AN ORDINANCE REGULATING I�LpOUNDING OF DOGS, AND ESTABLISHING FEES.
The Village Council of the Village of Huqo, Washington County,
Minnesota, hereby ordains:
Section 1. IMPOUNDING. The ooundmaster and every police
officer shall impound any dog found unlicensed or running at large
in violation of Hugo Ordinance No. 52, or any dog at large and con-
stituting a nuisance, and shall give notice of the impounding to the
owner of such dog if known. In case the owner is unknown, such
officer shall post notice at the Village Hall that if the dog is not
claimed within 5 days of the posting of the notice, it will be killed.
If such dog is not claimed within the time specified and all the fees
and charges paid, the poundmaster shall kill such dog and dispose of
its carcass, unless it is requested by a licensed educational or
scientific institution under Minnesota Statutes Section 35.71.
Section 2. POUNDMASTER APPOINTMENT. The Village Council
shall appoint a dogcatcher who shall also serve as Poundmaster.
Section 3. FEES. The poundmaster shall house and feed in a
humane manner any dog held at the pound. An impounding fee of $6.00
and a charge of $2.00 per day for feeding shall be imposed for any
dog held at the pound,+and said fees shall be in addition to any
other penalties provided for violation of any of the Ordinances of
the Village of Hugo.
Section 4. OFFICER'S POWERS. To enforce this Ordinance, .
said officers are empowered and instructed to enter upon any private
premises,
Section 5. EFFECTIVE DATE. This Ordinance shall take effect
and be in force from and after its passage and publication according
to law.
Section 6. REPEAL OF CONFLICTING ORDINA'QCES. Section 6 of
Ordinance No. 52, entitled "An Ordinance Licensing And Regulating
The Keening Of Dogs", published the 12th day of April, 1962, and
Ordinance No. 64, entitled "An Ordinance Amending Ordinance No. 52
Section 6 Entitled Impounding."; dated the 5th day of May, 1969, are
hereby repealed.

Eugene D. Johnson being a duly sworn officer of White Bear Press Publishing,
Inc., on oath says he is and during all the times herein stated has been the
publisher and printer of the newspaper known as The White Bear Press and
has full knowledge of the facts herein stated as follows: (1) Said newspaper is
printed in the English language in newspaper format and in column and sheet
form equivalent inprinted space toat least 900 square inches. (2) Said newspaper
is a weekly and is distributed at least once each week. (3) Said newspaper has Wo
of its news columns devoted to news of local interest to the community which it
purports to serve and does not wholly duplicate any other publication and is not
made up entirely of patents, plate matter and advertisements. (4) Said newspaper
is circulated in and near the municipality which it purports to serve, has at
least 500 copies regularly delivered to paying subscribers, has an average of at
least 75% of its total circulation currently paid or no more than three months in
arrears and has entry as second-class matter in its local post -office. (5) Said
newspaper purports to serve the city of White Bear Lake in the Counties of
Ramsey and Washington and it has its known office of issue in the city of White
Bear Lake in said county, established andopenduring its regular business hours
for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by Eugene D. Johnson or persons in its employ and subject to his
direction and control during all regular business hours and at which said news-
paper is printed. (6) Said newspaper files a copy of each issue immediately
with the State Historical Society. (7) Said newspaper has complied with all the
foregoing conditions for at least two years preceding the day or dates of publi-
cation mentioned below. (8) Said newspaper has filed with the Secretary of
State of Minnesota prior to January 1, 1966 and each January 1 thereafter an
affidavit In the form prescribed by the Secretary of State and signed by Eugene
D. Johnson and sworn to before a notary public stating that the newspaper is a
legal newspaper.
