The meeting was called to order at 7:06 P.M. by Mayor LaValle.
PRESENT: LaValle, Schletty, and Irsfeld
ABSENT: Spitzer and Vail
MOTION: Irsfeld made motion, seconded by Schletty to approve the minutes
of August 1, 1977.
VOTING FOR: LaValle, Irsfeld and Schletty.
MOTION CARRIED
MOTION: Irsfeld made motion, seconded by Schletty to approve the general
claims of August 15, 1977.
VOTING FOR: LaValle, Irsfeld and Schletty
MOTION CARRIED
MOTION: LaValle made motion, seconded by Irsfeld to approve the utility claims
of August 15, 1977.
VOTING FOR: LaValle, Irsfeld and Schletty

5.0 PETITIONS. REQUESTS. COMMUNICATIONS & LICENSES
5.1 JOE ZASPEL — MOBILE HOME PERMIT RENEWAL
MOTION: LaValle made motion, Irsfeld seconded to approve the renewal of the
Mobile Home Permit for Joseph Zaspel, 17205 Forest Blvd., No. Hugo,
Minnesota, under Chapter 40, Article III Subdivision D, for ninety
days.
VOTING FOR: LaValle, Irsfeld and Schletty

5.2 JOSEPH GREGOIRE — MOBILE HOME RENEWAL
MOTION: Schletty made motion, Irsfeld seconded to approve the renewal of the
Mobile Home Permit for Joseph Gregoire, 7600-165th St., Hugo, Minnesota
under Chapter 40, Article III Subdivision D, for ninety days.
VOTING FOR: LaValle, Irsfeld and Schletty

5.3 LEN NOACK — AMENDED SPECIAL USE PERMIT
MOTION: LaValle made motion, Irsfeld seconded to approve the amended special
use permit for Len Noack, 16565 Forest Blvd., North to enlarge auto
parts yard for storage of equipment with the recommended conditions as
imposed by the Planning Commission as follows:
1. The entire southern boundary of the proposed expanded lot east
of the proposed highway screen shall be fenced.
2. The fence to be chain Linked equal to the one he already has.
3. Two rows of trees be planted for screening at least 3' tall.
4. No double decking be allowed in the new addition.
5. Items 1, 2, and 3 to be completed by July 1, 1978.

5.4 FRED FULBRIGHT — REZONING
Due to the lack of the four/fifths vote needed for rezoning requests, the
Fuibright rezoning requests was tabled to the next meeting of September 6,
1977.
5.5 LENA GRANGER — MINOR SUBDIVISION
Change all records to reflect Lena Granger instead of Ronald Granger.
MOTION: LaValle, made motion, Irsfeld seconded to grant the subdivision to
Lena Granger on 14609 Fitzgerald, Hugo, Minnesota.
VOTING FOR: LaValle, Schletty, and Irsfeld
MOTION CARRIED.
5.6 GRACE DEVELOPMENT — MINOR SUBDIVISION — VALLEY VIEW TERRACE 2ND. ADD.
Goodview and 8 A, known as Valley View Terrace 2nd. Addition the subdivision
of three lots by Grace Development Company.
The copy of the easement agreement to be attached to the file outlining
conditions and responsibilities.
MOTION: LaValle made motion, Schletty seconded to grant a minor subdivision
for the subdivision of three (3) lots on Goodview and 8 A, Valley
View Terrace 2nd. Addition with the following recommendations by the
Planning Commission:
1. Install two monitoring wells for Lot 1.
2. Build sewer on Lot2 for Lot 1 on a temporary easement.
3. Temporary easement to be released only when a standard system
can be installed on Lot 1, after the fill has set for one year,
or if municipal sanitary sewer is available and hooked up.
4. Monitor wells for at least one year. The City Engineer should
specify the time for the monitoring, location of the well, and
the amount of fill.
5. The Building Inspector will nomitor the wells.
6. Fill should also be placed on Lots 2 and 3 at this time.
7. The developer shall reimburse the City of Hugo for all reasonable
costs for monitoring and engineering from August 15, 1977.
8. The developer shall pay the parkland assessment fee of $50.00
per lot.

7(.7 Request of Planning Commission to hire a Washington County Planner was tabled
until a full Council was seated, rescheduled September 6, 1977.
6.0 ORDINANCES AND RESOLUTIONS
REGULATIONS OF AFTER-HOURS AND CORRECT MINIMUM AGE
MOTION: Irsfeld made motion, LaValle seconded to accept ORDINANCE NO. 145,
AN ORDINANCE AMENDING CHAPTER 150 OF THE HUGO CITY CODE, ENTITLED,
"LIQUOR, BEER & WINES" TO CORRECT THE MINUMUM AGE TO CONFORM TO
MINNESOTA STATE LAW AND TO PRESCRIBE REGULATION OF AFTER-HOURS
USE OF LICENSED PREMISES.
VOTING FOR: LaValle, Irsfeld and Schletty
MOTION CARRIED
ORDINANCE NO. 146 CORRECT MINIMUM AGE
MOTION: Schletty made motion, Irsfeld seconded to accept ORDINANCE NO. 146
AND ORDINANCE AMENDING CHAPTER 190 OF THE HUGO CITY CODE, ENTITLED,
"NON-INTOXICATING MALT LIQUOR" TO CORRECT THE MINIMUM AGE TO COMPLY
WITH MINNESOTA STATE LAW.
VOTING FOR: LaValle, Irsfeld and Schletty

ORDINANCE NO. 147 REGULATE UNREASONABLE ACCELERATION OF MOTORIZED VEHICLES
MOTION: LaValle made motion, Schletty seconded to accept ORDINANCE NO. 147
AN ORDINANCE AMENDING CHAPTER 80 OF THE HUGO CITY CODE, ENTITLED
"MOTOR VEHICLE AND TRAFFIC" TO REGULATE UNREASONABLE ACCELERATION
OF MOTORIZED VEHICLES.
VOTING FOR: LaValle, Irsfeld and Scfletty
MOTION CARRIED
RECONCILLIATION PROCEDURE FOR THE SYSTEM STATEMENT
MOTION: LaValle made motion, Schletty seconded to accept RESOLUTION NO.,
1977-11 A RESOLUTION INITIATING THE RECONCILIATION PROCEDURE FOR 'rich
METROPOLITAN COUNCIL SYSTEM STATEMENT FOR THE CITY OH HUGO, MINNESOTA.
VOTING FOR: LaValle, Irsfeld, and Schletty
MOTION CARRIED
Resolution to be attached to Exhibit A.
RIOPEL MATTER: Attorney Johnson to contact Kuusisto
WHITE BEAR ROD & GUN CLUB - brief submitted to City by attorney.
BAYLESS/LA VALLE - attorney to report at next meeting, September 6.
HORSESHOE LAKE - Rice Creek Watershed and city attorney to present and or conduct
meeting, regarding hearing.
BARTON AGREEMENT
Schletty to negotiate semi-yearly payment versus yearly. City should hold
bond to insure restoration, $10,000.

Special meeting - August 16, to discuss the System Statement.
OPEN SPACE - Meeting of August 15 was attended by Mayor LaValle, Attorney Johnson,
Councilman Irsfeld and two residents in involved area.
Metro Parks and Open Space placed it under advisement and sent back
to the staff for alternatives.
MOTION: LaValle made motion, Irsfeld seconded to adjourn meeting at 10:50 P.M.
