December 15, 1975't PRESENT: Lease, LaValle, Leroux, Smith and Schletty. 3.0 APPROVAL OF MINUTES MOTION: LaValle made motion, Leroux seconded to approve minutes of December 1, 1975 VOTING FOR: Lease, LaValle, Leroux, Smith & Schletty. MOTION CARRIED 4.0 APPROVAL OF CLAIMS Items #3 through #5 were questioned regarding the gas for the squad car. Approximately $500.00 was spent in one month for gas and oil at several different stations. It was suggested to the Police Department to try and cut down on usage, and limit the purchasing of gas at certain stations. MOTION: Lease made motion, LaValle seconded instructing the Police Department to purchase their gas and oil at Stu's Standard Station, Forest Lake, Grangers DX of Hugo and Erickson Station of White Bear Lake, any other purchase would be on an emergency bases only, if other than these three stations. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED MOTION: Schletty made motion, Leroux seconded to approve General Claims of December 15, 1975. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED 5.0 PETITIONS, REQUEST, COMMUNICATIONS & LICENSES MDBILE HOME PERMIT RENEWAL - E. A. Lundblad The original condition of issuing a permit to Lundblad was under condition D. special use: son was doing all farm work and was to continue to do so until land use changes to residential approximately 2 to 6 years as per Mr. Lundblad. Council questioned the extent of farming being done on the land to justify the renewal of the permit. MOTION: LaValle made motion, Leroux seconded to table the application until January 5, 1976 after the Police Department has done an investigation on the residents in the home and what type farming operation is being done. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED RUSSETT - MOBILE HOME PERMIT MOTION: Leroux made motion, Schletty seconded to grant a renewal for the Mobile Horne permit to Gordon W. Russett, 5056 - 165th. MOTION CARRIED MOTION: Lease made motion, Smith seconded to issue a Cigarette License for $12.00 and a Soft Drink License for $;5.00 to Grangers DK, 14797 Forest Blvd. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION' -..CARRIED MOTION: LaValle made motion, Leroxx seconded to issue a Cigarette License for $12.00 and a. Soft Drink License for $5.00 to Eugene Peltier, 17205 Forest Blvd. No. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED MOTION: Smith made motion, Lease seconded to issue a Retail Off Sale Non -Intoxicating Malt Liquor License to Swanny of Hugo, Carpenterts Steak House for a fee of ;;05.00. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED Application was submitted from Countryside Center, Eugene Peltier for On Sale Intoxicating Liquor and On Sale Sunday Liquor with a check in the amount of 41700.00. Mr. Peltier has relocated his rest- aurant from Forest Lake to Hugo and is in the process of remodeling his dining room to dinner type operation. Present licenses do not expire until December 31 so Council was not in a position to grant a license until after the expiration date of licenses to be tabled until January 5, 1976. TREE INSPECTOR: G. Beach reviewed his yearly report regarding Dutch Elm and Oil Wilt. Stated there is Oak trees available for people to cut for use in there fireplaces - information to be given to Clerks office. D. JUELFS - Dog Kennel Services - not present. R. BABER - OPEN SPACE: Selling land on West end of Bald Eagle Lake, Huber property which has 700' on lake front. Resident has been raising Canadian Geese and wants to continue with having the geese on this land. Present residents can continucto use the lake frontage. Ramsey and D.N.R. will take care of the geese through the Federal and State Grant. C. Johnson to check on the powers of open space, Hugo does not want to give up their rights. Hugo has no objections pro- viding attorney does not have any objections - to report back on January 5, 1976. DECEIvBER 15, 1975 POLICE - FIRE DEPARTMENT EXPANSION Police presented plans for office expansion, to Council. Donate all labor, material cost approximately $500.00. Council did not question the necessity of more space needed by the Police Department but questioned the funding of the project. No money is available at this time for any remodeling wanted to wait until after the audit, middle of January and would make some determination at that time. ROCKVILLE U.S.A. LIQUOR LICENSE Attorneys for Rockville present owner, C. Hays and former owner E. Forsblad questioned council regarding the On -Sale Intoxicating and On -Sale Sunday Licenses. Money is not available at this time and asked for a delay. Council. said the license does not expire until December 31 and that they could have the money available at the next meeting of January 5, 1976, and chances would be good that they would be issued the license. J. MOE - REZONING FROM C TO A The plat approval was discussed in conjunction wish the re-zon;eing application. MOTION: Lease made motion, Smith seconded to rezone Part of SWC Section 24, Township 31, Range 21, Washington County, Minnesota from Conservancy to Agriculatural and to amend the comprehensive map accordingly, Ordinance #127. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED No application was received for the preliminary plat approval. Instructions were given to Mr. Moe listing the information that was needed for the plat approval. Engineer needed more borings, a contour map was needed, drainage easements and easement around perimeter were needed. The road was being questioned. WA(P$ riN-IMPROVEMENT PROJECT #75-2 MOTION: Lease made motion, Smith seconded to award the Watermain Improvement Project #75-2 to LaValle Excavating Company in the amount of $5,985.50. VOTING FOR: Lease, Lecroux, Smith and Schletty. ABATAIN: LaValle MOTION CARRIED MOTION: Lease made motion, LaValle seconded to extend meeting beyond 11:00 P.M. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED DECEHBER 15, 1975 MOTION: Smith made motion, Lease seconded authorizing the cost of construction to be extracted from the Water Department Revenue and Construction to be paid back when assessment role is made. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED MOTION: Lease made motion, Leroux seconded to amend general claims to include a claim from Continental Safety Equipment in the amount of $682.09 for firemens boots. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED SIGNS INSTALLED MOTION: Lease made motion, LaValle seconded to install speed signs on Everton and Ethan if the cost of $050.00 includes the purchase of the sign. Howard Schletty to check to see what the $x150.00 includes. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED MOTION: LaValle made motion, Smith seconded to notify Washington County that the City of Hugo would not participate in a new contract, Title 1 for Maintenance Man. Clerks office to notify J. Osterman of the decision. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED MOTION: Schletty made motion, LaValle seconded to issue Interstate Lumber a Soft Drink License in the amount of $5.00. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTION CARRIED Mr. R. Burkard after 22 years of service was awarded a plaque by Mayor Don Lease and a cashiers check from the City employees. LaValle thanked Mr. Burkard publicly and wished him good luck and fishing in the future years. Council members asked if he would be available on a consultant basis and he said he would with fees discussed later. Mr. G. Bernier would stay on as Treasurer but asked for an increase in salary due to the heavier work load. Council to discuss salary after first of year. MOTION: Lease made motion, LaValle seconded to appoint Carol !Williams, Deputy Clerk to City Clerk, as of January 1, 1976. VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty. MOTTON CARRTRD DECEM13ER 159 1975 6, Salary to be discussed after first of the year. Lease stated that the Fire Chief, K. Granger submitted his resignation and would like to show some sort of appreciation for him and would like to start a precident to honor all members serving on committees in the City of Hugo.
