HomeMy WebLinkAbout1979.10.08 CC Minutes - Special Meeting 11.40 MINUTES OF THE PROCEEDINGS OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL OF OCTOBER 8, 1979 The meeting was called to order by Mayor LaVAlle at 7:05 P.M. The special meeting was .d on a legal holiday in order to assure the presence of a quorum. PRESENT: LaValle, Spitzer, Schletty, Irsfeld and Vail Attorney Charles Johnson was also present POLICE UNION CONTRACT Mr. Larry Evans, present at the meeting, had met with Hugo's Police Officers on October 1 , 1979, and stated that the proposal from the City was rejected. Mr. Evans will submit the union's new proposal in writing. MOTION: Spitzer made motion, seconded by Vail, that Mr. Evans be requested to submit the union's new proposal in writing. Said proposal to be taken under advisement at a Special Meeting on October 22, 1979, at 7:00 P.M. Mr. Evans not invited to attend meeting. Internal discussion only. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Schletty, that the City of Hugo negotiate and enter into a contract with the Washington County Board for 120 hours of police patroling per week for the year 1980. We would consider discussing and negotiating with the county to give every consideration to our existing Police Officers for employment. VOTING FOR: LaValle, Schletty, Irsfeld and Vail VOTING AGAINST: Spitzer MOTION CARRIED CITY BUDGET MOTION: Irsfeld made motion, seconded by Spitzer, that the City increase our levy limitation by $12,000.00 to be dedicated to road maintenance. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adopt RESOLUTION 1979-52, A RESOLUTION CERTIFYING ANNUAL LEVY TO THE COUNTY AUDITOR. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED 141.: OCTOBER 8, 1979 MOTION: Spitzer made motion, seconded by Vail, to adopt RESOLUTION 1979-53, A RESOLUTION CERTIFYING TO THE AUDITOR OF WASHINGTON COUNTY AS TO SPECIAL ASSESSMENTS FOR COLLECTION OF WATER AND SANITARY SEWER BILLS. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Schletty, to adopt RESOLUTION 1979-54, A RESOLUTION THAT THE STORM SEWER ASSESSMENT ROLL AS PRESENTED BY THE CITY CLERK, BE ADOPTED FOR PLACEMENT ON 1980 TAX ROLLS TO THE COUNTY AUDITOR OF WASHINGTON COUNTY, MINNESOTA. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adopt RESOLUTION 1979-55, A RESOLUTION THAT THE SANITARY SEWER ASSESSMENT ROLL AS PRESENTED BY THE CITY CLERK, BE ADOPTED FOR PLACEMENT ON THE 1980 TAX ROLLS TO THE COUNTY AUDITOR OF WASHINGTON COUNTY, MINNESOTA. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adopt RESOLUTION 1979-56, A RESOLUTION CERTIFYING SPECIAL ASSESSMENT FOR WATERMAIN IMPROVEMENT PROJECT #75-2. VOTING FOR: :aVAlle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by LaVAlle, to adopt RESOLUTION 1979-57, A RESOLUTION FOR RETIREMENT OF PRINCIPAL AND INTEREST ON WATERWORKS IMPROVEMENT BONDS IN THE AMOUNT OF $5,322.50. VOTING FOR: LaVAlle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adopt RESOLUTION 1979-58, A RESOLUTION CERTIFYING SPECIAL ASSESSMENT FOR WATERMAIN LOOP ENCLOSURE ON 148th STREET. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld and Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adjourn at 9:05 P.M.
