PRESENT: LaValle, Schletty, Spitzer, Vail and Irsfeld
The first department discussed was the City Council and Mayor salaries.
Spitzer made motion to increase the mayors salary to $1200.00. After some discussion
and at which time it was pointed out that the council cannot increase the salaries
while presently serving, they could increase the mayor and coum it for future elected
officials.
MOTION: LaValle made motion, Spitzer seconded to table the proposed salaries
after other department are considered.
VOTING FOR: LaValle, Spitzer, Vail, Schletty, and Irsfeld
MOTION CARRIED
MOTION: Spitzer made motion, LaValle seconded recommending the treasurers
department be set at $1600.00.
VOTING. FOR: LaValle, Spitzer, Vail, Irsfeld and Schletty.
MOTION CARRIED
MOTION: LaValle made motion, Schletty seconded to set the clerks office at $19,555.00
VOTING FOR: LaValle, Spitzer, Vail, Irsfeld and Schletty.

budget at $1800.00.

Total amount levied is $132,000.00 with a mill rate of 12.52.

Plate 35029-2300-1 has been split leaving part of 35029-2300-1 in
Green Acres; the balance of 2300 being combined into 3029-2350.
Mr. Waugh was assessed for Green Acres in 1976 for years, 1975 - $305.66,
1976 - $258.98, and 1977 - $251.20. TOTAL $815.84
This $815.84 should not have been recorded on his tax statement.
The assessment on 2300-1 of $700.37 should have been on 2350-6 of Nick Nitti.
Mr. Waugh has paid lst half of tax for Plate 2300-1 in the amount of •
$884.38, and requests a corrected tax statement concerning the above matters.

Dear Mayor LaValle:
The Levy Limit Review Board met on September 13, 1977 and reviewed the request
of the city of Hugo for a levy limit base adjustment under
Minnesota Laws 1977, Cnapter 423, Article V, Section 5.
The levy limit base per capita for your city was determined to be 442.42 .
The levy base per capita of cities and towns subject to levy limits in your
county was $72.64 and 80 percent of the per capita levy limits in your county
was $58.11 .
THEREFORE, the Levy Limit Review Board approves an increase of$58.838 in the
levy limit base in accordance with Minnesota Statutes 1976, Section 275.52,
Subdivision 4, as amended by Minnesota Laws 1977, Chapter 423, Article V,
Section 5.

SCHEDULE C: Matching Funds Programs
A special levy may be claimed for the minimum required local share of a matching funds program
with the state or federal government or an agency thereof, to the extent of the increase over
the amount levied for such program in 1970 payable 1971. If there was no levy for the matching
fund program in 1970 payable 1971, the entire levy for the minimum required local share for
such program qualifies as a matching fund special levy. For the purpose of this special levy,
the "minimum required local share of a matching funds program" means the amount of local revenue
needed, in addition to the state and federal grants, to complete the program or project or to
provide the services for which the grants are awarded. Thus, the total program or project costs
for a particular matching funds program, minus the state and federal grants invo,ved, may qualify
• a special levy. Any amount levied in excess of the "minimum required local share" will be
nsidered as "excess" and shall be deducted from the property tax levy made in the following
ar. Such deduction may be made from the next year's levy for the same matching funds program,
other matching funds program, another special levy or the levy subject to the overall levy
limitation.
Levies in anticipation of approval of grant applications qualify as special levies, provided •
. that if the grant application is denied or if the minimum required local share approved is less
than the amount levied, the levy for the denied matching fund program or for the amount exceeding
the minimum required local share will be considered as "excess" and shall be a deduction in
determining the governmental subdivision's property tax levy for the following year. In
addition, a special levy may be claimed in reimbursement for amounts borrowed from other funds
of the governmental subdivision and expended on the local share amount of a matching funds
program after 1975, provided that such local share amount has not been levied for previously.
Programs for which there is no specified local share such as State Aid Highway funds under
Minnesota Statutes, Chapter 162, do not qualify for this special levy. The amount of salary
in addition to the federal grant that must be paid to a CETA (Comprehensive Bnployment and
Training Act) employee may qualify as a special levy under this schedule, provided that the
additional amount is required to be paid in order that the salary of the CETA employee will
be equal to the salaries received by non-CETA employees in equivalent positions. The salaries
of employees formerly under CETA programs but no longer being supported by CETA grants cannot
be claimed as a special levy either under this schedule or Schedule B.

a recent annexation or consolidation ordered by the Minnesota Municipal Board. The amount

SCHEDULE P: Unfunded Accrued Liability of Public Pension Funds
A special levy may be claimed for the amounts required by law to be paid to reduce the unfunded
ccrued liability of public pension funds, including interest thereon, in accordance with the
:tuarial standards and guidelines specified in Minnesota Statutes, Sections 69.71 to 69.776
nd 356.215, reduced by 106 percent of the amount levied for that purpose in levy year 1976

The following is a listing of the required employer contributions, by pension fund, which are
considered to be used to reduce the unfunded accrued liability of the pension fund:

improvement bonds in the amount of 35,752.50.
MOTION: Spitzer made motion, Irsfeld seconded to approve RESOLUTION 1977-13.
VOTING FOR: LaValle, Spitzer, Vail, Irsfeld, and Schletty.
MOTION CARRIED
RESOLUTION 1977-14 A resolution certifying the special assessments for the sanitary
sewer, in the amount of x44,948.85.
MOTION: Spitzer made motion, Irsfeld seconded to approve resolution 1977-14.
VOTING FOR: LaValle, Spitzer, Vail, Irsfeld and Schletty.
MOTION CARRIED
RESOLUTION 1977-15 A resolution certifying the delinquent water bills to the county
auditor for col]s.ction, in the amount of $2801.71.
MOTION: Spitzer made motion, Irsfeld seconded to approve resolution 1977-15.

RESOLUTION 1977-16 A resolution certifying special assessment for watermain improvement
project 75-2 in the amount of $667.68.
MOTION: Spitzer made motion, Irsfeld seconded to approve Resolution 1977-16.

RESOLUTION 1977-17 A resolution certifying special assessments for the storm sewer in
the amount of $19,270.92.
MOTION: Spitzer made motion, LaValle seconded to approve Resolution 1977-17.

MOTION CARRIED
RESOLUTION 1977-18 A resolution certifying the annual leve to the county auditor, general
levy $132,000.00, outside limitation $14,812.58.
MOTION: LaValle made motion, Spitzer seconded to approve Resolution 1977-18.
Department heads were instructed to re-do their individual budget reflectingthe budget
proposal for year 1978.
MOTION: LaValle made motion, Spitzer seconded to adjourn the special budget
meetingat 10.12 P.M.
