The meeting was called to order at 7:08 P.M.
PRESENT: LaValle, Schletty, Vail, Spitzer, and Irsfeld
ABSENT: Mone
Mayor LaValle called meeting to order to discuss the administrative duties
of the City Clerks office. Past problems have occurred and the city council
felt firm guide lines should be drawn up and to be followed through by the
clerks office. Central accountability will have to be established so that
information will be easily accessible to the city council. Departments to
have the following reporting procedures:
Police Department -
Any council direction shall be issued in written form by city clerk.
Police reports - schedule should be drawn up and copy given to city
clerk for city files.
Time sheets - all time slips should be clearly stated as to the over-
time, time off, vacation etc.
Utility Department -
Directions by council issued in written form
Fire Department
Directions by council in written form
Report schedule given to clerk for city record
Maintenance Department -
Hourly schedule to be logged by maintenance man
(this log will be used for reference as to which roads
have been worked on
distribution of monies in road budget
how much time is spent in utility department)
Advance schedule to be given to clerk so the city will
know where to locate him
Clerk to see to it that schedule is followed, if not, to
be brought to council attention
Washington County - request county to submit log of work in
progress or completed in the city of Hugo
Building Inspector - Building Permits to be issued by Clerk
Print up check list to confirm the following inspections,
by signature and date
On site inspection
location of building on lot
sewer location
driveway location with/without culvert
well location
Footing inspection
Rough in inspection
Final inspection
Final inspection on driveway
Plumbing Inspector
Rough in inspection
Final inspection
Sewer (what size, where, diameter)
Well (depth and location)
Heating Inspector -
Final inspection
All final inspection slips will serve as claim slips
NOVEMBER 13, 1978
Clerk Office -
Firm up accuracy
Set up good control systems on the new check lists
Consider trial balancing
Further considerations to be determined after the auditor
audits the books.
Make recommendations regarding the ordinances of Hugo
MOTION: LaValle made motion, Spitzer seconded to adjourn meeting
at 10:50 P. M.
VOTING FOR: LaValle, Spitzer, Irsfeld, Vail and Schletty
