PRESENT: Lease, LaValle, Leroux, Smith
ABSENT: Schletty
3.0 APPROVAL OF MIMUTES:
MOTION: Lease made motion, Smith seconded to approve minutes
of October 6, 1975.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
4.0 APPROVAL OF GENERAL CLAIMS:
Item 25 was questioned. Invoice from Custom Electronics
System Co., Inc. in the amount of $474.50 for repair of
base station. Base station has had problems and Council
felt they would like a representative from Custom Electronics
to appear at the next meeting for further discussion.
MOTION: Lease made motion, LaValle seconded to approve
the General Claims of October 20 deleting No. 25
for a total of $49767.58.
VOTING FOR: Lease, LaValle, Lem ux and Smith,.
MOTION CARRIED
5.0 PETITIONS, REQUEST, COMMUNICATIONS & LICENSES
5.2 WASHINGTON COUNTY - REVENUE SHARING - ONEKA SHARING
The $5,141.00 was endorsed payable to the Washington
County Highway Department to be used for credit maint-
enance as per 123 (a) (4) of the Revenue Sharing Act.
5.1 R. BARTH - VARIANCE APPLICATION
MOTION: Leroux made motion, Lease seconded to grant
a Variance Application to Robert G. Barth, Sr.
13317 Homestead Ave. to allow a cabinet shop
in garage for a period of not more than 120
days, with the following four conditions:
1. No materials to be used as part of the operation shall
be stored outside of the garage.
2. No waste or scrap materials will be stored outside the
garage.
3. No products of this operation, whether completed or
under constructions, shall be stored outside the garage.
4. All activities granted under this variance shall cease
by March 1, 1976, at which time this variance shall
become null and void.
VOTING FOR: Lease, LaValle, Leroux and Smith.

D. GRANGER - RE -ZONING APPLICATION
MOTION: Lease made motion, LaValle seconded to approve
the Rezoning Application for Grangers Body Shop
& DX Service, 14815 Forest Blvd. No., rezoning
from Concentrated Business to Industrial.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
D. GRANGER - SITE PLAN APPROVAL

Granger showed his site plan and described his landscaping.
Council and Attorney, after discussion, suggested some
better ways to utilize his property, like using a berm.
Granger said he would reconsider his landscaping and be
more specific on landscaping and how much and when he
would be doing the blacktopping.
MOTION: Lease made motion, Smith seconded to approve
the Site Plan of Mr. Granger subject to 1. He
would submit landscaping and parking plans within
sixty days and 2. He would obtain approval from
Rice Creek Watershed District.
VOTING FOR: Lease, LaValle, Leroux and Smith.

LA METTI - BUILDING ADDITION
La Metti has failed to respond to two letters sent him
regarding his building addition without a building permit.
MOTION: Lease made motion, Smith seconded directing the
Building Inspector Crever, to proceed with the
necessary legal process in issuing a citation
to Mr. La Metti that he is in violation of the
Building Code for the City of Hugo.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
ORDINANCES
Copies of the Dog Ordinance were passed out to the
Council members and to be discussed at the next Council
meeting, November 3, 1975.
NE19 BUSINESS - CLERK
Clerk stated the City had purchased C/D #4191 in the
amount of $5,000.00 to Sewer Sinking Fund.
Clerk stated he had received the Notification of Permit
Application DNR Form W-221 for the 1975 Storm Sewer/Street
Improvement 1975.

8.0 NEW BUSINESS - CLERK CONT.
EASEMENT FOR STORM SEWER
MOTION: Lease made motion, Smith seconded to enter into a
temporary and permanent easement agreement with
James A. and Rose M. Wisner in the amount of
$320.00.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
MOTION: Lease made motion, Smith seconded to enter into a
temporary and permanent easement agreement with
Frank and JoAnn Hovald in the amount of $275.00.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
HORTON PROBLEM - Attorney Johnson stated he received a letter
from Horton's attorney stating that the Horton yard was in
required shape and that it was ready for inspection. Council
members who have viewed the area stated a few cars had been
removed but a fence was still down and appeared no fire lanes
have been built and tree planting is questionable. Attorney
Johnson said under the circumstances felt the yard was not
ready for inspection and he would notify them as such.
LIONS CLUB - POLE BARN - W. Johnson representing the Lions
C ub requested Council permission to build a pole barn in City
Park for the purpose of s-tor.age and at various event, a bingo
tent at Council recommended location.
Councilman Smith stated the Oneka Raiders (local 4H group)
is interested in maintaining bushes as a project and perhaps
they could work in conjunction with the Lions Club. Club was
willing to work with the group.
Council requested Club to furnish drawings and possible
location and felt they saw nothing objective in the Clubs request.
RICCI EASEMENT - Attorney Johnson and Councilman LaValle were
to inspect Ricci property to determine extent of easement.
RICCI BUILDING PERMIT:
MOTION: Lease made motion, LaValle seconded to direct the
Building Inspector to issue a Building Permit to Robert
Ricci for Lot 2 of K. Granger addition, for the building
of front footings and basement wall subject to the
plat approval.
VOTING FOR: Lease, LaValle Leroux and Smith.

BEISANG PROPERTY - C. McDermaid - requested information arrd the
building of a road. Mayor Lease said it is an exhausted problem
and felt Grant Township should pursue a mutual maintenance
agreement with the City of Hugo. McDermaid to check and see
what he can do regarding the problem.
MOTION: LaValle made motion, Leroux seconded to extend meeting
beyond 11:00 P.M.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
CETA PROGRAM - Councilman Smith to contact three applicants for
sewer man and talk to Washington County on the CETA programs.
J. Osterman to be contacted to be present at next meeting re-
garding job description..
EXTENSION OF STORM SDIER
MOTION: LaValle made motion, Smith seconded directing City
Engineer to issue Job Order to extend the Storm Sewer
from Fitzgerald to North line of 147th, to do away
with the open ditch and have an enclosed one, at compar-
able costs to original order.
VOTING FOR: Lease, LaValle, Leroux and Smith.
MOTION CARRIED
MOTION: Lease made motion, Lem ux seconded to adjourn meeting
at 11:30 P.M.
