SPECIAL MEETING
TIME:7: 15 P.M.
PRESENT: Lease, LaValle, Leroux, Smith and Schletty.

Purpose of the meeting was to discuss the plans and future development
of the Open Space Program on the East Side of Bald Eagle Lake.
Thirteen homes are involved in the acquisition. 1325 acres is total
acreage to be acquired, 392 Lino Lakes, Anoka County, 60 acres Hugo,
Washington County and 873 White Bear Township, Ramsey County. Bald Eagle
Lake area mainly to serve as a recreational area whereas Otter Lake
would be more for wildlife.
City questioned the tax loss if the homes in the area were acquired.
County said they would pay the taxes for the next five years at 20%
phase out. Future assessments would also be paid by the County if the
assessment were beneficial to the Open Space Program. Appraisal would
be done by two independent appraisers and a third appraiser would establish
the saleable property. Residents may choose to remain there the rent of
their lives but upon resale, County could condemn.
City questioned maintenance of the park, road and the policing problem
it would impose. Wanted a firm committment from the County regarding the
eventual sewering in the area. Wanted more data on the traffic flow
and at what year the park area would reach a saturating point. Wanted
proof of cost appraisals in other areas ware the open space program
has developed, whether surrounding property values increase or decrease.
Questioned two areas of road that are quite narrow and suggetion further
purchasing of land to accomodate a bike trail.
Councilman stated there would be no more development on the lakeside
as it is to its capacity, suggested an alternate trail route, the possible
area where the sanitary sewer was installed, this would be less costly,
if they did not have to purchase the homes stated there are homes re-
maining on the lake, Overlake Road and Bensons point and questioned
why the homes in Hugo could not remain.
When further data is secured it will be presented to the Planning Comm-
ission for their review. William Greger, Planning Commission member
and resident of the area, will help coordinate the data with the Metro
Council.
