VOTING FOR: Lease, Schletty, and Leroux. MOTION CARRIED 4.0 APPROVAL OF CLAIMS Lease asked clerk to check on item r8 repair to Cat, if there would've any insurance_. coverage. MOTION: Lease made motion, LaValle seconded to approve payment of claims of December 1, 1975. VOTING FOR: Lease, Schletty dnd Leroux, LaValle. MOTION CARRIED APPROVAL OF UTILITY CLAIMS Clerk pointed out that a check was received from Yuusisto Engineering in the amount of '1'13646.26 which represents an over payment, on the sanitary sewer engineering fees. MOTION: Lease made motion, Schletty seconded to approve the Utility Claims of December 1, 1975. VOTING FOR: Lease, Schletty and Leroux, LaValle. MOTION CARRIED CASHING OF C. D. IS MOTION: Leroux made motion, Schletty seconded authorizing the City Treasurer to cash Certificate of Deposit #4066, First State Bank of Hugo in the amount of $65,000.00 and Certificate of Deposit #14087, First National Bank of Stillwater in the amount of .1;P56,,288.55. VOTING FOR: Lease, LaValle, Leroux and Schletty. MOTION CARRIED Licenses not received: Rockville U.S.A., Eugene Peltier, Granger's DX, Pioneer Club and Interstate Lumber. 6.2 PLANNING COMMISSION: Joint meeting between the City Council and Planning Commission regarding problems with density and zoning, 8:00 P.M. on Wednesday, December 3, 1975. 6.6 POLICE CHIEF REPORT - Request for CETA Grant Approval James Fure has been a part time patrolman with the City of Hugo since February 2, 1975, and has now qualified for the C.E.T.A. program by the Minnesota Department of Manpower Services. It is his understanding that the hiring would be through the program only and future employment could not be guaranteed. MOTION: LaValle made motion, Leroux seconded to hire James Henry Pure under the C.E.T.A. program, on December 19 1975 at a starting salary of $750.00 monthly for first six months and 3800.00 monthly thereafter, until termination of grant. VOTING FOR: Lease, LaValle, Leroux, and Schletty. MOTION CARRIED MOTION: LaValle made motion, Lease seconded amending the previous motion to include in the grant application the fringe benefits P.E.R.A. and S.S. and hospitalization of $250.00 and a clothing allowance of $150.00. VOTING FOR: Lease, LaValle, Leroux and Schletty. MOTION CARRIED BID OPENING FOR PROJECT NO. 1975-2 WATERMAIN IMPROVEMENT Clerk stated advertisement for bids were published in the Forest Lake Times and in the Construction Bulletin. Five Bids were received and read as follows: 1. Acton Construction Co., Inc. P. 0. Box 394 Hugo, Minnesota 55038 Bond included starting 10 days after award, completed as specified Amount $10,009.00. DECEMBER 1 , 1975 2. Ro-SO Contracting, Inc. 647 Parkway Drive St. Paul, Minnesota 55101 Bond included, start and complete as specified. Amount $10,443.50. 3. Environmental Utilities, Inc. 797 Curfew Street St. Paul, Minnesota 55114 Bond included, weather will determine starting date, complete by 5/30/76 Amount $14,215.00. 4. American Contracting Corp. 1540 Yellowbrick Road Coon Rapids, Minnesota 55433 Bond included, start Spring of 1976 complete as specified amount $11,777.70. 5. LaValle Excavating Company 15277 Forest Ave., No. Hugo, Minnesota 55038 Bond included, no remarks as to starting date, complete April 30, 1976 Amount $5,985.50. Engineer to review bids and report at next meeting. 6.7 ATTORNEY Horton -v -City - Pre-trial on December 15, 1975 - no action to be taken until after pre trial date. Council feels the City of Hugo will make no further concession. Mogren, et al -v -Hugo --Order was issued to Quash Petition, and a Motion to amend has been set for Hearing on December 17, 1975. LaValle-v-Bayless-v-Hugo--Judgement was entered in favor of the City and Motion for New Trial will be heard December 5, 1975. 6.8 ENGINEER Everton Avenue and Elmcrest are scheduled for 1976 improvement. Fill material could be hauled in from the street improvement project site. Engineer to write a change order for Elmcrest - hauling would be $.40 cu yd. Everton would be no extra charge. Contractor would spread and City would do the grading. 6.4 BUILDING INSPECTOR - Upon successful completion of.current course he has enrolled in, City Council will reimburse the tuition fees, and mileage. 6.9 CLERK LaValle sewer installer for City Hall, billed the City $87.12 for the second connection, which they were unaware of when they submitted their bid for the hook up. DECEMBER 19 1975 MOTION: Lease made motion Schletty seconded to pay the additional fee of 887.12 to LaValle Excavating for the sewer hook up. VOTING FOR: Lease, Leroux and Schletty. ABSTAIN: LaValle MOTION CARRIED Traffic signs: Schletty to get a cost on installing signs on Everton Avenue North, Ethan to Elmcrest. Beisang: Letter from Grant Township agreeing on a mutual reciprocal road agreement with the City of HAgo. Lease called recess at 9:15 resumed at 9:30 P.M. 7.0 ORDINANCE - AMENDING CHAPTER 262 MOTION: Lease made motion, Schletty seconded adopting Ordinance No. 126 AN ORDINANCE AMENDING CHAPTER 262 OF THE HUGO CITY CODE, ENTITLED, "SEWER .SYSTEM" TO EXTEND THE TIME LIMIT FOR CONNECTION TO THE SANITARY SEWER SYSTEM, REFERENCE TO THE MINNESOTA PLUMBING CODE, TO CLARIFY INSURANCE AND PERMIT REQUIREMENTS, AND DESIGNATE WORK THAT MUST BE PERFOR1.1ED BY LICENSED PLUMBERS. VOTING FOR: Lease, LaValle, Leroux and Schletty. MOTION CARRIED 8.1 SIGNED UTILITY EASE14ENT AGREEMENTS - Mayor Lease signed the four agreements. 9.0 NEW BUSINESS Mr. Darrell Jacobson, 6364 -165th. St., Hugo requested lighting at 170th and Highway 61 and 165th and Highway 61. He recently lost his son in an accident at the intersection and said further lighting would prevent more accidents. Lease said prior requests .have been turned down by the County and State to install signs at these two intersections, said residents could install their own security light. MOTION: Lease made motion, Schletty -eeconded to have Clerks Office write Chuck Swanson, County Engineer, requesting lights on 170th and Forest Boulevard. VOTING FOR: Lease, LaValle, Leroux, and Schletty. MOTION CARRIED MOTION: Lease made motion, Schletty seconded to have Clerks Office write District 9 Office, No. St. Paul requesting a light be installed at 165th and Forest Boulevard. DECD -SER 1 , 1975 Tom Crever and Bob Olson wanted to know the status of the Tauer problem and asked if the new owners were aware that the residence was zoned single family estate and not multiple dwelling. Letter to be sent to occupant. Raw sewage was noticed on the grounds and Engineer to investigate. SNOW REMOVAL - Councilman and City Hall .received numerous complaints about the lack of service from Washington County in the Hugo area. LaValle and Schletty to have a meeting with Chuck Swanson regarding the problem. If the County has new drivers, Hugo will submit maps for roads to be plowed. C.E.T.A. - New work routine scheduled for employee during winter months. MOTION: Leroux made motion, Schletty seconded to adjourn meeting at 11:00 P.M.
