3.0 APPROVAL OF MINUTES
MOTION: Lease made motion, seconded by Smith, to approve the
minutes of the August 16, 1976 meeting.
VOTING FOR: Lease, Smith, Schletty and Leroux
MOTION CARRIED
MOTION: Lease made motion, seconded by Leroux, to approve the
minutes Df the AugusT30, 1976 meeting, after changing the
paragiaDh of the first page to read September 13, 1976 in-
stead of August 13, 1976.

4.0 APPROVAL OF CLAIMS
MOTION: Lease made motion, seconded by Leroux, to approve the
General Claims of September 7, 1976. Item #38 - Metropolitan
Waste Control Commission check to be held.

Utility Claims of September 7, 1976.

WILLIAM PAVEK - Annual review of fence
MOTION: Lease made motion, seconded by Smith, to extend Special Use
Permit until May 15, 1977, as recommended by Planning
Commission.
VOTING FOR: Lease, Smith, Schletty and Leroux

TOM LACASSE - Rezoning From C to A
MOTION: Smith made motion, seconded by Schletty, to approve the re-
zoning of 37 acres from Conservancy to Agricultural, per
Planning Commission recommendations.

RIERMANN ADDITON
MOTION: Lease made motion, seconded by Leroux, to approve the add-
ition of 12'x 48' to existing building.

PUBLIC HEARING - EXTENDED WATERLINE PROJECT 1976-1
Clerk read notice of public hearing at 7:30 P.M.
There was no oral discussion or written objections.
Public hearing adjourned at 7:33 P.M.
MOTION: Lease made motion, seconded by Smith, to approve the extension
of city waterline from 148th & Freeland to the east side of
Shepherd of the Fields Church.
VOTING FOR: Lease, Smith, Schletty and Leroux

9 n Clerk read advertisement for bids for waterline project 1976-1
11 Engineer Kuusisto proceeded to read the following bids submitted
for Project 1976-1 :
J & T Contracting - $7,636.00
De-Luxe Construction - NO BID
Axel Newman Heating & Plumbing - $7,852. 40
Shafer Contracting Company - NO BID
Roland D. McLean Construction - $6,305.00
Walbon's - $8,041 .50
Enviromental Utilities, Inc. - $7,992.50
LaValle Excavating - $5,653.44
Engineer Kuusisto wanted to review the bids, and would report later
on in the meeting.
JUNE SMITH - Renewal of Special Use Permit
The extension will be granted until January 1 , 1977. However, the
septic system must be pumped prior to October 15, 1976. The Plumbing
inspector requested to inspect the on-site sewer system at the
applicant's expense.
MOTION: Schletty made motion, seconded by Lease, to approve the renewal
of the Special Use Permit as long as septic system is pumped
as needed.
VOTING FOR: Lease, Smith, Schletty
ABSTAINED: Leroux

RAY PELTIER - Disbanding of noon and 10 P.M. siren
Mr. Peltier presented to the clerk a petition from local
residents regarding the noise of Hugo's emergency siren.
He stated that the children are disturbed because of the
10 P.M. siren. Because of the removal of diseased elm trees,
there is no longer anything to cushion the noise. The Eire _
Chief said he would like to see the siren sounded at least
once a day to make sure the siren is operating correctly.
MOTION: Lease made motion, seconded by Smith, to table the matter
until the City Council meeting of September 20, 1976.

Gregoire Mobile Home Renewal
MOTION: Lease made motion, seconded by Leroux, to approve the re-
newal f°r mobile home for 3 month period.
VOTING FOR: Lease, Smith, Schletty and Leroux

Vail Bond
MOTION: Lease made motion, seconded by Smith, that Mr. Vail is to
come to the meeting on September 20, 1976, to show the
work schedule for the start and completion of the blacktop
road. Clerk instructed to write letter to Vail stating such.
The bonding company has been notified that the city may call
in the bond.
VOTING FOR: Lease, Smith, Schletty and Leroux

Engineer Kuusisto returned with bids, recommending that the contract
be awarded to LaValle Excavating and holding the second and third bids_
Walbon's check for $500.00 to be returned by registered mail, and
bids should be returned by certified mail.
SEPTERMBER 7, 1976
MOTIOIi: Lease made motion, seconded by Smith, to adopt Resolution
1976-52, awarding contract on Watermain Improvement Project
76-1 (Shepherd of the Fields) to LaValle Excavating, Hugo,
Minnesota 55038, for $5,653.44.
VOTING FOR: Lease, Smith, Schletty and Leroux

6.0 REPORTS OF OFFICERS & COMMITTEES
PLANNING COMMISSION
Only new business was the hiring of Mary Ann Creager as new Planning
Commission secretary.
WATER SUPERINTENDENT
MOTION: Lease made motion, seconded by Schletty, approving the purchase
of nozzle section and three gaskets to repair leaking
hydrant.
VOTING FOR: Lease, Smith, Schletty and Leroux

POLICE CHEIF
MOTION: Lease made motion, seconded by Leroux, authorizing Police
Chief Robert Barth to attend the Bureau of Criminal
Apprehension Firearm Shooting course to be held September
13-17, 1976, at no charge to the city of Hugo.
VOTING FOR: Lease, Smith, Schletty and Leroux

ATTORNEY
Attorney Johnson will get an opinion from the Attorney General's
office regarding 10 acre agricultural property not requiring a
building permit.
Mannuel Peloquin would like the city to take over the maintenance of
North 122nd Street. Matter is being reviewed.
Clerk instructed to write a letter to Mr. Morris Jespersen asking
why he did not comply with the council's recommendations regarding
the 88' set back of his pole shed.
Neil Buschmann - permit not issued because structure appears to be
unfit and structurally unsound. Mr. Buschmann was advised to get a
cost to see if it would be feasible to move the building, and what
the costs would be to bring the building up to code. Mr. Buschmann
should then submit an itemized list and a complete set of specs to
Tom Crever for study.
Meeting recessed 9:35 P.M. Meeting reconvened at 9:50 P.M.
Sunset Lake - installation of culvert to be started Thursday.
Engineer and Attorney to draw up easement papers for Mr. Mastroddi
and Mr. Gruett regarding the drainage.
Schletty still has not heard from Fisher. Another possible source
of gravel would be the Barton pit. If purchase agreement is not
reached soon with either of these, the Council will negotiate with
some other source.
CLERK
DNR has requested permission to use the city hall for a public
hearing the first week of October - not to exceed four hours.
The prospective hearing is in regard to the Egg Lake dumping
problem with Saniti & Kobler being in violation. Councilman
LaValle or Mayor Lease to represent the city.

r- Bonds in the amount of $10,000 and $20,000 have been returned by
the State of Minnesota after work satisfactorily completed.
NSP has submitted the high voltage transmission schedule which
will be available at city hall.

past 11 :00 P.M.

ORDINANCES: On-Site Sewer System 262-A
Several corrections were made. Attorney[ Johnson will incorporate
new ideas and submit revised ordinance to council.
MOTION: Lease made motion, seconded by Schletty, to adjourn
the meeting at 11 :14 P.M.
