ORDINANCE 95-299 AN ORDINANCE AMENDING CHAPTER 280 OF THE HUGO CITY CODE ENTITLED "STREETS, SIDEWALKS AND BRIDGES" BY CHANGING THE CRITERIA FOR STREET CONSTRUCTION AND IMPROVEMENT The City Council of the City of Hugo, Washington County , Minnesota, does hereby ordain : 1 . Chapter 280-3 of the Hugo City Code entitled "SPECIFICATIONS FOR CONSTRUCTION OF STREETS" is hereby deleted in its entirety and replaced with the provisions listed below: 280-3. STREET CONSTRUCTION AND DESIGN Subd . A. Functional Classification System. The Council shall , as part of the City ' s Comprehensive Plan , designate a functional classification system for the City ' s streets. This system shall group the City ' s streets and roads by the character of the service they provide in order to plan for traffic circulation patterns, street design , and the orderly and efficient development of property . Subd . B. Capital Improvement Plan . The City Engineer shall prepare and maintain an integrated plan for the improvement of all City streets, including new construction , reconstruction , and resurfacing . The plan shall be updated annually as part of the City ' s budget preparation process. Components of the plan are a statement of the expected street improvement needs for the next five years, and a specific project list for the following budget year. Priority for improvements will be based on the following : ( 1 ) The City ' s Comprehensive Plan . (2) An objective comparison of the condition of the City ' s streets. (3) Public concern as expressed through improvement petitions. (4) Traffic demand . ( 5) Efficient use of available funding . (6) Maintaining an adequate level of safety for all streets, given their traffic volume and functional classification . Subd . C. Initiating . Capital improvements to City streets shall only be made at the direction of the City Council . Improvement projects to be considered by the Council include, but are not limited to: ( 1 ) Petitions received from the public under Minnesota Statute Chapter 429. (2) Projects included as part of development agreements and subdivisions. (3) Projects contained in the City ' s capital improvement plan . . ` ` . Subd . D. General Construction Standards. Wherever feasible, the City shall construct or improve its streets and roads to the standards listed below: ( 1 ) Pavement design shall be in accordance with the MNDOT Road Design Manual . Streets shall be designed in accordance with the cumulative design lane 18 KIP E.S.A.L. The minimum road section shall be in accordance with exhibits "A" through "F" of this ordinance, or as determined by the City Engineer. (2) Soil borings shall be taken along the proposed street centerline at intervals not exceeding 300 feet, and shall be a part of all street plans. (3) The proposed R-Value used for pavement design shall be shown on all street plans. (4) The subgrade shall be scarified to one foot depth and recompacted on all cut sections. ( 5) The required density below the upper three feet of subgrade shall be either 95% of the Standard Proctor Density (T-99) ASTM D-698 or 90% of the modified Proctor Density (T-180) . (6) The required density in the upper three feet of subgrade shall be either 100% of the Standard Proctor Density (T-99) ASTM D-698 or 95% of the modified Proctor Density (T-180) . (7) Test rolling per MNDOT 2111 is required on the subgrade using a loaded dump truck delivering nine ton axle load . (8) Street horizontal centerline alignment deflection angles greater than ten degrees shall be connected by a curve with a radius of not less than 250 feet. (9) The minimum centerline gradient shall not be less than one-half percent (0.5%) . ( 10) The maximum centerline gradient shall not exceed: a. Eight percent (8%) for minor and marginal access streets. b. Five percent ( 5%) for thoroughfares and collector streets. ( 11 ) Vertical curves shall be designed in accordance with the MNDOT Road Design Manual . Said specifications shall apply for stopping sight distances on crest curves and for headlight sight distances on sag curves. . . . ( 12) Corner radii at street intersections shall be not less than 20 feet. ( 13) Corner radii at the approach to the turnaround portion of cul-de-sacs shall be not less than 20 feet. Subd . E. Urban Design . Streets constructed or reconstructed in the City ' s Single Family Estate, Single Family Unit, Concentrated business, retail business, and limited business, and Industry zoning districts, and in other areas where the housing density is one home per acre or more, shall be of urban design in accordance with exhibits A, B and C. The following special conditions shall apply : ( 1 ) Concrete curb and gutter shall be MNDOT design 8-618, unless surmountable type D-412 is approved by the City Engineer. (2) Sidewalks, where required , shall be MNDOT 2521 concrete four inches thick with Class 5 aggregate base, and comply with MNDOT standard plate 70353 . (3) Sidewalk widths shall conform to the following table: Classification Width Single family area 5 feet Multiple family area & public building sites 6 feet Commercial areas 10 feet Industrial areas 6 feet (4) Sidewalk cross slope shall be 1/4 inch per foot, draining toward the street curb. ( 5) Sidewalk profile grades shall not exceed eight percent (8%) . (6) Sidewalk pedestrian ramps shall be installed at all street intersections in accordance with MNDOT standard plate 7035D and the Americans With Disability Act guidelines. (7) Street cross sections shall be provided at 50 foot intervals. (8) Storm sewer shall be reinforced concrete pipe with R-4 Joints. Subd . F. . Streets constructed in the City ' s Agricultural , Rural Residential and Conservancy zoning districts, and in other areas where housing density is less than one unit per acre, shall be of rural design in accordance with exhibits D, E and F. The following special conditions shall apply : . . . . ( 1 ) Ditches shall have a four foot wide flat bottom placed within road right-of-way limits. (2) The minimum ditch depth shall be 2. 5 feet below the edge of the road shoulder and in-slope intersection points. (3) The maximum ditch in-slope shall be 4: 1 . (4) The maximum ditch back-slope shall be 2: 1 . ( 5) The longitudinal ditch slopes shall be a minimum of one percent ( 1%) and a maximum of six percent (6%) . (6) Street cross sections are required at fifty foot intervals, with street right-of-way indicated on all cross section plans. (7) All trees and brush shall be cleared and grubbed within the road right-of-way limits. Subd . G. Drainage ( 1 ) The minimum size of a culvert crossing through the roadway section shall be 18 inches in diameter. (2) All culverts shall be constructed with reinforced concrete (RCP) with R-4 joints. RCP aprons are required on all culverts. (3) Culvert aprons shall include trash guards which are hot dipped galvanized after fabrication . (4) MNDOT Standard Class 3 rip-rap is required on both inlet and outlet ends of centerline culverts. ( 5) The minimum quantity of Class 3 rip-rap on culvert aprons shall be in accordance with MNDOT standard plate 31338. (6) Surface water runoff from the ends of concrete gutters into ditch bottoms shall be provided by means of four inch thick concrete swales meeting MNDOT standards for concrete curb and gutter. . . . . � . In compliance with M.S.A. 412. 191 , Subd . 4, the Hugo City Council has directed the following Summary of said Ordinance be published : SUMMARY The ordinance establishes higher standards for the construction and reconstruction of City streets by establishing engineering-design criteria. These new standards specify depth of excavation , subbase, base, and bituminous paving requirements, as well as standards for boulevard restoration or construction . The ordinance also establishes a program for administering street improvement projects in the community . H. . ( 1 ) A minimum of four inches of topsoil meeting MNDOT standards for topsoil borrow is required on all areas to be seeded or sodded . Where sidewalk is required , the sod shall extend from back of the curb to the edge of the road right-of-way . In other areas, sod is required to extend four feet from the back of curb and the remaining road right-of-way shall be seeded . (4) Rural streets shall have four feet of sod installed from the edge of the shoulder extending toward the right-of-way line. The remaining portion of the road right-of-way shall be seeded . ( 5) Disc anchoring mulch and fertilizer is required for all seeded areas. (6) Sod shall be installed on all slopes of 3: 1 or greater in accordance with MNDOT standards. Subd . I . City Engineer Discretion . The City Engineer may authorize or require deviations from the design and construction standards herein established to insure the public' s safety , to adjust for unusual site conditions, and to insure the economical maintenance of the public infrastructure. Subd . J . FuTjiing. ( 1 ) Streets dedicated for public use by any subdivision of land or other private development shall be brought to City standard at no cost to the City prior to their acceptance for public use. (2) Where it is in the public' s interest to establish a new street to maintain the adequacy of the City ' s transportation network , the street shall be constructed by the City and the cost assessed as described in subparagraph (3) below. ( 3) The City shall make assessments against benefitted property for street capital improvements in accordance with the procedures and requirements of Minnesota Statutes Chapter 429. . . . EFFECTIVE DATE: This ordinance shall be in full force and effect from and after its passage and publication .
