The meeting was called to order at 7:05 P.M. by Mayor LaValle.
PRESENT: LaValle, Schletty, and Vail
ABSENT: Spitzer and Irsfeld
MOTION: LaValle made motion, seconded by Vail, to approve the minutes of
June 20, 1977, after the following change is made: Page 6, para-
graph 1 should read - beyond that of citizen assist to the Police
Department Reserves.
VOTING FOR: LaValle, Schletty, and Vail
MOTION CARRIED
MOTION: Vail made motion, seconded by Schletty, to approve the general claims of
July 5,1977, as presented.

of July 5, 1977, as presented.

5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 William Hopkins - Transfer of liquor license
William and Thomas Hopkins were present, and they were told that a police check would
have to be made before transfer could be made. The attorney suggested that they
have partnership agreement ready for the July 18th meeting.
MOTION: LaValle made motion, seconded by Schletty, to table Hopkins liquor
license transfer until July 18, 1977.
VOTING FOR: LaValle, Schletty, and Vail

5.2 Gerald Stollech - Nashville North (Cancelled)
5.3 Robert Juran. Sr. - Farm Site Plan
MOTION: Schletty made motion, seconded by Vail, to approve the Farm Site Plan
for Robert Juran, Sr., on County Road 8 for a new steel building, re-
placing the barn that burned down.
VOTING FOR: LaValle, Schletty, and Vail
MOTION CARRIED
5.4 Fischer Construction - MininR Permit
Charles Johnson suggested that the letter of application and permit be sent to the
bonding company indicating the terms of the license.
MOTION: LaValle made motion, seconded by Schletty, thct the Mining Permit be
granted to Fischer Construction until June 1, 1978 subject to the conditions
as they were in the last year's application except Item 4 to be changed
that the haul road will be blacktopped from Irish Avenue with 2" wearing
course from Washington County 8A into the pit, and the bonding company
should be notified of such.

5.5 Sylvester Nistler - Variance
The Planning Commission recomended approval.
MOTION: Vail made motion, seconded by Schletty, to grant a variance to Sylvester
Nistler to build within 8 feet of lot line.
VOTING FOR: LaValle, Schletty, and Vail
MOTION CARRIED
5.6 Richard Schuh - Minim Permit
Richard Hiniker represented Richard Schuh asking that the City Council be aware
that they might be needing an amendment to their permit to include a hot mix plant.
At this time, they have no definite commitments. To get an amended permit, Schuh
would have to go through the Planning Commission.

MOTION: LaValle made motion, seconded by Schletty, that we renew the Mining
Permit for Richard Schuh until June 1, 1978, subject to the same
conditions as last year's permit.

5.7 Dale Palmer — Nuisance violation
The city had received a complaint from Palmer's neighbor stating there were quite a
number of vehicles on that property. Mr. Palmer was issued an abatement, which was
handled improperly. Palmer stated that he collects antique cars and restores them,
and is planning to construct a building to store these cars. He hopes to have the
building completed by September 1, 1977.
MOTION: LaValle made motion, seconded by Schletty, that the complaint against
Dale Palmer be stayed until November 1, 1977 for any city action. Mr.
Palmer has agreed to try and solve the problem.

6.0 REPORTS OF OFFICERS AND COMMITTEES
6.1 Ordinance Committee — No discussion
6.2 Planning Commission — No discussion
6.3 Water Superintendent — No discussion
6.4 Building Inspector
Mayor LaValle told Tom Crever that the Planning Commission recommended that the perc
test should be left open at the Bramstedt site for Washington County to test. Three
one acre lots have never been approved on the corner of County Road 8A,and Goodview.
LaValle suggested that Crever call Harold Bramstedt and tell him he may not have an
approved lot. Tom Crever investigated the driveway constructed at the LaMotte Tourist
Camp, and the driveway will block drainage. Mr. Crever was instructed to contact the
new owner and have him complete a driveway application for a permit.
6.5 Fire Chief — No discussion
6.6 Police Chief — Letter of acceptance
Police Chief Barth presented a letter from Washington County stating the acceptance of
Michael Jensen under CETA, Title II.
MOTION: LaValle made motion, seconded by Vail, that we hire Michael Jensen,
Hugo Police Department, under the Washington County Employee Training
Act, Title II, from July 5, 1977 until September 30, 1978, at $815.00
a month.
VOTING FOR: LaValle, Schletty, and Vail

Police Chief — cont.
MOTION: LaValle made motion, seconded by Vail, that the police Chief handle
the application for reimbursement for BCA training that Mr. James
Pure attended.
VOTING FOR: LaValle, Schletty, and Vail

6.7 Attorney,
Mr. Johnson reviewed the bingo ordinance. The fee will have to be set by resolution of
the City Council.
MOTION: LaValle made motion, seconded by Vail, to adopt Ordinance 143, AN ORDINANCE
LICENSING AND REGULATING THE CONDUCT OF BINGO, AND PROVIDING A PENALTY
FOR VIOLATION.
VOTING FOR: LaValle, Schletty, and Vail

MOTION: LaValle made motion, seconded by Schletty, to adopt Resolution 1977-10,
A RESOLUTION THAT THE CITY OF HUGO SET THE BINGO. rEE AT $10.00 ANNUALLY.

5 . Johnson stated that the items raised in our letter to Metro Waste Control
'8bimmission have been incorporated in their specifications. The letter of credit
($25,000) will include any and all problems with the contractor. A preliminary
draft of the lease between the city and Lions Club for regarding the building
on city prope::ty was presented. LaValle will contact the Lions Club and work on
the lease with them. Mr. Johnson is to check on the current legislation regarding
any changes on the amount of money needed for bids.
6.8 Engineer
Preliminary elevations have been made on the Bald Eagle sewer study. More information
will be made available later. Mr. Kuusisto met with Mr. Smith of Barton Contracting
and has agreed on a quantity of 22,000 yds. Matter to be reviewed by the City Attorney
prior to a final completion by the city.
6.9 Clerk
The System Statement was formally adopted by the Metro Council on June 23, 1977.
6.10 Roads Committee — No discussion
7.0 ORDINANCES AND RESOLUTIONS -- No discussion
8.0 UNFINISHED BUSINESS
8.1 Clark McDermaid — BeisanF
Mr. McDermaid stated that he felt he met all the conditions as requested by the City
of Hugo. Mr. Johnson presented him with a copy of letter stating all legal problems
that would have to be resolved. The city has received a letter from Grant Township
stating they will maintain the road if it meets their requirements. LaValle stated
that a maintenance agreement will have to be drawn between Hugo and Grant Township.
Mr. Johnson is to give a call to Bob Briggs, Grant's attorney. Mr. Kuusisto is to
find out what kind of a road Grant wants.
9.0 NEW BUSINESS
9.1 Vern Pelocuin — Waterline extension
Mr. Peloquin presented a petition to the City for water service on 147th Street — start
at the existing main east to the east side of new street, estimated feet 342. Starting
at east of church property east to point on east side of street then so to 147th, then
west to present watermain, approximately 732'.
MOTION: LaValle made motion, seconded by Schletty, to schedule a public
hearing for August 1, 1977, at 7:30 P.M. to consider the petition
for waterline extension on 147th Street.
VOTING FOR: LaValle, Schletty, and Vail
MOTION CARRIED
Mr. Johnson is to draw up an amended ordinance for raising the building permit re—
quirements from $250.00 to $500.00.
MOTION: Vail made motion, seconded by LaValle, to adjourn the meeting at 10:48 P.M.
