SPECIAL MEETING OF THE HUGO CITY COUNCIL

The special meeting was called to order by Mayor LaValle at 5:05 P.M.
PRESENT: Mayor LaValle, Spitzer, Vail, Schletty

Representatives from Lino, Metropolitan Council, Ramsey County Open: Space:
Bev McCumber, Opal Petersen, Harvey Karth, Edna Sarner, city clerk, Bob Nethercut,
Bob Schneider, Neil Franey, Elliott Perovich Richard Zalinka
Larry Homberg stated that after the on site viewing, the original regional park plan would
have to be abandoned and considering the suggestions 'by Hugo officials and Lino Lakes
officials, the following modifications were made and presented as a new suggested proposal:
Hugo: Primary use would be a bike path, all other uses were deleted.
Objectives:
1. Construct a separated bike path around Bald Eagle Lake. Separation could be by
marking only.
2. Construction should be coordinated with the new road, when built.
3. Shoreland around the lake that does not have homesites, should be preserved and protected.
4. The existing Ramsey County Open Space and Metropolitan plan will show the deletion of
the acquisition of the homes involved, and the only possible acquisition would be right
of way at north end of the lake where the road narrows.
Lino Lakes:
1. Bike path to continue.
2. Wetlands be preserved and controlled by the city.
3. West of north shoreline of Otter Lake (Bruggerman development) acquisition to be deleted.
4. 27 acres of Bloomquist property to be acquired.
5. Lake surface use regulations be implemented. Lake to remain a natural enviromental
lake.
Patroling the area would be a cooperative venture. If at any time the bike path could
become a problem, the local cities could close it off. Construction of the path would
be dependent on the implementing party. City, County or Metropolitan Open Space
Commission, one or three could control, however it should be agreeable by all.

Lino Lakes questioned the acquisition of the 27 acres. Stated it was good high land,
and a desirable piece. For this reason also, was why the county selected it as it is on
the lake and would serve the use of a campground on the higher section. The extra acreage
would serve as a buffer to separate it from the adjacent development. Most other suggestions
were received well. Hunting will eventually be closed in the near future. The Otter Lake
control maintains itself due to the size of the lake, it in itself discourages high
powered motors. Building on shoreland is controlled by local ordinances as well as the
wetlands. Maintenance of the bike path would also be an item to be considered.
Hugo and Lino Lakes would still like assurance that the proposal is final and no futher
efforts would be made. Perovich stated that they just wanted a link between the regional
parks and that is all, that they would not be back.
Nethercut is to document the proposal and forward the copies to Hugo and Lino Lakes at
which time the cities would review and suggest futher comments.
It was suggested that any engineeting study by either city, should be on a mutual agreement.
Recess was called by LaValle at 6:30.
Attorney Johnson stated that the Shafer trail is scheduled for December 13, 1977. Shafer
has made an offer of 1160,000.00 as final settlement on the contract.
MOTION: Spitzer made motion, Irsfeld seconded, to instruct Attorney Johnson
to contact Shafer and offer $150,000.00 as full settlement.
VOTING FOR: LaValle, Irsfeld, Vail, Schletty, and Spitzer.
MOTION CARRIED
Attorney to report back at next meeting of December 5, 1977.
MOTION: Schletty made motion, LaValle seconded to adjourn meeting at 7:25 P.M.
VOTING FOR: Schletty, Irsfeld, LaValle, Vail and Spitzer.
