PRESENT: Lease, LaValle, Leroux ABSENT: Schletty and Smith 3.0 APPROVAL OF MINUTES MOTION: Leroux made motion, LaValle seconded to approve the minutes of December 15, 1975. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: LaValle mace Rotion, Leroux seconded to approve the General Claims of January 5, 1976. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED APPROVAL OF UTILITY CLAIMS MOTION: LaValle made motion, Leroux seconded to approve the Utility Claims of January 5, 1976. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 MIRON - MOBILE HOME PERMIT MOTION: Lease made motion, seconded by Leroux to grant a renewal for the Mobile Home Permit to George T. Miron, 15250 Homestead Avenue, under Chapter 40, Article III, Subdivision D for a period of ninety days at a fee of $10.00. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 5.2 ZASPEL - MOBILE HOME PERMIT RENEWAL MOTION: Leroux made motion, Lease seconded to grant a renewal for the Mobile Home Permit to Joe Zaspel, 17205 Forest Blvd, No, under Chapter 40, Article III, Subdivision D for a period of ninety days at a fee of $10.00. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 5.3 MC CLOUD - MOBILE HOME PERMIT RENEWAL MOTION: Leroux made motion,, Lease seconded to grant a renewal for the Mobile Home Permit to Robert McCloud, 9627 122nd Street, under Chapter 40, Article III, Subdivision D for a period of ninety days at a fee of $10.00. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 5.4 JOHNSON - PETITION FOR MOBILE HOME PERMIT Permit was formerly Feld by E. A. Lundblad. Public hearing will be held on January 19, at 8:00 PM. 5.5 MOE - PLAT APPROVAL Presented new drawings - 3 variances needed: 1. Request variance for length of road. 2. Blacktop be omitted. 3. Preliminary plat approval - City of Hugo. would have no obligation to maintain acre park LaValle mentioned the Planning Committee hasn't given Plat Approval. Kuusisto said he would like to see drainage easements, have a road profile, mark some water storage basins. Attorney - make sure the obligation for maintenance and taxes fall on the property owners. Does not like the handling of Outlot A. Moe said the developer objects to all the easements on the property line. Attorney said we don't know how these lots will be subdivided in the future and at time it is too expensive to try to get the easements. There are 6 locations where water drainage could effect some other property owners. J. Moe to be put on the January 19 agenda. 0 JANUARY 5. 1976 5.6 ROCKVILLE LICENSE Tom Rooney, attorney for Forsblad would like to pay the $1,500 for the license, but on the following conditions: 1. The name of the license holder be blank so it could be trans- ferred to whomever will become the purchaser of the property. 2. No operations should be conducted under the license until an active person becomes the license holder. 3. Would like to get some form of document that Hugo would not become involved in the controversary between Hays and Forsblad. Attorney said Forsblad and Rockville would both have to agree with the arrangement and the license could not be used only held in abeyance. Attorney to work with Rockville attorney - tabled until next meeting. 6.0 REPORTS OF OFFICERS .4 BUILDING INSPECTOR MOTION: LaValle made motion, Lease seconded to cite LaMetti for violation of Building Ordinance. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 6.5 FIRE DEPARTMENT - NEW FIRE CHIEF MOTION: Lease made motion, seconded by LaValle to appoint Jim Olson as Hugo's Fire Chief. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 6.6 POLICE - NEW SQUAD MOTION: LaValle made motion, Leroux seconded to advertise for bids, - returnable by February 17, 1976, for a new police squad per chief's specs. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED 6.7 ATTORNEY - OPEN SPACE After discussion regarding the open space, north end of Bald Eagle Lake, it was decided that no decision would be made until the city hears from Lino Lakes. To be on future agenda. Metro - Supreme Court - SAC charges are an appropriate way for Sewer Board to collect funds. Street & Storm Sewer - Easements have all been acquired except Ricers. 6.8 ENGINEER Wanted to know where he stands in regard to the Bald Eagle Industrial Park - engineer will review the drainage plan submitted. Sunset Lake Report - testing of wells - report will be ready shortly. Testing is done but decoding has to be done. Questionalbe wells will have to be redrilled or moved. Shoreline problems will have to be cleaned up. PCA insists on enforcement. WHITE BEAR ROD & GUN CLUB MOTION: Lease made mo on, LaValle seconded that no Certificate of Occupancy will be issued until the club comes back in for a current and up-to-date Special Use Permit. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED ANNUAL AUDIT MOTION: Lease made motion, LaValle seconded to call an Audit on January 12, 1976 at 7:00 PM. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: LaValle made motion, Leroux seconded to extend the meeting beyond 11:00 PM. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED OFFICIAL NEWSPAPER MOTION: ease made motion, LaValle seconded naming the White Bear Press as the official newspaper. VOTING FOR: Lease OPPOSED: LaValle, Leroux MOTION DIED JANUARY 59, 1976 .� MOTION: Leroux made motion, LaValle seconded naming the Forest Lake Times the official newspaper. VOTING FOR: LaValle, Leroux OPPOSED: Lease MOTION CARRIED DEPOSITORY MOTION: Lease made motion, LaValle seconded listing the First State Bank of Hugo, The First State Bank of Forest Lake, and the First National Bank of Stillwater to be the official deposi- tories for the city of Hugo. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: Lease made motion, Leroux seconded appointing Councilman LaValle as Acting Mayor for 1976. VOTING FOR: Lease and Leroux OPPOSED: LaValle MOTION CARRIED MOTION: Lease made motion, Leroux seconded to appoint Dr. David E. Olson as Hugo's Health Officer. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: LaValle made motion, Leroux seconded o appoint Councilman Smith and Councilman Schletty as Health Officers for the City Council. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED SALARY REVIEW - INCREASED EFFECTIVE JANUARY 1 1976 Increase Clerk's salary by 31,,850 yearly or $150,00 per month with a review in six months. MOTION: Lease made motion, Leroux seconded to increase Clerk's salary by $150.00 per month. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: LaValle made motion, Leroux seconded to increase Police Chief's salary to $13,350.00 a year. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: LaValle made motion, Leroux seconded to increase Patrolman #1 salary to $800.00 the first six months, then $850.00 a month thereafter. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED Meter Reader - tabled until Monday, January 12th and final discussion on January 19, 1976. PLANNING COMMISSION APPOINTMENTS MOTION, Lease made motion, Leroux seconded to appoint Dan Spitzer, Planning Commission Chairman. VOTING FOR: Lease, LaValle, Leroux MOTION CARRIED MOTION: LaValle made motion, Leroux seconded to remove Harley Johnson from the Commission when the Planning Commission finds a replacement. VOTING FOR: Lease, LaValle, Lerous MOTION CARRIED MOTION: Motion made by Lease, seconded y Leroux To increase the Planning Commission Secretary's salary from $2.75 to $3.00 per hour, effective January 1, 1976.
