TheLmeeting was called to order by Mayor LaValle at 7:02 P.M.
PRESENT: LaValle, Schletty, Irsfeld, and Vail
ABSENT: Spitzer
MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of
May 20, 1977 as presented.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail.
MOTION CARRIED
MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of
June 6, 1977, after the following change is made: Paragraph 6.5,
page 3 — should read pump purchased would not fulfill the department's
needs.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail
MOTION CARRIED
MOTION: Schletty made motion, seconded by Irsfeld, to approve the general claims
of June 20, 1977, with the addition of George Koland for mileage in the
amount of $15.90.

5.0 rbTITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 Fence Complaint - matter resolved as yet.
5.2 Barton Contracting - Mining Permit
The recommendation of the Planning Commission is approval with removal of the stockpile
only.
MOTION: Schletty made motion, seconded by Vail, that we grant the mining permit
to Barton Contractiong for removal of stockpile only, until June 30, 1918.
Inspection fee of $200.00.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail

5.3 LaValle Excavating - Mining Permit
The Planning Commission recommended approval.
MOTION: Schletty made motion, seconded by Vail, that we grant a mining permit
to LaValle Excavating for mining and removal until June 30, 1978, subject
to slope dressing the unused portions of the pit. Inspection fee $260.00.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail

5.4 John Zangs RE: Distler zoning - cancelled
5.5 Aldine Anderson - Rezoning
Mr. Anderson owns approximately 8.67 acres with one house on the property. He would
like a rezoning from agriculture to RRII so he would be able to construct another
house. An approval of 4/5 of the City Council is needed for a rezoning. A motion was
made to deny the recommendation of the Planning Commission, and there was a tie in the
voting, therefore, no acton was taken.
MOTION: LaValle made motion, seconded by Schletty, that the application for re-
zoning for Aldine Anderson be approved from agriculture to RRII.
VOTING FOR: LaValle, Schletty, and Vail
VOTING AGAINST: Irsfeld

5.6 William Pavek - Special Use Permit
The Planning Commission recommended approval subject to the conditions of the Special
Use Permit.
MOTION: Irsfeld made motion, seconded by Schletty, to approve the Special Use
Permit for William Pavek as originally applied for with conditions as
stated.
VOTING FOR: Schletty, Irsfeld, and Vail
VOTING AGAINST: LaValle

5.7 Norman Horton - Auto Dismantling License
Mr. Horton was present and stated that he has met the conditions of the Special Use
Permit. The tires have been removed, and he will be submitting new fire lane maps.
MOTION: LaValle made motion, seconded by Schletty, that the Special Use Permit
for auto dismantling license be granted to Norman Horton, 16705 Forest
Boulevard, subject to the following;
1. Conditions as listed in the Special Use Permit
2. That the tires not be piled along the southerly property line
3. That the fire lanes be in existence in accordance with the fire
map as submitted by Norman Horton.
4. Subject to current bond.

5.8 Metro Sewer Interceptor - Centerville Application
Mr. Ray Payne was present to answer questions regarding the application. The city re-
quested that a letter of credit, $25,000, come from the Metro Waste Control Commission,
rather than the contractor. LaValle will check with Charles Johnson to verify. Mr. Payne
stated that Hugo will be notified of any connections made to the force main.
MOTION: LaValle made motion, seconded by Irsfeld, that the City of Hugo grant
a permit for construction of the Centerville interceptor Project 76-51
subject to the review of the attorney and incorporation of any final
terms that the engineer may have.

5.9 Fischer Construction - Amended Special Use Permit
Mr. Gene Fischer and Ray Winkel were present stating that they wish to set up a hot-mix
plant a; the mining site. LaValle felt the hot-mix plant would be a permitted use. He
suggested that Fischer be present at the Planning Commisssion meeting of June 22, stating
exactly what Fischer's plan were, alongwith PCA's permit number, and what is to be done
on Irish Avenue.
6.0 ORDINANCES AND RESOLUTIONS
No discussion.
7.0 UNFINSHEED BUSINESS
7.1 Clark McDernaid - Beisanc (Cancelled)
8.0 NEW BUSINESS
The letter of credit in the amount of $2,000 issued to Hugo Auto & Body for blacktopping
their parking lot will expire on July 1, 1977. LaValle stated he will need authority to
draw on the letter of credit if work is not completed by July 1, 1977.
MOTION: Irsfeld made motion, seconded by Vail, that the letter of credit be drawn
on if the blacktopping work is not completed by July 1, 1977.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail.

Bramstedt Complaint - Mr. Dale Palmer was issued a citation for violation of the nuisance
ordinance. This citation was issued incorrectly, because Mr. Palmer was to be called to
a meeting before any such action could be taken.
MOTION: Irsfeld made motion, seconded by Schletty, that we instruct Chief Barth
to write a letter of dismissal for the citation to Dale Palmer.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail
MOTION CARRIED
MOTION: Schletty made motion, seconded by Irsfeld, that we request Mr. Dale
Palmer to be present at the next City Council meeting, July 5, 1977,
to discuss his violation of Ordinance 200-4, paragraph 17, of the Hugo
City Code.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail

Berwald Roofing submitted a proposal to repair the roof of City Hall for price not to
exceed $200.00.

proposal of Berwald Roofing for a price notto exceed $200.00 to
repair roof leak.

MOTION: Vail made motion, seconded by Irsfeld, that the City of Hugo accept
the Employee Assistance Program, as presented by Mr. Harvey Carmen,
Washington County Human Services.

Mr. Ed Leroux has stated that he will accept the assessor's job for one more year
(1977-1978), and would like a deputy. LaValle felt Hugo would need the county's
approval to appoint a deputy assessor.
MOTION: LaValle made motion, seconded by Schletty, to appoint Ed Leroux
assessor for the year 1977-1978 to work in conjunction with the
Washington County Assessor's Office.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail

A letter dated June 13, 1977 was sent from the Metro Council stating the availability
of Home Improvement Grant Funds. The City of Hugo has been allocated $3,630.00.
MOTION: LaValle made motion, seconded by Irsfeld, to adopt RESOLUTION 1977-9,
A RESOLUTION REQUESTING AND AuThURIZING THE METROPOLITAN COUNCIL HOUSING
AND REDEVELOPMENT AUTHORITY TO APPLY FOR REHABILITITION GRANT FUNDS OF
THE HOME IMPROVEMENT GRANT PROGRAM WITHIN THE CITY OF HUGO.
VOTING FOR: LaValle, Schletty, Irsfeld, and Vail

Sylvester Nistler was present inquiring as to whether he could get a variance on side
lot dimensions. He was told to attend the next Planning Commission meeting of June
22, 1977.
Recessed 9:35 P.M. Reconvened 9:45 P.M.
Pclice Chief Barth presented a letter from Fred Feuerpfeil, Grants Coordinator,
stating that the hiring of a patrolman will no way have an effect on any other or
future CETA positions for Hugo. LaValle suggested that in the future, Mr. Barth work
with the city before going directly to the county. Schletty wanted the minutes to read
that the city will not be responsible for the patrolman's position if the CETA grant
is terminated.
MOTION: Irsfeld made motion, seconded by Vail, that we apply for a position
for a patrolman under CETA Title II P.S.E. Prow= (Public Service
Employee).
VOTING FOR: Schletty, Irsfeld, and Vail
VOTING AGAINST: LaValle

Mr. Barth and Mr. Jensen are to be present at the next City Council meeting July 5, 1977,
with a letter of acceptance from the county.
MOTION: LaValle made motion, seconded by Irsfeld, that the vacation of Robert
Barth be approved.

MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, that we amend the reserve pro—
gram for the City of Hugo. The number of reserve strength in the depart—
ment, at this time, is not to exceed 6 employees. The City Council is to
give their approval prior to granting any authority beyond that of
citizen assist to the Police Department Reserves.

MOTION: Schletty made motion, seconded by Irsfeld, to hire Mr. Robert Pates
under the CETA program from June 21, 1977, terminating November 30, 1977.

A letter was received from the Department of Agriculture indicating that grants
would be available to cities and counties to cover up to 45% of sanitation costs on
public and private lands. This includes the cost of disease tree inspections, trimming
root graft control, and tree removal and disposal. Grants will also be made to cover up
to 50% of the costs of planting new shade trees on public lands.
MOTION: Irsfeld made motion, seconded by Schletty, that the Mayor talk to tree
inspector, Mr. Gerald Beach, and decide if we should participate in the
shade tree program.

MOTION: Schletty made motion, seconded by Irsfeld, to extend the meeting passed
11:00 P.M.
