PRESENT: Lease, LaValle, Leroux, Schletty and Smith.
3.0 APPROVAL OF MINUTES
MOTION: Lease made motion, Smith seconded, to approve the minutes
of the May 11 , 1976 Special meeting, after correcting them
to include the review of the findings of blacktop for
Ethan Avenue.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
4.0 APPROVAL OF CLAIMS
MOTION: LaValle made motion, seconded by Leroux, to approve the
General Claims of May 17, 1976.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
APPROVAL OF UTILITY CLAIMS
MOTION: Lease made motion, seconded by Leroux, to approve the
Utility Claims of May 17, 1976.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, to pay the
Washington County Treasurer and pay for the new squad car
out of Revenue Sharing Funds.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.

5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 JIM WISNER. LIONS CLUB
Mayor Lease read the following proclamation for Good Neighbor Days:
TO ALL GOOD CITIZENS OF HUGO AND OUR SURROUNDING GOOD NEIGHBORS:
BE IT PROCLAIMED - THAT THE WEEKEND OF JUNE 11 - 12 - and
13 BE HEREBY DESIGNATED AS THE 9TH ANNUAL GOOD NEIGHBOR
DAYS - AND THAT ALL GOOD CITIZENS JOIN IN THE FUN OF MAKING
THIS ANNUAL EVENT A SUCCESS IN BEAUTIFUL DOWNTOWN HUGO.
5.2 R. BURKARD. WATER SUPERINTENDENT
Re: Traeger's Second Addition - Lots 1 ,2,3, and 4, Flay Avenue
- Bid price for installing 3" watermain service, complete in place
-4.57 per foot or approximately $300 for a 50' lot. One lot already
sold and basement under construction, to be installed before black-
topping begins.
EiOTION: Lease made motion, seconded by Smith to instruct the Water
Superintendent to install the water connections on the
existing watermain lines on Lots ,1 , 2, 3, and 4, Flay
Avenue, Traeger's Second Addition as a maximum cost of
$300.00 per lot.
VOTING FOR: Lease, Leroux, Schletty, and Smith.

5.3 MARY ANN COMPTON - DOG COMPLAINT
Asked why Hugo doesn't have a leash law-has complained about neighbor's
dogs - police maintain they have no place to pond them - Mayor said
it is a police problem - Hugo does have an emergency service avail-
able to us - operated by Dean Good, Stacy, Minnesota - police may
avail themselves of it for continual nuisances - Mr$. Compton told
to file a complaint with the Police Department - LaValle will talk
to the Police Department regarding the problem.

E ..'. 5.4 INSURANCE REVIEW
Mr. Jim Morrissey introduced Dale Hadtrath of Tran3continental
Brokers of Minneapolis who made an insurance proposal presentation.
Paul Curtis, of the Builke Agency, White Bear Lake, introduced Mr.
Gordon Buelke who made a presentation showing current and proposed
coverage - their Engineer made appraisal of all city property -
current coverage is $133,750 - propose $215,750.00 as replacement
cost coverage.
Bruce Houle of the First Bank Agency, Hugo, who currently insures
the City of Hugo also made an insurance review proposal.
Matter to be further discussed at the annual Board of Review meeting
on Thursday, May 20th.

6.0 ORDINANCES AND RESOLUTIONS
6.1 AMENDMENT TO JUNKYARD LICENSE ORDINANCE
MOTION: Lease made motion, seconded by Schletty, to pass Ordinance
#1976-129, Amending Chapter 130 of the Hugo City Code,
Entitled "Junkyards and Auto Dismantling Yards, Section
130-4 entitled "License Fee" as follows: After $ insert
50.00.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith
MOTION CARRIED
7.0 UNFINISHED BUSINESS
7.1 JOSEPH GREGOIRE - BUILDING INSPECTOR REPORT
No report available - tabled until next meeting
7.2 BURNING PERMIT REVIEW - BY ATTORNEY
Attorney discussed matter with fire chief - Hugo has still been under
jurisdiction of DNR rather than PCA since they were unaware Hugo
has fire department - Hugo now falls under PCA jurisdiction - limit-
ed through PCA's Bob Myers 296-7300.
Attorney directed to draft an amendment to the Burning Ordinance.
MOTION: LaValle made motion, seconded by Smith, to inform Mr.
Thomas Pogreba that the fence he intends to build must
be constructed on his own property between the City right-
of way and his west property line, at his own expense.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
SHEPHERD OF THE FIELDS LUTHERAN CHURCH
MOTION: Schletty made motion, seconded by Smith to allow $600 toward
road construction for the Shepherd of the Fields Lutheran
Church project.
VOTING FOR: Schletty
VOTING AGAINST: Lease, LaValle, Leroux, and Smith.
NATION FAILED
MOTION: Leese made motion, seconded by LaValle, to extend the
water service to Shepherd of the Fields Lutheran Church at
a cost not to exceed $2200.00.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
MOTION CARRIED
MOTION: Lease made motion, seconded by Smith, to direct the City
Engineer to provide a design for the extension of water
to Shepherd of the Fields Lugheran Church, Project #1976-1 .

8.0 NEW BUSINESS
8,1 USED CAR LOT DISCUSSION
City Attorney noted that used car lot now beingoperated by Dennis
Burdick on Forest Boulevard just south of the Hugo Post Office,
there are three alternatives to consider: 1 ) It isn't zoned pro-
- perly and the operation cannot exist. 2) An application for rezoning
to Industrial or Retail Business should be filed - with possible
criticism of spot zoning 3) Change the zoning ordinance to provide
for used car lots in Concentrated Business, subject to Special Use
Permit requirements. City Attorney said variance isn't allowed be-
cause used car lots are already allowed in another classification.
Lease told Burdick to apply for a rezoning and Special Use Permit.
Used car lot was not grandfathered in because although it was in
operation prior to the adoption of the Zoning Ordinance, it has
not been in continuous operation.
MOTION: Leroux made motion, seconded by Schletty, to adjourn the
meeting at 11 :00 P.M.
VOTING FOR: Lease, LaValle, Leroux, Schletty and Smith.
