HomeMy WebLinkAbout1977.05.10 CC Minutes 4 MAY 10, 1977 MINUTES OF THE PROCEEDINGS OF THE SPECIAL MEETING OF THE HUGO CITY WOUNCIL "SYSTEMS STATEMENT" The meeting was called to order by acting Mayor Dan Spitzer, at 8:08 P.M. PRESENT: City Council — Spitzer, Sch].etty, irsfeld, and Vail. Planning Commission — Ehret, Greger, and Peltier City Attorney — Charles Johnson City Engineeb — Howard Kuusisto Planner — Carl Dale Metropolitan Council — Jerry Bell, Parks and Open Space Jack Frost, Waste Management Chuck BallentineHousing Bob Ranta, Coordinator Spitzer stated that the purpose of the meeting was to discuss the systems statement with personnel from the Metro Council, and its bearing on the planning process of Hugo. Ranta stated that the legislature passed the Land Planning Act in 1976, with units of government having to develop a comprehesive plan. The systems statement is only a pre— liminary statement; the final statement to be approved by July 1, 1977. Adopted policies cannot be changed, however, the issue of interpretation of policies are types of things that can be discussed. POPULATION The population and housing forecasts indicate where the community is placed with respect to the Development Framework Chapter of the Metropolitan Development Guide. Hugo is considered a rural center, not an area of urban development between now and 1990. Forecoasts will be included in the final systems statement. Before they can be included, there has to be a public hearing. Hearing set for May 19, 1977 at 3:00 P.M., Metropolitan Coundil chambers. Revised forecasts will be submitted in the Fall. Carl Dale asked under what conditions should Hugo provide for modest housing, and if there is a need to standardize housing in the community. Chuck Ballentine responded that Hugo would have to allow for small lot sizes on severed land, and a provision for' more modest units to be built. Carl Dale stated that Hugo has a comprehensive plan, and is quite adequate. Ranta stated that Jim Martin will hold workshops to help and advise communities. Let the record show that the following questions and commments are the rsult of the Special Meeting on the systems statement held on April 26, 1977. HIGHWAYS — TRANSPORTATION POLICY PLAN Spitzer stated he would like the following concerns carried back to the staff of the Metropolitan Council: What sort of plan is being contemplated for Forest Lake to and from urban metropolitan area? It could serve the City of Hugo. No additional access is currently planned for I-35. Is there a possibility that a feed— er road be installed at 170th Street? The 25,500 person trips beginning or ending in Hugo is not a realistic figure. Metro will need to receive population household and employment data from Hugo by traffic assignment zone. Hugo would like this statement clarified. Hugo would like to know who would bear the cost of a census survey. Ranta stated there is grant money available. May 10, 1977 41 AIRPORTS The city questioned whether Oneka Lake would qualify as a seaplane operations. Spitzer read a letter submitted by Mike McAllister stating that he felt the Oneka Lake portion in the systems statement should stay as is. INTERCEPTORS AND TREATMENT PLANTS Jack Frost, Metro Council, stated that planning is being done for the next 20 years. Rural area must have constraints. Hugo would not be able to hook up to the Center— ville interceptor until after 1990. Spitzer stated that Hugo has an interceptor plan which was already accepted by Metro, but questioned the MWCC statement they shall not issue permits for connection to sewer facilities by any development in the Rural Service Area unless action is consis— tent with local comprehensive sewer plan as approved. Mr. Frost stated that the MWCC can issue a permit. Why isn't Hugo in the area of Planned Urbanization? Hugo questions the result in downsteam interceptor. Could we be cut off from sewer? What about Hugo's guarantee capacity? Jack Frost stated the Centerville interceptor is not a long range solution. After 1990, Hugo will have our maximum capacity. Ranta stated that what was projected and what was allocated are two different amounts. That is the question that has to be ans— ered. Howard Kuusisto said that Hugo is being charged for infiltration, and Frost stated that he will check on this. CE1rrr.;nvi LE INTERCEPTOR No access force main for South Frenchman Road. Hugo derives no benefit from the interceptor. Hugo questions the site location of the Centerville interceptor. Frost stated that the Metro Council did not make the selection of the location, that the MWCC made the determination. Metro Council has final approval, but does take the recommendation of the MWCC mostof the time. Sewered residential population 2500 by 1990 — Should Hugo re—negotiate rate structure? ON—SITE DISPOSAL On—site sewage disposal system is governed by Hugo Ordinance 1976-132. STORM WATER Hugo has a storm sewer, and in outlying areas, control water by ditching and ponding. Frost stated they will be coming out with specific guidance. Ehret questioned whether the rural septic systems would have to be updated or inspected. Frost stated that existing systems would be monitored as to how many times they are pumped, and have a regular inspection program. Metro has no specific recommendations, but are mainly concerned with new septic systems. 4 2 Recessed 9:30 P.M. Reconvened 9:40 P.M. OPEN SPACE Jerry Bell, Parks and Open Space Department, stated that he was well aware that Hugo and Ramsey County were not in agreement on the Open Space plan. He said he can't change • anything at this stage. The city could make an appeal to the Metro Council for any— thing the city feels is not applicable. The City of Hugo could respond to the Resolution that was presented to the Council. After a public hearing, that section could be deleted. Could make part of the park smaller or larger, or move the boundaries. The City of Hugo and Ramsey County could negotiate a joint powers agreement. Lynn Carlson asked how long it would take to go through the deletion process. Bell stated that a public hearing would have to be held, then to Parks and Recreation, and then they would make a final recommendation to the Metro Council. Mr. Bell stated that the Master Plan for Open Space was approved in the Fall of 1975. There was no serious planning before that. After the Parks Act passed in 1974, all those things became available. A public hearing had been held in December, 1974. Hugo should have been notified of this hearing. Spitzer stated that the land to be acquired in Hugo is prime developable land. The Open Space could get rather costly when it comes to acquiring structures around the lake. Mr. Bell said there would be a reviewal of the possibility of a southern route. Mr. Spitzer requested that Bob Ranta respond to the comments discussed at tonight's meeting. Ranta will try to get answers as quickly as possible to Councilman Irsfeld. Charles Johnson inquired as to how to get an extension of time. Mr. Ranta told him to write a letter to Chairman John Boland. Councilman Irsfeld is to write a letter to Metro Council stating that the systems statement is very general, and does not adress the fact that Hugo has an approved comprehensive plan. Hugo wants the Metro Council to review this in their statement, and tell us where we do not comply. Metro Council should be specific in their reply. Councilman Vail is to compile data regarding the Centerville interceptor. Motion made by Irsfeld, seconed by Vail, to adjourn at 10:50 P.M. All aye. Motion carried. ta►� _c Carol A.
