PRESENT: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION: Spitzer made motion, seconded by Irsfeld; to approve the minutes of May 16, 1977, after the following change is made: Section 8.1 — should read 100 amp service. VOTING FOR: LaVa11e, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED MOTION: Vail made motion, seconded by Spitzer, to approve the general claims of June 6, 1977 as presented. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail. MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to approve the utility claims of June 6, 1977 as presented. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED 5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES 5.1 Neil Buschmann Complaint Howard Schletty checked on the complaint and found two unlicensed vehicles on the premised, which is allowable. Buschmann also has two vehicles that are close to having the licenses expire. Mr. Schletty will check again in a month. 5.2 Fence Complaint Mayor LaValle has not checked on as yet, but hopes to have ready for next Council meeting. Public Hearing — Water Extension (County Road 8A) The public hearing was called to order at 7:10. Clerk read notice of hearing publica— tion. Kuusisto stated that the watermain is on the north side of 8A about 300' east of Fondant. The estimated cost of construction would be $16,000 — $18,000, or from $11.00 — $15.00 per front footage. Neighboring residents present were Mr. & Mrs. Joseph Mono, 5773 Egg Lake Road, Mr. John Olinger, 5762 Egg Lake Road, and Mr. Richard Koecher, 5818 Egg Lake Road. All the people here listed were in opposition to the watermain extension because of the high cost. There was a written note sub— mitted by Marlowe Lindau stating that he also was opposed to the extension. Kuusisto stated that the cost was exorbitant because it was a small project. There is the possibility of the developer subsidizing the major part of the expense, but that would have to be hand— led by the developer and land owners. The public hearing was closed at 7:45 P.M. 5.3 Delmer Strandberg — RezoninK The Planning Commission recommended that the request be denied for the following reasons: 1. Rezoning down two levels — Conservancy to RRII 2. Land is in the Flood Plain area, and 3. Spit rezoning. MOTION: Spitzer made motion, seconded by Irsfeld, that the Delmer Strandberg rezoning request be denied in accordance with recommendation of the Planning Commission. Zoning request in contradiction to comprehensive plan. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED 5.4 BurLar Mining' Permit MOTION: Schletty made motion, seconded by Spitzer, to approve the Mining Permit for BurLar from June 30, 1977 through June 30, 1978. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED JUNE 6, 1977 49 5.5 LaValle Excavating Mining Permit MOTION: Spitzer made motion, seconded by Irsfeld, that the LaValle Excavating Mining Permit be sent to Planning Commission to obtain a statement of intent from Mr. Goiffon. VOTING FOR: LaValle, Spitzer, Schletty,Irsfeld, and Vail. MOTION CARRIED 6.0 REPORTS OF OFFICERS & COMMITTE,ES 6.1 Ordinance Committee The bingo ordinance draft was turned over to attorney, Charles Johnson for his review. The committee has also completed work on multiple family dwellings in SFU zoning, and should have ready for Mr. Johnson within a week. Their next meeting will be June 25, 1977. 6.2 Planning Commission The Planning Commission questioned the status of the Norman Horton Junkyard License and Special Use Permit. Mr. Johnson stated that the court case has been settled. LaValle stated that the city's primary concern was the number of tires still lying around. Their bond will expire on June 21, 1977. Spitzer stated that the Planning Commission should check on the fire lanes clause in the Special Use Permit. Mayor LaValle received a letter from John Boland, Metro Council, stating that the re— quest for extension of the systems statement was denied because of legality. Carl Dale suggested that a special meeting be held to go over a rough draft of the presentation Hugo would make to Metro. Tentative date of the meeting is June 13, 1977, Mr. Irsfeld said that the extension could not be granted because it would exempt the city from the Land Planning Act. The systems statement will be issued on June 23, 1977. There will be 60 days from June 23 for final approval of the statement. During those 60 days, we can negotiate with Metro. If the city is still not happy, we can apply for a hearing, and that will give us another 60 days. 6.3 Water Superintendent LaValle Excavating submitted a price quotation to insulate water lines and services — John Deere Backhoe $25.00/hour Labor 12.00/hour 2" Styrofoam Insulation Current Purchase Price The time estimated for the two projects is 8 hours. MOTION: Spitzer made motion, seconded by Irsfeld, to authorize the Water Superintdent to contract for work to insulate the pipes at the pump house and that Ed Maas property, and insist with the contractor that the work be completed by October 1, 1977. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED 6.4 Building Inspector — No discussion. 6.5 Fire Chief Jim Olsen stated that the first pump purchased would not fulfill the department's needs. He would like authorization to buy a different pump. MOTION: Irsfeld made motion, seconded by Spitzer, to extend the limit for the Fire Chief from $450.00 to $680.00. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED 6.6 Police Chief Mr. Barth needs approval to send five officers to Minnesota Highway Safety Center Advanced Driving Technique class in St. Cloud, Minn. The city would have to pay for mileage only. MOTION: Spitzer made motion, seconded by Vail, authorizing to send five officers to Minnesota Highway Safety Center Advanced Driving Technique class in St. Cloud, Minnesota. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED 5 . Barth received a letter from the office of the Washington County Administrator ating there was a grant available to pick up an officer paying 100% of the salary. Grant would run through 1978. Spitzer stated that the city should be aware that the cost of the individual could fall on the shoulders of the city in 1979. The clerk mentioned that if this slot is filled now, there may not be an opening in the fall to hire a full time/for the street department. Hugo should determine their priorities. 6.7 Attorney Mr. Johnson submitted his monthly report. He restated some of the changes requested by the City of Hugo in regard to the Centerville interceptor. Changes were com— piled in a letter sent by Mr. Johnson to the attention of Mr. Harrington at the Metro Waste Control Commission. Recessed 8:47 Reconvened 9:04 6.8 ENGINEER Mr. Kuusisto. submitted his monthly report. He has talked to Rice Creek regarding the low spot on Sunset Lake. Rice Creek feels that there is a buidable site. Mr. Kuusisto said it should be held for the Building Inspector's inspection. 6.9 Clerk Clerk stated that Ed Leroux will be quitting his position as Hugo's tax assessor. It was noted that he will be able to particiapate one more year without any testing. Matter to be placed on agenda for June 20, 1977. MOTION: Vail made motion, seconded by Spitzer, to hire Don Parsons from June 1, 1977 through November 30, 1977, under the CETA program at $4.50/hour. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail MOTION CARRIED 6.10 Roads Committee Barton Contracting claims to have a stockpile of 22,000 cubic yards, and Hugo finds a total of 18,000 cubic yards. The next step would be to agree on the quantity and then negotiate price. LaValle will work with Schletty on the matter, and discuss at the next meeting. Washington County Highway Department would agree to a part time contract. They would plow snow if we want the summmer work. LaValle has agreed to purchase a truck for plowing. Hugo spent $8,036.29 to Washington County for work done on the roads last winter. Mr. Johnson stated that if the cost of time and material ex— ceeded $5,000, would have to go through a bid procedure. 7.0 ORDINANCES AND RESOLUTIONS MOTION: Spitzer made motion, Schletty seconded, to adopt Resolution 1977-7, A RESOLUTION TO ACCEPT PETITION OF WATERLINE EXTENSION BY PERCENTAGE OF SIGNED SIGNATURES. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED MOTION: LaValle made motion, seconded by Spitzer, to adopt Resolution 1977-8, A RESOLUTION ESTABLISHING A BOUNTY OF POCKET GOPtihttS CAPTURED IN THE CITY OF HUGO, MINNESOTA, AND AUTHORIZING THE APPOINTMENT OF A BOUNTY PAYMASTER FOR RECEIVING CLAIMS AND PAYING BOUNTIES OF POCKET GOPHERS, AND ESTABLISHING COMPENSATION FOR 'Ttit; BOUNTY PAY MASTER. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail. MOTION CARRIED WATER EXTENSION ( COUNTY ROAD 8A ) LaValle stated that everyone along the extension route was in opposition to it. MOTION: S;itzer made motion, seconded by Irsfeld, that the water extension on County Road 8A under consideration, Resolution 1977-7, be dendied. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail MOTION CARRIED 8.0 UNFINISHED BUSINESS JUNE 6, 1977 5 1 8.1 Railroad Crossing Mr. Tschida is to supply a detailed drawing in relation to the crossing, and the application will have to be submitted by the city. It will take 6 months to get the crossing, and 12 months to get warning lights. The extimated coat of the project is $10,000. Suburban Engineering is preparing a package for Mr. Tschida for him to present to the Council. Mr. Kuusisto will check with Gordon Bolt for more details. 9.0 NEW BUSINESS 9.1 Carl Nordquist — Lions Club Mr. Nordquist was present questioning where the Lions Club stood with the city in regard to their building on the City's property. LaValle stated that permission was given to construct the building on the premise that it would be dedicated to the city. The way to handle the matter is dedicate the building to the city, and the city in turn would lease to the Lions Club, giving them complete control, and making them responsible. 10.0 MISCELLANEOUS Washington County Highway Departkent sent a letter stating that according to the past accident reports, there is no need for lights on County Road 4 and Highway 61. More discussion is needed with Anoka Cooperative to find out their ground rules. MOTION: LaValle made motion, seconded by Spitzer, to adjourn at 10:50 P.M. All aye. Motion carried. &lotLe Carol A.
