PRESENT: Lease, LaValle, Leroux, Smith, and Schletty.
3.0 APPROVAL OF MINUTES
CORRECTION: Page 5 regarding bid change for squad; 360 to 400
cubic inch carb to engine with 4 barrel carb.
MOTION: Lease made motion, Leroux seconded to approve the
minutes of March 1 , 1976 with correction.
VOTING FOR: Lease, LaValle, Smith, Leroux, and Schletty.
MOTION CARRIED
4.0 APPROVAL OF CLAIMS
MOTION: LaValle made motion, Leroux seconded to approve the
General Claims of March 15, 1976.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
MOTION: Lease made motion, Schletty seconded to approve the
Utility Claims of March 15, 1976.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.

5.0 PETITIONS. REQUESTS. COMMUNICATIONS AND LICENSES
MOBILE HOME PERMIT RENEWAL - G. MIRON
MOTION: Schletty made motion, Smith seconded to renew mobile
home permit for George T. Miron, 15250 Homestead Ave. ,
No. under Chapter 40, Article III, Subdivision D for
ninety days.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
5.1 WRITE'_BEAR.RDD & GUN CLUB
Three letters were submitted to the Council verifying that
Item 2 of the Special Use Permit, planting of trees was not
fulfilled by the gun club.
MOTION: LaValle made motion, Schletty seconded to submit the
three letters from Harold F. Bramstedt, Howard W.
Schletty and Theodora R. Peltier to be entered into
the minutes of the City Council thereby making them
part of the official records.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
Letter submitted by Bramstedt complaining of the noise also
should be accepted as a complaint and referred to the attorney
stated Councilman Smith.
The opinion as submitted by Attorney Johnson on September 18,
1975 on Item 2 is as follows:
"By failure to complete the tree planting by June 1 , 1975,
and by failure to seek and obtain a Variance for extension
of time beyond June 1 , 1975, for completion of the planting,
the Special Use Permit became null and void as of June 1 , 1975."
MOTION: Lease made motion, Smith seconded to accept the opinion
of the City Attorney and notify the White Bear Rod &
Gun Club to apply for a new Special Use Permit to
re-negotiate Item 2 only. Per minutes of May 3, 1976.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
5.2 ALVINA DURAINE - SPECIAL USE PERMIT
00 MOTION: Lease made motion, Smith seconded to grant a Special
Use Permit to L. Duraine for the removal of the stockpile
only according to the provisions outlined.
VOTING FOR: Lease, Leroux, Smith, Schletty, and LaValle.
MOTION CARRIED
Provisions to include:
1 . Special Use Permit issued for the stockpiling and hauling
of existing gravel, in accordance with the plans submitted,
and any deviations from these plans shall require an amendment
to this Special Use Permit.
2. All existing trees and natural vegetation bordering the pit
area shall be left undisturbed.
3. All top soil in the pit area shall be stockpiled, and at
the time the operation is completed, the top soil shall
be replaced and seeded to grass cover.
4. Sewer facilities shall be of the portable, chemical holding
tank type.
5. Bond in the amount of $5,000.00 shall be posted.
6. Special Use Permit shall expire on June 1 , 1977.
R. SCHUH - MINING PERMIT
Attorney submitted conditions which should be complied with for
the application for a mining permit.
Several suggestions were made by the Council. The Engineer is
to complete his investigation of the previous holder of the
mining application, M. Rehbein and have report completed by
April 5, 1976, next Council meeting.
MOTION: LaValle made motion, Schletty seconded to table the
mining application by R. Schuh to April 5, 1976.
VOTING FOR: Lease, LaValle, Leroux, Smith and Schletty.
MOTION CARRIED
5.3 BRUCE HOULE - INSURANCE - did not appear.
5.4 PETE PETERSON - OAK SHORE PARK - ROAD PROBLEM
Residents were informed by engineer that their area was the
top priority areas for road maintenance. The question involved
is how much and to what extent the maintenace program should
involve. With the thought of a sanitary sewer eventually be
installed in the area, costs should be considered on a minimum
view. Mayor Lease suggested a committee be formed a coundil
member, engineer a two members from Oak Shore Park for repres-
entation on the program.
Recess was called at 10:00 resumed at 10:15 P.M.
5.5 NANCY BRAMSTEDT RE: NEIL BUSHMAN. 6074 N. EGG LAKE RD
Mrs. Bramstedt stated the Bushman property had several junk
cars on the property and wanted to know if this was in violation
to Hugo's Ordinance.
MOTION: LaValle made motion, Smith seconded to have the Police
Department investigate and verify as to how many
vehicles, licensed or unlicensed, are on the property
and issue an abate notice if in violation of Hugo's
nuisance ordinance.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
7.0 UNFINISHED BUSINESS

7.2 FIRE CHIEF RE: FIRE WARDENS
Chief to contact former wardens if they would be interested
in the job and for what fee. Former chief stated the
glass door in fire hall is not holding when opened and
would the City consider purchasing a new one.
7.1 ENGINEER'S REPORT
Re: Eugene Peltier sewer system - Engineer not in agreement
with Washington County Planner. He feels system is inadequate
and should have larger installation.
MOTION: LaValle made motion, Lease seconded, to have City
Engineer contact William Schwab, Washingtion County
Planner and get together to resolve the problem.
VOTING FOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
9.0 MISCELLANEOUS
9.1 CLERK
Presented 1575 Financial Statement to Council
MOTION: LaValle made motion, Leroux seconded, to post the
financial report in the following three prominent
places: Hugo Bank, Post Office and City Hall.
VOTINGFOR: Lease, LaValle, Leroux, Smith, and Schletty.
MOTION CARRIED
MOTION: Lease made motion, Schletty seconded, to approve the
change Order No. 2 (Section #2) Ro-So Construction,
Incorporated, in the amount of $1 ,323.13, for 1975
Street and storm sewer improvements.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: LaValle made motion, Schletty seconded to approve the
application for George Koland's enrollmint in Wastewater
Operator's Institute, March 24-26th, 1976 at the
Thunderbird Motel for a fee of $35.00 plus the $5.00
for taking the exam and reimbursement for mileage at
150 per mile.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: Lease made motion, Leroux seconded, to correct the
claims of March 15 adding "26 Metro Waste Control
Commission, $1 ,386.00 to General and change #5 in
Utility to $1 ,030.86.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: LaValle, made motion, Schletty seconded to extend
meeting beyond 11 :00 P.M.

SUNSET LAKE
LaValle sugggested March 23 as a proposed meeting date with
the Rice Creek Watershed District Board and Minnesota Pollution
Control Agency at the Arden Hills office, updating them on
Hugo's progress in resolving the drainage problems on Sunset
Lake.
MOTION: LaValle made motion, Schetty seconded to issue a
nuisance abate notice to Mr. Melvin Strand notifying
him that he is in violation of Hugo's nuisance ordinance
and that he has ten (10) days to resolve his problem
and appear before the City Council at a special meeting
to be held on March 29, 1976 at 7:00 P.M.
VOTING FOR: Lease, LaValle, Leroux, Schletty, and Smith.
MOTION CARRIED
City Clerk was directed to send letter to Sunset Lake residents
20 who are in violation of polluting the lake and to appear before
a special meeting of the City Council on March 29, 1976 at
7:00 P.M. for possible solution to the problem. Those to be
notified are: Strand, Olson, Gamboni, Fellman, Card, Pavek,
Day, Storms, Friel, ar.d Zinschlag.
MOTION: Lease made motion, LaValle seconded to approve the
cost of paneling the Clerk's office at a cost of
$72.00.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, to adjourn
the meeting at 12:16 P.M.

Hugo City Council
Dear Councilmen,
I am raking this statement in regard to the special use permit
of the White B ear Rod and Oun Club. Condition number two regarding tree
planting which states that five rows of pine trees at least twelve inches
in height be planted along the west property line starting from the
south property line and extending to the north point where the land becomes
too low and swampy for reasonable tree growth. This also includes one
row of Lombardy poplar trees at least five feet in height which, with the
pines, shall be planted by June 1, 1975, or this special use permit will
be null and void in it's. entirety.
In May 1975 I made daily observations of the tree planting site.
I did not see any trees planted on the site until June 5, 1975, at
which time the poplar trees were planted part-way. There is still 200
to 300 feet of space that is not too swampy for reasonable tree grub.
This should have been planted to satisfy condition number two.

To Hugo City Councils
In as much as I will be away on a trip for 2 months, during which time I
understand you are meeting with the white Hear Rod and Oun Clib in regards
to lack of tree planting eta. on their property.
It seems the sworn statements wade by some of the Oun Club members are not
complete.
The1 say the pine trees were planted by June 1, 1975. A dosen or so may have
been planted on the southwest corner but this is far from complying with the
regulation of their Special Use Permit. Also they have never finished the
planting of Poplar trees along their West line. This type of tree is easy
to obtain. By the looks of the way the ones they did int look, I don't
believe they care is it ever gets done.
I would like to call to your attention at this time that at 1500 feet from their
property line on to my property, tests which we have made, with a regular D.B.
machine of sound equipment, the shook D.B. level was a plus 74 D.B's. Provision
#8 of their special use permit says 10 D.H's at their property lime.
Perhaps a personal visit, OF the council, to the Oun Club would be a surprise.
._1 realise the members of the council are busy people but sous consideration
must be given to residents and their property value without them having to
resort to court action, which I suppose will become necessary.
