PRESENT: Spitzer, Schletty, and Vail ABSENT: LaValle and Irsfeld 3.0_ APPROVAL OF MINUTES MOTION: Schletty made motion, seconded by Vail_, to approve the minute of August 21, 1978, after the following change is made: Page 2 (last paragraph) - would cost approximately $30,000 to get ready for the letting ,of bids. Page 3 (5.5 Olinger) - Spitzer stated that he could with the subdivision. VOTING FOR: Spitzer, Schletty, and Vail. Schletty, to approve the Utile. in an amount of $22,521-70. 5.1 Gerald Beach was present with his proposed costs estimate for the disea ed tree program for 1979. The proposed figure was $2,200.00. The five year program will be terminated in 1979, and Mr. Beach stated that oak wilt contra was 60 % effective with the utilized method of control. Spitzer stated that no money was allocated in the 1978 budget for attree planting program. The state would give the city matchingkfunds for the planting. Let the record show that $1,000 should be considered as part of next year's budget for a tree planting program. 2 Steven Parenteau - Sewer Hookup Councilman Vail stated tha Mr. Parenteau had installed the sewer hookup sometime the week of August 28, 1978. The clerk will check on Mr. Parenteau' bond. 5.3 Ronald Granger - Installation of Sanitary Sewer The clerk had spoked to Mr. Granger, and he s ate hat he should have the sewers installed within 3 - 4 weeks. Spitzer stated that he would like to se a written statement from Mr. Granger with an estimate as to when the balance of the hookups would be done. MOTION: Vail made motion, seconded by Schletty, to table the matter currently on the floor. MOTION: Vail made motion, seconded by Schletty, to approve the request of Karl Schoeller to subdivide three acres into two parcels (Lot C being of one acre and Lot A being of two acres). The Police Department is instructed to photograph the Buschmann property on the morning of September 6, 1978. 2. Mr. Buschmann is to be notified that the city is herby ordering the nuisance materials to be removed from his property on September 20, 1978, unless Mr. Buschmann causes them to be removed before that time. 3. If the city removes these materials, they will be held for a period of 30 days, during which time, Mr. Busohmann can reclaim -materials by paying the removal and storage expens and provides for appropriate disposition of the materials. If not reclaimed withing 30 days, the city will dispose of the materials and all net expenses will be assessed agains- Mr. Buschmann's real property. MOTION: Spitzer made motion, seconded by Schletty, to accept the Build. ing Inspector's report. VOTING FOR: Spitzer, Schletty, and Vaal. MOTION CARRIED Fire Chef - No report 6.6 o ce of Mr. Barth presen ed his monthly report. The City Council requests Chief Barth to discuss compliance with the Council's previous directive that the squad car be operated within the city limits unless under unusual circumstances. MOTION: Spitzer made motion, seconded by Schletty, to accept the Police Chidf's report. VOTING FOR: Spitzer, Schletty, and Vail MOTION CARRIED Attorney Mr. Johnson submitted his monthy report. The Flood Plain Ordinance was again discussed. Spitzer officially requested Mr. Johnson to review the ordinance and bring into a form that can be adopted as an amendment to the Zoning Ordinance. Councilman Vail asked that Mr. Johnson get an opinion on the effect of death between retirement from the Fire Department and the age of 50, and a widow's benefits. Mr. Kuusisto is under the direction of the City Council, and is in- to ask for a letter of credit unless other arrangements are made by Grace Development with the City Council. 6.9 Clerk complaint from Mrs. Delmer Strandberg, regarding loss of chickens, on her property, was referred to Mr. Johnson for his review. MOTION: Schletty made motion, seconded by Vail, that the City of Hugo accept the contract from Anderson & Johnson, Inc., for the auditing of the city's books for 1978, and the changing of th city's books to the acrual system for the year 1979. VOTING FOR: Spitzer, Schletty, and Vail MOTION CARRIED clerk stated that Washington County's Planning Department has discussed the possibility of the Planning Advisor Commission's sponsoring a one day mini -planning conference for local government officials and planning comm- issions. Spitzer istructed the clerk to send a letter to Washington County stating that the City of Hugo supports their proposal and will attempt to have a representative at the convention. MOTION: Spitzer made motion, seconded by Schletty, to set a Special Meeting for September 13, 1978, at 5:30 PM, to discuss the budget for 1979. Work should be started by 10/1/78. George Roland should record the amount of gra that is taken o -%t of the pit. 1.0 ORDINANCES AND RESOLUTIONS The Ordinance Committee is working on a draft of a large crowd ordinance. 8.0 UNFINISHED BUSINESS 0 NEW BUSINESS MOTION: Spitzer made motion, seconded by Vail, to approve a properly submitted application for a short term bingo license for St. John the Baptist Church, in the amount of $10.00.
