Chair Gwynn called the meeting to order at 7:02 p.m.

Approval of Minutes for the Planning Commission Meeting of February 12, 2015
Commissioner Arcand made a motion, seconded by Commissioner Kleissler, to approve minutes
for the meeting of February 12, 2015.
All Ayes. Motion carried.
Marier-Interim Use Permit for a Temporary Greenhouse for Seasonal Outdoor Sale of
Plants
Planner, Juba, presented on the interim use permit application requesting approval of a
temporary 1,638 square foot (21'x78') greenhouse for seasonal outdoor retail sale of plants.
Juba stated that the greenhouse would be located on the owner's vacant property across 146th
Street from the feed mill to the south. The property is located in the Central Business (C-1)
zoning district and is approximately .25 acres. The applicant had stated in their application that
he will be selling plants, mostly tomatoes, peppers, and flowers, as well as, garden products.
The green house will be constructed in late April 7 days a week, starting April 20th through July
31st and open between 8:00 am and 8:00 pm, Monday through Saturday and between 10:00 am
and 6 pm on Sundays. The applicant had stated that there will only be one sign on the property
Juba described that the purpose of interim use permits are to allow uses under certain conditions
that would otherwise not be allowed under the zoning regulations. Seasonal outdoor retail sales
are not a permitted use in the C-1 zoning district, therefore, the applicant is was requesting
approval of an interim use permit.
Juba described that the greenhouse will meet all setback requirements and will have an entry
door on the north side for customers. There will be a check out register within the greenhouse
and a small area to the east for outdoor display racks. The applicant had stated that they will have
one employee working the register and helping customers. There will be a split rail fence
installed around three sides of the greenhouse. There is an area to accommodate 6 parking spaces
at the north side of the property, logs or concrete blocks as car stops. The applicant had stated
that customers will also park across the street in the feed mill parking lot.
Planner, Juba, explained the analysis staff uses in reviewing the interim use permit application.
Juba described that staff was comfortable with the site layout and have included conditions for
the use in the interim use permit.
Juba concluded by stating that Staff recommended the interim use permit to be approved for
three years, subject to the conditions listed in the permit.
Chair Gwynn stated that he had stopped at the greenhouse last summer and believed it was a nice
addition to Hugo. He did not see any issues with traffic flow or condition.
Commissioner Knauss asked if the split rail fencing will be installed and taken down along with
construction of the greenhouse.
Planner Juba stated that the fence will be put up and taken down every retail season.
Chair Gwynn opened the public hearing.
Joseph Marier approached the podium and stated that he appreciated all that the City does for
residents of Hugo and kindly thanked the Commission for hearing their application request.
Chair Gwynn closed the public hearing.
Rosenquist made a motion, Kleissler seconded, to approve the application for an interim use
permit allowing a temporary 1,638 square foot (21'x78') greenhouse for seasonal outdoor retail
sale of plants.
All Ayes. Motion carried.
Appointment of Member for the Gateway Subcommittee
Planner, Juba, explained that from application requests, previous meetings, and planning for
Lions Park, there have been many conversations regarding entry monuments in Hugo. City staff
is recommending a subcommittee comprised of members from Planning Commission, EDA,
Parks, and the City Council. These meetings will be held to discuss element designs in hopes to
create a cohesive and welcoming entrance into the City of Hugo through signage.
Rosenquist motioned, Gwynn seconded, to appoint Commissioner Arcand as a member for the
gateway subcommittee.
