The meeting was called to order at 7:04 PM by Mayor LaValle.
PRESENT: LaValle, Spitzer, Schletty, Irsfeld, and Vail.
MOTION: Schletty made motion, seconded by Vail, to approve the minutes of
July 5, 1977, after the following changes have been made:
Page 3 - Michael Jensen hired from July 5, 1977
Page 4 - 6.7) set 1,z resolution
Page 4 - (6.8) preliminary elevations have been made
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, to approve the general
claims of July 18, 1977, with the addition of Item 4 - water revenue
$6,000.00.

MOTION: Spitzer made motion, seconded by LaValle, to approve the utility
claims of July 18, 1977, as presented.

5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 Thomas Hollihan — Petition for Mobile Home Petition
Farm Site Plan
Mr. Hollihan is going to take over the farming of the homestead, and would like
to have a mobile home for his mother to live in. A public hearing will have to be
held, along with the names of property owners within 300' of the property in question.
MOTION: Spitzer made motion, seconded by LaValle, that a public hearing be
set for a Mobile Home Petition as requested by Thomas Hollihan, on
August 1, 1977, at 7:30 PM, Hollihan to supply property owner names
within 300' of property in question.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
Mrs. Hollihan presented a farm site plan for a new machinery shed.
MOTION: LaValle made motion, seconded by Spitzer, that the Farm Site Plan for
Thomas Hollihan be approved for the new machinery shed, 54' x 90'.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail

5.2.James Johnson — Mobile Home Renewal
MOTION: LaValle made motion, seconded by Irsfeld, to renew the Mobile Home
Permit for James Johnson, 7194 - 132nd Street, under Chapter 40,
Article III, Subdivision D, for 90 days.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
5.3 William Hopkins — Liquor License Transfer
MOTION: LaValle made motion, seconded by Spitzer, that the Off Sale Intoxicating
Liquor License, $41.65, On Sale Intoxicating Liquor License, $625.00,
On Sale Sunday Liquor License, $83.35, Cigarette License, $6.00, Soft
Drink License, $5.00, and Billiard License, $5.00, Be granted to William
R. and Thomas C. Hopkins, 14777 Forest Boulevard, on the condition that
sale is consummated on August 1, 1977.
VOTING FOR: LaValle., Spitzer, Schletty, Irsfeld, and Vail

5.4 Fred Fulbright — Rezoninc
Mr. Fulbright is requesting the rezoning of approximately 15 acres from RB to SFE.
The Planning Commission's recommendation was to grant the rezoning along with Mr.
Pugh's property. The City Attorney advised that Mr. Pugh's property could not be in—
cluded in the rezoning request. It would have to be handled separately. It was deter—
mined that the legal description for the rezoning was not sufficient. Also, the Council
would like to see proof of ownership from Mr. Fulbright and Mr. Pugh.

MOTION: Schletty made motion, seconded by LaValle, that the Fred Fulbright
rezoning be sent back to the Planning Commission for more accurate
legal description of the property to be rezoned.

5.5 Charles Mussehl — Special Use Permit
The Planning Commission recommended denial of Mr. Mussehl's request.
MOTION: Spitzer made motion, seconded by Irsfeld, that the request of
Mr. Charles Mussehl for a Special Use Permit be denied for the
following reasons:
1. Lack of suitable parking, either owned or public,
2. Condition of the building,
3. Opposition of local residents, and
4. Traffic problems.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail

5.6 George Crockett — Variance
Mr. Crockett wishes to add on to his present residence, along the same foundation.
Mr. Crockett's property is 5i feet from the property line.
MOTION: Spitzer made motion, seconded by Irsfeld, that the application
for Variance from George Crockett, be approved, to add 15 feet to
his present residence.
VOTING FOR: LaValle, Spitzer, Irsfeld, and Vail
VOTING AGAINST: Schletty
MOTION CARRIED
Councilmen Irsfeld and Vail interviewed men on Friday, July 15, to fill the vacancy
for a supervisor for the CETA program. They wanted Council action so that the new
employee could start July 19, 1977.
MOTION: Irsfeld made motion, seconded by Schletty, that the City of Hugo
hire Leonard Schrofer to fill the opening for the CETA program,
commencing July 19, 1977.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
Mr. Frank Murray, attorney for Rice Creek Watershed, called City Hall requesting
the use of the Hall for a public hearing to be held on September 7, 1977, at 7:30 P.M.
The Council approved of the request, for public hearing on Horseshoe Drainage Plan.
6.0 ORDINACES AND RESOLUTIONS
No discussion.
8.0 NEW BUSINESS
8.1 Jim Husnik — Water connection
MOTION: LaValle made motion, seconded by Spitzer, that Mr. Robert Burkard,
Water Superintendent, be authorized to install the water services
on Flay Avenue and 141st Street, as they are necessary.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
8.2 Gordon Zinschlag — Septic System
Mr. Zinschlag lives on Sunset Lake, and his present septic system is not functioning
correctly. He would like to instatli a new drain field, however there is insufficient
land available to build according to code, which is 1001 from the shore line. Mr.
Zinschlag will have to get a permit from Rice Creek Watershed.
MOTION: LaValle made motion, seconded by Irsfeld, that if after a perc test
and soil borings are made, and anew drain field will improve the
present septic system, the City of Hugo will go along with the pro—
posed change, along with approval from Rice Creek.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail

Mr. Robert Burkard was presented a plaque for citation from CC Ludwig for out—
standing work in the community. Mayor LaValle expressed his personal thanks for
all the work done by Mr. Burkard for Hugo.
MOTION: Spitzer made motion, seconded by LaValle, to ammend the previous
motion to set public hearing for Mobile HH.ie Petition to 8:00 P.M.

Howard Kuusisto presented a report on the waterline extension request on 147th Street.
7.0 UNFINISHED BUSINESS
The lease between the City of Hugo and The Hugo Lions Club was presented for the
Lions Club review. After considerable ddscussion, Mr. Johnson will make the approved
requested changes in the lease for final signatures.
MOTION: Spitzer made motion, seconded by Schletty, to authorize the Mayor to
sign the lease with the Lions Club under the terms as given to the
attorney.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
MOTION: LaValle made motion, seconded by Schletty, that Mr. Johnson handle the
register of title matter for Wilfred Riopel.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, and Vail
MOTION CARRIED
MOTION: LaValle made motion, seconded by Vail, to adjourn the meeting at 9:30 P.M.
