREASE NUMBER OF UNITS
Oman requesting an increase by 7 units added to his
present total of 106 would bring total of units up
to 113. He has a potential on one side of the trailer
court for 14 more units and on the other, 13 more after
the 7 are placed. There would be 7 more SAC's and 7
more RFC's owing. It was suggested that he apply for
a Special Use Permit and go before the Planning
Commission requesting these additonal units.
5.3 G. RUSSETT - RE EWAL MOBILE HOME PERMIT
MOTION: LaValle made motion, Smith seconded to grant a Renewal
Mobile Home Permit to Gordon Russett at 8086 - 165th. St.
No. under Chapter 40, Article III, Subdivision C. at
a renewal fee of $10.00.
VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty.

5.4 J. ZASPEL - RENEWAL MOBILE HOME PERMIT
MOTION: Leroux made motion, LaValle seconded to grant a Renewal
Mobile Home Permit to Joe Zaspel at 17205 Forest Blvd. , No.
under Chapter 40, Article III, Subdivision D at a
renewable fee of $10.00.
VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty.

5.5 PIONEER CLUB - NUISANCE NOTICE
A letter was received by Jerry Roach stating he was going
to burn the trees on the property and remove the unburnable
material. Lease stated the City has no authority to issue
a burning permit and instructed the Clerks office to notify
him to contact the Polution Control Agency.
MOTION: Lease made motion, seconded by LaValle to notify the
Pioneer Club that the City has no authorization to issue
the permit and for them to contact the Pollution Control
Agency regarding a permit.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

DISCUSSION: Lease stated an inspection should be made in two
weeks regarding progress. Also a suggestion to the
Pioneer Club that a further possibility to dispose
of the debris would be Stoltzmans Dump.
6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee - A new Dog Ordinance will be proposed
at the July 21 Cir7y Council Meeting. It is presently being
reviewed by the City Attorney.
6.2 PLANNING COMMISSION - Chairman D. Spitzer and Leroux are
to review the applications for a Planning Commission
Secretary - a time will be established at their next
meeting, July 9th.
6.3 &ewer Committee - The Ray Palme sewer problem was
discussed. The problem stemmed from the fact that the
contractor did not de-water. Emergency measures were
taken by Councilman LaValle to correct the situation.
He drew up three contracts, one with Hood Incorporated,
one with Vern Peloquin and one with Joe Oman.
MOTION: Lease made motion, Schletty seconded to ratify the
three (3) contract that Councilman LaValle entered
into to, contract with Hood Incorporated to; 1 . De-
watering, 2. Repair the main, 3. Re-set the manhole,
manhole #60 of the Sanitary Sewer Project 1973-1 and
4. Hook up service connection, a contract with Vern
Peloquin for the purpose of discharging water through
his property for a fee of $100.00 and a contract with
Joe Oman for discharging water through his storm
sewer for a fee of $100.00.

Clerk office, Engineering and the attorneys office are to prepare
a report for the Bonding Company. All costs to be submitted and to be
reviewed at the next meeting, July 21 , 1975.
6.4 Building Inspector - Has an application for building a
tennis court and wanted to know the proceedure and if
permit is required. LaValle stated this application wants
to build a tennis court on two lots, which would not be the
principle building. Applicant should apply for a Variance.
Clerks office to instruct the Planning Commission to amend
the City Code to include tennis court as an added accessory use.
Inspector saidhe has been denying Building Permits due
to the slow percolation test.
A sewer system is to be reviewed by Kuusisto and report
recommendations to City. Johnso to look over agreement
drawn up by Bill Schwab.
6.6 Police Chief
MOTION: Lease made motion, Smith seconded to accept the
Police Chief Monthly report.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

6.7 Attorneys Report -
File No. 1500-111 : LaValle-vs-Bayless-vs-Hugo - The
case is under advisement, ten days
to file a brief.
1500-152 Pfingston - Mrs. Pfingston unplugged
the culvert having a police officer
as a witness.
HARDWOOD CREEK ESTATES
MOTION: Lease made motion, Schletty seconded directing the
Clerks office to write to James Mugg stating that the
City Council acted in good faith in approving the
final plat of the Hardwood Creek Estates subject to
some conditions one of which is a Performance Bond
in the amount of $10,000 for the completion of the
road construction to the city standards, and to date
the bond has not been received, please send Bond to City Hall
VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty.

Lease called recess at 9:21 . Meeting called back to order at 9:38.
7.0 ORDINANCES AND RESOLUTIONS
Lease instructed Clerks office to draw up a Resolution
requesting the speed limit be set at 30 miles an hour on
Everton Avenue North and Ethan Avenue. Letter to Washington
County and copy of letter to Ramsey County.

6.9 Clerk Report — Read letter from Sheila S. Davis, Clerk lei
of Grant Township regarding his subdivision stating that
the property is not buildable unless the Hugo portion of
the north—south road from County #10 to the Grant Townslip
Line is a public road.
Hugo current calculated population is estimated at 3609.
Open Meeting law to be discussed at next Council meeting.
8.2 INDYKIEWICZ MINING PERMIT RENEWAL
MOTION: LaValle made motion, Schletty seconded to approve
the Renewal for the George Indykiewicz Mining Permit
subject to the Planning Commissions recommendations
plus Item #3. Fence—West property line be
repaired in conjunction with adjoining property
owner and Item #4. Inspection fee be $121 .00.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
8.3 WASHINGTON ROAD MAINTENANCE CONTRACT
Attorney Johnson pointed out a correction in #5 deleting
"specified in Item 9 of this Agreement" and insert the
word "hereof".
MOTION: LaValle made motion, Smith seconded to approve the
County of Washington Road and Bridge Maintenance Agreement
subject to the above noted correction.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
8.4 ASSESSOR FEES
Clerk stated the annual assessor fee would be approximately
$1 ,400.00.
MOTION: Schletty made motion, Smith seconded to notify the Washington
County Assessors Office of the City of Hugo by letter of
intent to enter into the contract.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

8.5 STREET IMPROVEMENT — Engineer working on best drainage per
cos
9.1 SEWER OPERATOR — Engineer to check on Cerification. Clerk
to up date list of people interested in sewer work and to
get together with engineer.
MOTION: Smith nade motion, Schletty seconded to extend meeting
beyond 11 :00 PM.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.

CETA PROGRAM
Those conditions taken into consideration were as follows:
1 . Veteran
2. Welfare recipient.
3. Unemployed 30 or more days.
4. Exhausted unemployment compensation.
5. Chauffeur's License.
Gerald Ostermann, Twin Pine Mobile Home Park was introduced to
the City Council as his application was recommended by Smith
and Schletty for the conditions listed above. He did have
a chauffeur's license and said he would get one again.
Starting salary will be $815.00 an month. Under the present
program, benefits are not extended beyond January 1 , 1975.
MOTION: Lease made motion, Smith seconded to hire Gerald Ostermann,
under the CETA Program through December 31 , 1975 at a
salary of $815.00 per month.
VOTING FOR: Lease, Leroux, Smith and Schletty.
VOTING AGAINST: LaValle
LaValle stated that there would be a bill submitted for the time
spent pumping on Francesca.
MOTION: Lease made motion, Schletty seconded to adjourn meeting
at 12:11 .
