HomeMy WebLinkAbout1978.12.11 CC Minutes - Special MeetingDECEMBER 11, 1978 MINUTES OF THE PROCEEDINGS OF THE SPECIAL 285 MEETING OF THE HUGO CITY COUNCIL The meeting was called to order by Mayor LaValle at 7:09 PM. CITY COUNCIL: LaValle, Spitzer, Schletty, and Vail PLANNING COMMISSION: Peloquin, Peltier, and McAllister OTHERS: Charles Johnson, City Attorney, Howard Kuusisto, City Engineer, Bill Schwab, Washington County Planning, and Carl Dale, Planning consultant MOTION: Spitzer made motion, seconded by Schletty, to hire James Wisner as part-time sewer maintenance man to inspect and repair lift stations, at $3QO.00/month, including his vehicle. Mr. Wisner is to obtain the necessary certification that is required by the City of Hugo to maintain the lift stations and attend the schools necessary for certification if they concur with his work schedule. VOTING FOR: LaValle, Spitzer, Schletty and Vail MOTION CARRIED SYSTEMS STATEMENT Mr. Johnson stated that the City of Hugo has appealed their Systems state- ment, and have an indefinite extension on the appeal. The main issue that is still open is the section relating to the Open Space matter (Bald Eagle Lake). The city is waiting on the corrected wording on the Reserve Cap- acity matter. Mayor LaValle felt that no statement was needed for the housing aspect, but Mr. Dale said that we don't have to address.subsidized housing, but housing redevelopment bill will have to be addressed. Mayor LaValle said that the city is at an impass on the Open Space question. The Planning Commission and City. Council will have to decide as to whether we should go ahead with the appeal and resolve the question. Mr. Johnson said that we should look at the proper procedure, and may have to determine that we might have to consider more alternate measures other than the appeal. Mr. Johnson said that Metro has addressed every thing the city has talked about with the exception of Open Space. (Kuusisto arrived at 7:22 PM). LaValle does not feel that negotiating is the solution to the Open Space matter. The last proposal was that the City of Hugo and Lino Lakes would set up the bike trail and the city would have control over it, but Metro Council was completely against this line of action. Vail stated that Ramsey County Open Space was drafting the exact details of what they want for the trail. LaValle did not think this would resolve the Open Space problem. Mr. Dale stated that the city could force the issue by submitting what Hugo wants to see happen, ;and if it is challenged, suspected that legal action is all Metro will listen to. Mr. Schwab stated that Ramsey County Open Space carries alot of weight the Metro Council. If their plan is in concurrence with what the City of Hugo is looking for, they will be the ones approaching Metro for money. LaValle stated that he had a problem with large lots in the city. He felt that the rural and urban situation has to be addressed. It was his feeling that Metro was looking for a density larger than what the city now has. Schwab said that the city should investigate cluster development. For ex- ample an 80A tract., -enter into a contract that describes entire 80A of land. On this land the person is entitled to 8 -2 -JA lots and the 9th lot would have no building rights. This data would be recorded by document at Washington County. The contract would be null and void if water and sewer came through. 2, 86 DECEMBER 11, 1978 At this time, Washington County and Carl Dale are doing inventory work (base map, soils, reverifying vegetation, etc.). They will use the ex- isting plan to work from. Peloquin stated that he had a problem with the Conservancy district. Mr. Dale stated that there was a bill pending that would regulate taxes according to how the land was zoned. If the taxes were held down people would not be pressured to sell their land. The government could end up owning alot of delinquent tax land. The Capital Improvement Program is required by law. Mr. Dale suggested that the city engineer start making a list now projecting improvements to be made within the next five years. Mr. Johnson asked if the grant money was issued to Washington County of the City of Hugo. Mr. Dale stated that the money will be administered through -the county. Schwab said that the agreement for doing the work will be submitted to the city for their approval. Washington County will bill Hugo and pay and pay Carl Dale for his services. Carl Dale and Washington County are acting as contractors to assist Hugo. The grantmoney will cover up to 75% of the cost. In order to obtain addition- al funds, an amended grant appliction will have to be completed. Mr. Dale was not certain that Hugo will need the additional funds. Every- thing required for the Land Planning Act will be included in the agree- ment. Hugo will be responsible for paying the attorney and engineer. The Planning Commission has the authority to set up meetings, but -the City Council should be notified. LaValle would like to have a joint type of arrangement. Schwab stated that Washington County is not accepting the 16.4 acre requirement as suggested by the Metro Council. The Thoroughfare Plan will show thoroughfare roads, and any thing internal will also have to be added. Kuusisto asked if we were allowed to map out state aid roads, and Schwab said those eligible by 1990 -sould be shown. Same as the sewer issue. LaValle asked if there were any provisions if a mistake was made re- garding projected areas of the plan. Schwab said that in three years the city can amend their plan as long as it doesn't change the . Systems Statement. Anything that required A95 review has to go through Metro Council. Their approval would not be required if local money was used. LaValle felt that according to the Land Planning Act, Metro Council would have to approve each subdivision. It would be their way of checking that you meet the plan for density as theyset forth. Schwab and Dale were unaware of this requirement.
