MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL MEETING OF
AUGUST 20, 1979
The meeting was called to order by Mayor LaValle at 7:00 P.M.
PRESENT: LaValle, Schletty and Irsfeld
ABSENT: Spitzer and Vail
3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, seconded by LaValle, to approve the minutes of
August 6, 1979, as submitted.
VOTING FOR: LaValle, Schletty and Irsfeld
MOTION CARRIED
VAIL ARRIVED AT 7:03 P.M.
4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by Schletty, to approve the General
Claims of August 20, 1979, as submitted.
VOTING FOR: LaValle, Schletty, Vail and Irsfeld

MOTION: Irsfeld made motion, seconded.by Vail, to approve the Utility Claims of
August 20, 1979, as submitted.

There will be a meeting at Forest Lake City Hall, August 23, 1979, at 7:30 P.M.,
giving local government officials a chance to meet Mr. Charles Weaver, Chairman of the
Metro Council.
A letter was received from Mr. Weaver, stating there will be a meeting on August 28,
1979, at 7:30 P.M., to discuss Open Space.
MOTION: Irsfeld made motion, seconded by Schletty, to add the Open Space matter
to the agenda for the Special Meeting of the Hugo City Council, August 27,
1979.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Henry Burow - Farm Site Plan
Mr. Burow owns 20 acres at 9021 180th Street North, and is requesting authorization
to construct a 24 x 40 pole barn to be used for machinery storage.

for Henry Burow, .9021 180 th Street, to construct a 24 x 40 pole barn
for machinery storage, as indicated on the Site Plan submitted.

5.2 Howard Moe - Release of Letter of Credit
Mr. Moe has blacktopped at B & H Auto Sales and would like his letter of credit re-
leased.
MOTION: LaValle made motion, seconded by Schletty, to table the request until
a report is received from Howard Kuusisto stating that work was per-
formed as required.

5.3 Joe Gregoire - Renewal of Mobile Home Permit
MOTION: Irsfeld made motion, seconded by Vail, to grant a renewal of the
Mobile Home Permit for Joseph Gregoire, 7600 165th Street North, under
Chapter 40, Article III, Subdivision D, for ninety days.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.4 Lake Sanitation - Garbage License
MOTION: Schletty made motion, seconded by Vail, to grant a license for the
collection of garbage and rubbish in the City of Hugo to Lake Sanitation
for a fee of $50.00, under Chapter 120 of the Hugo City Code.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.5 Woodlake Sanitary Service - Garbage License
MOTION: Vail made motion, seconded. by Schletty, to grant a license for the col-
lection of garbage and rubbish in the City of Hugo to Woodlake Sanitary
Service for a fee of $50.00, under Chapter 120 of the Hugo City Code.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.6 Bellaire Sanitation - Garbage License
MOTION: Irsfeld made motion, seconded by Vail, to grant a license for the
collection of garbage and rubbish in the City of Hugo to Bellaire
Sanitation, for a fee of $50.00, under Chapter 120 of the Hugo City Code.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.7 Tarco of Minnesota - Garbage License
MOTION: Irsfeld made motion, seconded by LaValle, to grant a license for the
' collection of garbage.and rubbish in the City of Hugo to Tarco of Minnesota,
for a fee of $50.00, under Chapter 120 of the Hugo City Code.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.8 Maroney's Service - Garbage License
MOTION: LaValle made motion, seconded. by Schletty, to grant a .license for the
collection of garbage andrubbish in the City of Hugo to Maroney's .
Service, for a fee of $50.00, under Chapter 120 of the Hugo City Code.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.9 St. Hohn the Baptist Church - Non-intoxicating Malt Liquor and Bingo Licenses
MOTION: LaValle made motion, seconded by Irsfeld, to grant a NON-INTOXICATING
MALT LIQUOR AND BINGO LICENSE to St. John the Baptist Church, for a fee
of $20.00.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

5.10 Benson Kennels - Amended Special Use Permit
Benson Kennels provided the City with a new perc test.for the change in location of
the kennel. The perc test was approved by Tom Crever.
MOTION: Irsfeld made motion, seconded by Vail, to approve the Amended Special
Use Permit for. Benson Kennels for the change in building location as
proposed on map fo April 25, 1979.

5.12 Grace Development - Letters of Credit
Grace Development's letters of credit to cover parking lot improvements in the
Industrial Park and sewer extension to Lot 12, Block 1, Valley View Terrace, expire
on September 1, 1979. Howard Kuusisto recommended that a 30 day extension be granted.
MOTION: Irsfeld made motion, seconded by Vail, that the City Clerk contact
Grace Development requesting that they provide a 30 day extension on
their letters of credit. If they are not extended by August 28, 1979,
the Clerk is directed to call on the letters of credit.

5.13 Bald Eagle Sportsman Assn - Extension of hours on 8/25/79
Mr. Art Timm, president of the club, stated that the club was requesting an extension
of 1i hours on August 25, . 1979, so the club could hold their championship shootoff.
Normal closing time is 6:00 P.M. The Special Use Permit was reviewed, and LaValle
stated that there was no provision in the permit to extend the hours on Saturdays.
Attorney Johnson stated that because of the unusual circumstances, a trade -off
could be made by extending the hours on 8/25/79 and requiring a 1i hour earlier
closing on Sunday, August 26, 1979.
MOTION: LaValle made motion, seconded by Irsfeld, that the Bald Eagle
Sportsman Association be allowed to extend its hours on Saturday,
August 25, 1979, for 1i hours in return for 1i hours early closing
on Sunday, August 26, 1979.
VOTING FOR: LaValle, Schletty, Irsfeld and Vail

The City Clerk was directed to inform the Police Department of the change in hours,
and Mr. Timm was instructed to provide a written request for the change in hours.
6.0 ORDINANCES AND RESOLUTIONS
6.1 Ordinance # 61 - Benson Rezoning
LaValle stated that this matter had been approved at the meeting of July 2, 1979.
6.2 Review Draft Ordinance for Site Plan Approval in RB and CB Districts
Attorney Johnson stated that there was no design criteria in the draft. It should
provide for building design, parking requirements, driveway, screening, etc. He
stated that the Ordinance Committee might consider solar access protecting the sur-
rounding property owners.
MOTION: LaValle made motion, seconded by Irsfeld, that Ordinance 320-5 be
referred to the Ordinance Committee with the direction that they
come up with specific criteria, similar to Subdivision L - regulations
for the Industrial District.

7.0 UNFINISHED BUSINESS
7.1 Report on status of MR Tourist Camp
Attorney Johnson was directed to respond to the letter received form Mr. Ramaden,
owner of the tourist camp. Councilmen Irsfeld and Vail stated that they would be
willing to meet with Dr. Dave Olson, the City's Health Inspector, to make an onsite
inspection. Attorney Johnson will keep in touch with Mr. Schneider at the State .
Health Office.
7.2 County Owned Land
Tabled until meeting of September 4, 1979.
5.11 Vern Peloquin - Subdivision (discussion only)
Mr. Peloquin stated that the drainage plan for the Industrial Park has been submitted
to the office of Howard Kuusisto, but no report has been received by the city. Peloquin
asked the City Council for their ruling regarding the construction of roads in the park.
LaValle stated that a Development Contract (staged development) could be worked out
between the developer and the city. Peloquin said that he would like to start con-
struction of Freeland Avenue, from 152nd Street south, this fall. Construction cannot
be started until confirmation is received from Kuusisto's office. Because of the
25' surveying error, Johnson suggested that a special map overlay showing easements
as they prosently exist and what they will show when corrected.
8.0 NEW BUSINESS - No discussion
9.0 CLERK
The Clerk stated that the lease agreement with Mr. Waugh for the rental of his building
will expire on September 30, 1979. Attorney Johnson stated that if there was no change
in the rental fee, a supplemental sheet stating that the agreement would be extended
for a period of one year would be satisfactory. The Clerk will contact Mr. Waugh re-
garding this matter.
The Clerk stated that the Summer Youth Program will expire at the end of this week.
She inquired whether the Council would be interested in hiring Mark Granger for the
balance of the year.
MOTION: Schletty made motion, seconded by Irsfeld, to hire Mark Granger
until December 31 , 1979, for a salary of $5.50/hour.

The City Clerk asked for clarification regarding proof of ownership. LaValle stated that
the Council does not want to deviate form the present requirements for proof of ownership.
The Council discussed the 25' surveying error at the Industrial Park. Johnson stated
that possibly Washington County could resurvey the entire area and replat. LaValle
instructed the City Clerk to notify the affected property owners of the discrepancy
in the survey. Johnson suggested that the City Clerk contact the League of Municipal- L
ities requesting their suggestions to remedy the problem.

The City Clerk was instructed to contact the Burlington Northern Office in Sandstone,
Minnesota, requesting that the crosswalk at 145th Street and Highway 61 be repaired.
MOTION: Irsfeld made motion, seconded by Schletty, to adjourn at 9:37 P.M.
