The meeting was called to order by Mayor LaValle at 6:01 PM.
PRESENT: LaValle, Irsfeld, and Vail (Spitzer arrived at 6:06 PM)
ABSENT: Schletty
Mayor stated the reason of the meeting was to discuss with the City
Engineer, Howard Kuusisto, the proposed improvement plan in the Bald
Eagle Lake area for sanitary sewer. Mr. Kuusisto color coded a map in-
dicating the proposed sewer area (see file) . The Council discussed with
Mr. Kuusisto the possible changes that should be investigated before
any further action can be taken. Mayor LaValle stated that there is
land north of 121st and 122nd Streets that have been vacated. Howard
Kuusisto will discuss this matter with the City Attorney, Mr. Johnson.
Mr. Vail suggested that the line go through the middle of the Jungblut
subdivision, Lake Estates.
Mr. Kuusisto was instructed to investigate a preliminiary study of feasi-
bility regarding the following:
1 . Any grant money available
2. Water and sewer
3. Surface drainage
4. Streets
MOTION: Spitzer made motion, seconded by Irsfeld, to adjourn at
7:26 PM.
All aye. Motion carried.
AUDIT
The meeting was called to order by Mayor LaValle at 7:35 PM.
PRESENT: LaValle, Spitzer, Irsfeld, and Vail.
The following recommendations were made regarding the clerk's ledger:
1 . The clerk is instructed to rewrite her ledger (check number register).
2. All deposits should be recorded (amount to be listed under source) .
3. All receipts should be voided if not used.
4. Figures should be recorded in corresponding lines.
5. No checks should be handed back. City will reissue check.
6. If a receipt is issued, the check should be deposited.
7. No checks will leave the clerk's office until it is entered in the
ledger.
8. There should be a cancelling entry if there has been an amount
entered.
9. A new procedure for receipting water bills was discussed. The
matter will be reviewed with the clerk.
MOTION: LaValle made motion, seconded by Spitzer, that the general
fund account of the City of Hugo, the Clerk's and Treasurer's
ledgers, was reviewed by the Board of Audit. The Treasures 's
ledger will be signed, and the clerk's ledger is to be
sent back for reconstruction.
VOTING FOR: LaValle, Spitzer, Irsfeld, and Vail.

MOTION: LaValle made motion seconded by Spitzer, that the water
books of the City Clerk and Treasurer be signed after the
review of the Board of Audit.
VOTING FOR: LaValle, Spitzer, Irsfeld, and Vail.
MOTION CARRIED
Discussion on the audit was closed.
The City Council resumed discussion regarding the union negotiations
for the City of Hugo patrolmen.
MOTION: Spitzer made motion, seconded by Irsfeld, to adjourn
at 10:57 PM.
