3.0 APPROVAL OF MMJ_WS
Page 61 Section 6.9.2 - Second line should read, "Full time employees that
work for the city would like to be paid 26 times a year.
MOTION: Irsfeld made motion, seconded by Vailq toaapprove the minutes of
February 7* 1977, with the above change.

MOTION: Schletty made motiong seconded by Spitzer, to approve the general
claims of February 22, 1977, as presented,

5.0 PETITIONS. REQUESTS, COMMUNICATIONS & LICENSES
5.1 John Bergman_- -Application for permit to appropriate water
Mr. Bergman submitted an application to irrigate 20 acres, Source of the
water to be a pond, 60' wide x 3601 long, 121 deep. Letter to the DNR to be
written stating the City of Hugo's concern in regard to the groundwater table,
MOTION: Schletty made m6tiong secoriddd . by Irsfeldq that the City of Hugo
grant the irrigation permit for John Bergman to appropriate water.
VOTING FOR: LaVallet Schlettyl, Spitzery Irsfeldq and Vail. MOTION CARRIED
5.2 Joseph Gregoire - Mobile Home Permit Re"ewal
Mr. Gregoire appeared stating that there was no change in the hardship.
Mr. Gregoire needs help on*hisfwm** and his son lives in the trailer. Schletty
stated that Mr. Gregoire
7 still has not put in a culvert in his driveway. Mr.
Gregoire said he did not think he needed onet but he would comply.
MOTION: Spitzer made motiont seconded by Vailt to grant the renewal of the
Mobile Home Permit for Joseph Gregoireq under Chapter 409 Article 1119 Sub-
division D, for nLnety days, provided the culvert is installed prior to the
next renewal.
VOTING FOR: LaValle, Schlettyq Spitzerg Irsfeldl, and Vail, MOTION CARRIED
6.0 ORDINANCES AND RESOLUTIONS
Theordinance committee has a meeting scheduled for Mondayq February 28, 1977.
7,0 UNFINISHED BUSINESS
70 Lars Danielson - Vacating of easement
LaValle felt that the city should keep the 661 right-of-wayg and Co through
the procedure to vacate the stub, The City Attorney and City Engineer gave
an estimate for their fees at approximately $250.00 each. City Attonieyv
Charles Johnsont to send a letter to Sarah Mardell with the cost estimate.
Charles Johnson submitted a letter in regard to full time employees being
paid twice a month. Time sheets would have to be maintained by supervisors.
The checks can be drawn and paid without a special claim. Endorsement opprates
as a claim. Mayor LaValle would function as supervisor in the case of Police
Chief Barth,, and City Clerk,, Carol Williams. Mayor felt it was a lot of trouble
for only three payments a year. Spitzer disagreed stating we should set up
regular paydays for city employees.
MOTION: Spitzer made motion,, seconded by -.'Irsfeldl, that the City of Hugo
establish paydays eve* two weeks far the Police Department, clerk's
oftice, -and maintenance mant starting thefirst Friday in April# and
then occurring every -ether Friday thereafter.

1 8.1 Bob Barth — Radar
Police Chief Barth submitted a letter to the Council asking for permission
to purchase a Mark VI Speedalyzer. The Hugo Lions Club will pay for the unit,
and then donate it to the Police Department. The only fee to the city would
be a cost of $625 to $50 for certification of the unit. Charles Johnson stated
offenders tend to not plead "not guilty" when radar is used, as opposed to
clocking of speeders. Barth will attend an optional radar school, two hour
classes in the evening.
MOTION: Spitzer made motion, seconded by Irsfeld, to approve the purchase
of a Mark VI Speedalyzer Unit to be used by the Police Department.
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIER
Mayor LaValle received a letter from Michael Gressman stating that he still
did not receive his back wages he feels is due him. He said he would like
to receive the money by March 1,
MOTION: LaValle made motion, seconded by Spitzer, that the City of Hugo
inform Michael Gressman that we do not owe him any back wages. Mr. Gressman
knew that he would not get paid for any volunteer work when he started at the
position.
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
9.0 MISCELLANEOUS
The proposed landfill project in Hugo was discussed. The Planning Commission
is trying to get an informational meeting set up to help the land owners
concerned understand what it is all about. Mayor LaValle will talk to Mr.
Charles Swanson, but felt he could not give him more information then what
has been given to Hugo already.
A couple from Evergreen Hills was present to state their concern that a certain
contractor was building faulty fireplaces. Mr. Crever was asked to inspect
the home in Evergreen Hills, which had a fire, supposedly due to a faulty
fireplace. No report has been submitted. Mayor LaValle will contact the Build—
ing Inspector and check the fireplace with him.
Councilman Schletty would 'like to have a past time man hired to assist George
Koland this summer. There is quite a lot of brush that needs cutting.
MOTION: LaValle made motion, seconded by Spitzer, that Howard Schletty be
authorized to hire a part time man to assist George Koland, main—
tenance man, with general maintenance along the roads.
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
MOTION: LaValle made motion, seconded by Spitzer, that Mr. Schletty check
with the ASCS office to see if there are temporarily unemployed
farmers available for part time employment.
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
The financial report for 1976 is complete, and to be posted in three prominent
places in Hugo.
MOTION: Spitzer made motion, seconded by LaValle, that we post the clerk's
Financial Report at City Hall, the Hugo Post Office, and Withrow
Elementary School,
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
There will be a public hearing on Thursday, March 3, 19779 at 1:30 P.M. in
the Metropolitan Council Chambers, in regard to the Regional 'ldrails Policy
Plan, Eleanor Lease, Hugo resident, has volunteered to attend this hearing.
MOTION: Spitzer made motion, seconded by Vail, that Eleanor Lease be appoint—
ed as Hugo's representative to the Regional Trails Policy Plan public
hearing. Letter stating such to be written to Eleanor Lease.
VOTING FOR: LaValle, Schletty, Spitzer, Irsfeld, and Vail. MOTION CARRIED
MOTION: Spitzer made motion, seconded by LaValle, to adjourn at 8:35P.M.
