All Ayes. Motion carried. September 24. 2015 Beaver Ponds Water Reuse Project Open House Klein made motion, Petryk seconded, to approve the minutes for the Beaver Ponds Open House on September 24, 2015 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Petryk seconded, to approve the agenda as amended by adding to the Consent Agenda the approval of the reduction in the Letter of Credit for the Everton Investment/Pratt Homes Fable Hills 4th Addition project. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Public Works Worker Adam Greeder In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal maintenance workers in the Hugo Public Works Department. On October 6,2008,Adam became part of the department as a full-time employee as an apprentice for the Public Works Maintenance Worker. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Adam Greeder. Approve Lawful Gambling Exempt Permit for Jeanne Bartholomew Benefit on December 5.2015 at the Hugo American Legion The American Legion Auxiliary applied for a Lawful Gambling Exempt Permit to allow raffle sales at the benefit for the Jeanne Bartholomew on December 5,2015 to be held at the American Legion. Jeanne is a life-long member of the Auxiliary who has recently been diagnosed with pancreatic cancer. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for the Bartholomew benefit. Approve Pay Request No.2 to Dresel Contracting for cSAH 7/8 Intersection Prosect The City received Pay Request No. 2 from Dresel Contracting for the CSAH7/8 intersection improvement project. Staff has inspected the project and finds it satisfactory for work completed to date. Adoption of the Consent Agenda approved Pay Request No. 2 to Dresel Contracting, Inc. in the amount of$211,701.84. Approve Resolution Calling for Public Hearing on the Issuance of Educational Facilities. Revenue Bonds—Minnesota Autism Center Project The City of Hugo had been asked to consider issuing Educational Facilities Revenue Bonds, in an amount of no more than$8.8 million,on behalf of the Autism Opportunities Foundation(the "Borrower"),a Minnesota nonprofit corporation doing business as the Minnesota Autism Center. The bond proceeds will be used to(i)refund the Borrower's existing taxable debt related to the acquisition of land and the purchase of an existing structure in 2014 acquired for the purpose of establishing a private school to service students grades 4-12 diagnosed with autism spectrum disorder("ASD")and(ii)finance the acquisition,construction,and equipping of an approximately 48,000 square foot two-story school building,to be joined with an existing facility, which will serve primarily high school students with ASD. The project will be located at 2020 Silver Bell Road in Eagan,Minnesota. The Borrower has agreed to pay the City of Hugo Hugo City Council Meeting Minutes for October 5,2015 Page 3 of 6 an issuer's administrative fee of'A of 1%of the principal amount of the bonds in consideration for the City of Hugo acting as issuer. Although this will preclude the City from issuing additional bonds in 2015,the City has no further plans to borrow this year. Briggs and Morgan, the City's bond counsel,has reviewed this request and finds it to be a proper use of the City's bonding authority. The City is only serving as the bond issuer and will have no obligations for repaying investors. Adoption of the Consent Agenda approved RESOLUTION 2015-48 Calling for a Public Hearing on the Issuance of Educational Facilities Revenue Bonds and Authorizing the-Publication of a Notice of the Hearing. Approve Resignation of Chide Morris from the Parks Commission Parks Commissioner Cinde Morris had submitted a letter of resignation from the Parks Commission due to a change in her work commitments. Council had approved her appointment at the April 6,2015 meeting. Adoption of the Consent Agenda approved the resignation of Commissioner Cinde Morris and an advertisement for vacancy. Approve Reduction in the Letter of Credit for Everton Investment/Pratt Homes Fable hills 4'b Addition Everton Investment/Pratt Homes Fable Hills 4th Addition,developer,had requested the City reduce the letter of credit being held for the Fable Hills 41"Addition. Senior Engineering Technician Steve Duff has inspected the work and finds it to be satisfactory complete. Adoption of the Consent Agenda approved the reduction of the letter of credit being held for the constructed improvements in the Fable hills 4th Addition be reduced to$529,629 of the original letter of credit$756,613.00 Approve Pay Request No.3 to Arnt Construction for Rice Lake Meadows Street Project The City received Pay Request No. 3 from Arnt Construction for the Rice Lake Meadows street improvement project. Staff has inspected the project and finds it satisfactory for work completed to date. This was removed from the consent agenda by a resident. Staff infonned the resident that comments on the project would be taken at the public hearing, and the resident decided to wait until then. Haas made motion, Klein seconded,to approve Pay Request No. 3 to Arnt Construction, in the amount of$191,753.61. All Ayes. Motion carried. Public Hearing on Rice Lake Meadows Street Project Assessment Hearing At its September 8,2015 meeting,the Council adopted the resolution declaring costs to be assessed for the Rice Lake Meadows Street Improvement Project, and scheduled the hearing on the proposed assessments for this evening. Assistant City Engineer Jim Stremel provided background on the project and explained the total project cost is$1,196,000,and$667,800 would come from the City CIP fund. The remaining$528,200 would be assessed at$4,100 per unit, as in accordance with the City Assessment Policy. Hugo City Council Meeting Minutes for October 5,2015 Page 4 of 6 Mayor Weidt opened the public hearing to take comments Richard Hogan 5075 149th St. N,Unit 2, asked what the interest rate would be on deferred assessments. Staff responded that it would be at 4.27% Bill Moore,6217 147t Street, asked about the curbing because he noticed the curb along 145` Street had been replaced but not on 147th Street,and they are paying the same assessment. Assistant City Engineer Jim Stremel replied that staff will look at the curb to see what can be done. He explained that curbs that were in really bad shape were replaced and others receive spot treatments. Haas asked that Senior Engineering Technician Steve Duff respond to the curb issue. Haas explained how the City adopted the assessment policy after considering several way to assess and decided on a flat rate. The rate for this project is$4,100 per parcel,not based on the footage. Eileen Luchsinger,6197 147th Street, asked whether the value of her home would increase as much as the assessed amount. Klein and Haas explained that if the improvements didn't increase the value of the home by that much,they couldn't assess them. Haas informed her of the Truth in Taxation statement and the opportunity to appeal. Hogan talked about the improvements to Geneva saying he liked it,but it lacked the divider line in the middle of the road. Mayor Weidt stated that neighborhood roads not typically striped,but staff will take a look at it. Petryk made motion, Haas seconded,to approve RESOLUTION 2015-49 RESOLUTION ADOPTING ASSESSMENTS FOR THE RICE LAKE MEADOWS STREET IMPROVEMENT PROJECT. Aye: Haas, Klein,Petryk,Miron,Weidt Nays: None Motion carried. Annrove Proclamation Proclaiming October 1-10 as MN Manufacturing Week The Minnesota Department of Employment and Economic Development,the Minnesota Precision Manufacturing Association,and the Minnesota Chamber of Commerce are partners in promoting Minnesota Manufacturers Week October 1-10,2015. They are encouraging communities, local and regional Chambers of Commerce,trade associations,companies and others to mark the week with special events recognizing the economic importance of the sector. Mayor Weidt read the proclamation prepared by staff,and Council directed staff to send a copy of it to all local manufacturing businesses, including owners of Wyoming Machine,who live in Hugo. Council further thanked Wilson Tool Manufacturing for inviting them to their Manufacturing Day last Friday,and talked about the vocational opportunities available in the field of manufacturing. Motion carried. Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The Hugo YRN received approval as a 501C from the IRS. A family needed car repairs and North Town Auto assisted with the YRN paying for it. Plans are underway for the 11 t annual Welcome Home Pheasant Hunt for 120 soldiers on Saturday and another 50-60 on Sunday. A packing event is scheduled for October 31', and donations are being accepted. The next Hamburger night is Wednesday, October 28,and the Hugo Area Business Association will be the sponsor. Schedule Active Shooter Training Workshop for Monday.October 26.2015 At the annual Goal Setting Workshop on January 28,2015,Council identified evaluation of security at City Buildings as a goal for 2015. Sergeant Wayne Johnson has invited Deputy Mike Petrey to provide active shooter training on Monday, October 26, 2015 at 6p.m. After the presentation,Council could discuss whether this training should be offered to employees, commissions or boards, and decide if there are other measures that should be evaluated by staff. Miron made motion, Klein seconded,to schedule Active shooter training on October 26,2015 at 6 p.m. as a meeting of the Hugo City Council. All Ayes. Motion carried. jgislative Reception on Thursday.November 19.2015 City Administrator Bryan Bear informed Council that the White Bear Area Chamber was hosting a Legislative Reception on Thursday,November 19, 2015 from 5-7:30 p.m. at the Hmong House in North St. Paul. Co-sponsors of the event are the Hmong Chamber of Commerce,Vadnais Heights Economic Development Corporation,and the Hugo Area Business Association. The event is free but RSVP's are required. Schedule City Holiday Party for Thursday.December 10.2015 Annually,the City of Hugo selects a date on which to hold the City of Hugo's annual holiday party for Council, Commission,and City staff. The Hugo American Legion banquet room is available on Thursday, December 10,2015. Haas made motion, Miron seconded,to schedule the City's Annual Holiday Party for Thursday, December 10, 2015 beginning with social hour at 5:30 p.m. and dinner to follow at 6:30 p.m. All Ayes.
