AN ORDINANCE AMENDING HUGO ORDINANCE NU24BER 102 ENTITLED "AN ORDINANCE
LICENSING AND REGULATING THE SALE OF INTOXICATING LIQUOR IN THE VILLAGE
OF HUGO".
The Village Council of the Village of Hugo hereby ordains:
That Hugo Ordinance Number 102 entitled "An Ordinance Licensing
And Regulating The Sale Of Intoxicating Liquor In The Village Of Hugo",
passed and approved the 13th day of march, 1972, is hereby amended as
follows:
Section 3, Subd. A, entitled "On -Sale" is amended to read as
follows,
--"On sale" licenses shall be issued only to restaurants,
hotels, clubs, and exclusive liquor stores, as defined in
Minnesota Statutes Section 340.07, Surd. 13, and shall permit
"On -Sale" of liquor only. Not more than 5 "On -Sale" licenses
shall be granted at any one time prior to February 1, 1974,
at which time not more than 6 "On -Sale" licenses shall be
granted at any one time. --
Section 8, Subd. A, entitled "Minors" is amended to read as
follows,
--Under 18 years of age; --
Section 10, Subd. F, entitled "Prohibited Sales" shall be amended
to read as follows,
--No liquor shall be sold or furnished to any intoxicated
person, to any habitual drunkard, or to any person under 18
years of age. --
Except as herein amended, Hugo Ordinance Number 102 shall remain
in full force and effect.
This Ordinance shall take effect and be in force from and after
its passage and publication.

Eugene D. Johnson being a duly sworn officer of White Bear Press Publishing,
Inc., on oath says he is and during all the times herein stated has been the
publisher and printer of the newspaper known as The White Bear Press and
has full knowledge of the facts herein stated as follows: (1) Said newspaper is
printed in the English language in newspaper format and in column and sheet
form equivalent in printed space to at least 900 square inches. (2) Said newspaper
is a weekly and is distributed at least once each week. (3) Said newspaper has 50%
of its news columns devoted to news of local interest to the community which it
purports to serve and does not wholly duplicate any other publication and is not
made up entirely ofpatents, plate matter and advertisements. (4) Said newspaper
is circulated in and near the municipality which it purports to serve, has at
least 500 copies regularly delivered to paying subscribers, has an average of at
least 75% of its total circulation currently paid or no more than three months in
arrears and has entry as second-class matter in its local post -office. (5) Said
newspaper purports to serve the city of White Bear Lake in the Counties of
Ramsey and Washington and it has its known office of issue in the city of White
Bear Lake in said county, established andopenduring its regular business hours
for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by Eugene D. Johnson or persons in its employ and subject to his
direction and control during all regular business hours and at which said news-
paper is printed. (6) Said newspaper files a copy of each issue immediately
with the State Historical Society. (7) Said newspaper has complied with all the
foregoing conditions for at least two years preceding the day or dates of publi-
cation mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an
affidavit In the form prescribed by the Secretary of State and signed by Eugene
D. Johnson and sworn to before a notary public stating that the newspaper Is a
legal newspaper.
