The meeting was called to order by Mayor LaValle at 7:02 P.M.
PRESENT: LaValle, Schletty, Irsfeld, and Vail.
ABSENT: Sptizer
3.O APPROVAL OF MINUTES
In section 5.2 Branstedt Complaint, language should read: No action needed by
the Council. Delete — This matter had been resolved prior to the Council meet—
ing and further.
MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of March
7, 1977, with the above change.
VOTING FOR: Lavalle, Schletty, Irsfeld, and Vail. MOTION CARRIED
4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by LaValle, to approve the general claims
of March 21, 1977 as presented.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, to approve the utility
claims of March 41, 1977 as presented.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail MOTIOU CARRIED
5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 A & W Root Beer Licenses
MOTION: Schletty made motion, seconded by Vail, to approve the issuing of a
cigarette license, 35.00, and a soft drink license, 38.00, to Nancy
Siemens, A & W Root Beer, for a total of 313.00.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED
MOTION: Schletty made motion, seconded by Irsfeld, that the City of Hugo approve
the application of Mr. Bill Greger to place sand on Bald Eagle Lake
to use as a beach.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED
5.2 Stephen Gutting — Variance
Mr. Larry Ehret, representing the Planning Commission, was present to relate
the commission's position. They had recommended the granting of the variance
for a 30' easement along the southern boundary line. Howard Kuusisto stated
that the least amount of property needed for a road is 40'. Howard Schletty
questioned the 10 acre minimum, and Mr. Johnson said that if it is an easement,
it does not reduce the overall size of the land. If the land is 5 acres oP
under, it would b( a suOdiva.s_ton and would come under a different set of rules.
MOTION: Irsfeld made motion, seconded by Schletty, that the City of Hugo grant
a variance to Stephen Gutting, as recommended by the Planning Commission,
to allow a 30' easement along the southern boundary of the S2 of SW4
of SW4 of Section 12, Twp 31, R21, for ingress and egress to property
described as the Sz of SE4 of SW4, Section 12, Twp 31, R21. Seller
should grant a 30' easement on southern boundary to back 20 acres so
parcel is not landlocked.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED
5.3 Terry Townsend — Minor Subdivision
Mr. Ehret presented the Planning Commission's recommendation. Mr. Townsend
would like to add 3.6 acres to 1.4 acres he already owns. He has no intention
of subdividing or constructing another home.
MOTION: Schletty made motion, seconded by Vail to grant a minor subdivision
to Terence Townsend, that part of the NE4 of the Pfd} of Section 3,
Twp 31, R21, to add 3.6 acres zoned agricultural to 1.4 acres, to be
part of one parcel and not to be buildable separately without rezoning.
VOTING FOR: LaValle, Schletty, Iresfeld, and Vail. MOTION CARRIED
5.4 Joe Glamos — Interpretation of city code
Mr. Glamos would like to start a wire assembling business in Peloquin Industrial
Park, and would like to know if this is a permissible use. Mr. Glamos was informed
that a Special Use Permit would not be required, and should now go before the
Planning Commission with his plans.
5.5 Robert Dotte — Building Permit
Mr. Dotte was under the impression that he could get a Building Permit from the
City Council. Mayor LaValle informed Mr. Dotte that he would have to go through
the regular channels as far as applying for a permit, and a perc test. Mr. Crever
2awould review the application, and issue a permit if everything was in order.
.0 ORDINANCES AND RESOLUTIONS
No discussion.
7.0 UNFINISHED BUSINESS
7.1 Lars Danielson - Street Vacation
Mr. Johnson received a copy of a petition for vacaton of public right-of-way.
City Hall had not recieved a copy. Mr. Johnson is to instruct attorney to file
a petition at City Hall.
Shafcr Construction has served a summons on the City of Hugo. The city has 20
days in which to respond. The change order was signed for a lump sum for excava-
tion. The city feels no further excavation was done.
MOTION: LaValle made motion, seconded by Schletty, that the summons and com-
plaint from Shafer Construction against the City of Hugo, be referred to the
City Attorney, Charles Johnson, and others pertinent to the complaint, to answer
the summons and complaint and proceed with the matter.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail. MOTION CARRIED
8.0 NEW BUSINESS
8.1 Robert Barth - Reserve Program
Mr. Barth would like to establish a reserve program, consisting of 12 men,
for the City of Hugo. The reserves would be used to back up the full and part-
time officers. They would receive the same training as the full-time officers,
except for the BCA program. They work on a volunteer basis only, and are not
compensated financially, in any way. The volunteers would have the same insurance
coverage as the full and part-time officers, and would be residents of Hugo.
They would not be allowed the use of firearms until they are completely qualified.
Mr. Barth stated that this would be a one time expense except for the workman's
compensation. They would be responsible for the purchase of their own uniforms.
White Bear Lake, Forest Lake, and Ramsey County have reserve progxams in operation
at this time. The reserves in Forest Lake are paid for their services. Mayor
LaValle suggested that the Council check with these other communities to find
what way they have benefited them. Matter to be placed on the next regular
City Council meeting, April 4, 1977.
The City Clerk checked into the cost of reproducing 25 copies of the City Code
books. Kopy Boy will print the books at a cost of $37.18 each.
Inquiries were made as to the cost of installing lights at the intersections
of 165th Street and Forest Boulevard, and 170th Street and Highway 61. NSP
would install a light at 165th Street at the following quoted prices:
100 watt - a7.5O/month
150 watt - 8.40/month
These lights :could be sodium vapor. Anoka Electric Cooperative quoted prices
for the installation of a light at 170th and 61 as follows:
175 watt - 138.44/Year
250 watt - 348.00/year
400 watt — 366.00/year
Thea lights would be mercury vapor.
MOTION: LaValle made motion, seconded by Irsfeld, that the City of Hugo approve
the installation of a 400 watt mercury vapor light by Anoka Electric
at 170th Street and Forest Boulevard (Highway 61) at $66.00 a year,
and a 150 watt sodium vapor light by NSP at 165th Street and Forest
Boulevard (Highway 61) at $8.40 per month.
VOTING FOR: LaValle, Irsfeld, and Vail. VOTING AGAINST: Schletty MOTION CARRIED
Howard Kuusisto got a cost an the printing of a city map made of milar. The
initial cost would be $162.70 for the first map. Howard to check with Fire
Chief, Jim Olson, before preceeding.
Larry Irsfeld received a copy of the Systems Statement from the Metropolitan
Council. The city is to review, and return within 30 days. The Planning Commission
is to receive copies, and review at their next regular meeting, March 23, 1977.
The Road Committee has made a recommendation to the City Council that the Ci ??
of Hugo set up their own road maintenance. It was suggested that the city shell
proceed now, because prices will continue to rise. LaValle stated that the only
way to borrow money would be through a bond issue, and at that time, construct
a building that would serve the city 10 years from now. Washington County
would still maintain the county roads, and we would be concerned with the in—
terior. Vern Peloquin questioned why the building couldn't be paid for over a
10 year period, as was done with the fire hall. LaValle suggested that the
Council consider the following : (1) construction of a building considering
future use, (2) financing over a long term period, and (3) the feasibility of
purchasing used trucks. LaValle told them to get specifics.
MOTION: Irsfeld made motion, seconded by LaValle, to adjourn at 10:08 P.M.
