Meeting of December 3, 1979
The meeting was called to order by Acting Mayor Spitzer at 7:02 PM.

3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of
November 19, 1979 as submitted.

November 27, 1979 as submitted.

4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by Schletty, to approve the General Claims
for December 3, 1979 as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Ernest Hengel - Variance and Minor Subdivision
Mr. Hengel is requesting to divide a 20 acre parcel into two 10 acre parcels as indi-
cated on the submitted Certificate of Survey. Each lot is 10 acres, but the easterly
lot has only 256.75' frontage. Because the division meets the Zoning requirements,
Land Division approval is all that would be required along with a variance for
the 256.75' lot width.
MOTION: Spitzer made motion, seconded by Schletty, that Mr. Ernest Hengel be granted
a Variance from Chapter 290-9, Subd G & K, in the matter of the 20 acre
parcel described as the Ei of the NW2 of the NE4 of Section 22, T31N,
R21W, Washington County, Minnesota, to permit the easterly tract to be
divided with a frontage of 256.75' , and the parcel to be divided into
two 10 acre parcels in accordance with the Certificate of Survey on file.

5.3 Letter of Credit - Grace Development (parking lot)
Engineer Kuusisto stated that the parking lot in the Bald Eagle Industrial Park
has been staked, and the project is ready to go on December 5, 1979. He recommended
that the letter of credit be extended.
MOTION: Irsfeld made motion, seconded by Vail, to extend the Letter of Credit
Of Grace Development for the parking lot in the Bald Eagle Industrial
Park until January 5, 1980.

to contact Grace Development requesting them to obtain an extension
on their Letter of Credit for the parking lot throught1/8/80.

MOTION: Irsfeld made motion, seconded by Schletty, to grant an ON SALE

FARM, 9491 152nd Street North, in the amount of $10.00.

INTOXICATING LIQUOR LICENSE, CIGARETTE LICENSE AND A SOFT DRINK

of $32.00.

MOTION: Spitzer made motion, seconded by Schletty, that in accordance with
Chapter 190-7, Subd B, licenses in effect for Paul's Pizza, at 14145
Forest Blvd, be transferred to 14849 Forest Blvd, as of the date of
his move, to the end of the year, unless owner objects.

that they have received a liquor license application from Stanley
Lynn, and that the city will consider applications in the order that

MOTION: Schletty made motion, seconded by Vail, to appoint Beverly Burr, 5801
147th Street, to serve on the Ordinance Committee.

MOTION Irsfeld made motion, seconded by Schletty, that the acting Mayor, Dan
Spitzer and the City Cleric, be directed to sign the agreement with Rice
Creek Watershed.

for December 10, 1979, at 7:00 PM, for the purpose of discussing

Attorney Johnson stated the various costs incurred for easements and replacing of
fencing and shrubs for the Bridge Replacement Program.
MOTION Irsfeld made motion, seconded by Vail, that the Mayor and City Clerk be
authorized to sign easements, and to pay easements and fencing fees and
tree and shrub replacements in the amount of $3,002.00, for the Bridge
Replacement Program.
VOTING FOR: Spitzer, Schietty, Irsfeld and Vail

Attorney Johnson will contact Washington County regarding the Bridge Replacement
Program to provide the city with the option to reject the bids if necessary.
MOTION: Spitzer made motion, seconded by Schletty, that the John Norton Special
Use Permit be laid over to December 17, 1979. If Mr. Norton wishes
to pursue the matter, is to contact the City Clerk.

6.8 Engineer
Mr. Kuusisto submitted his monthly report. Kuusisto discussed the three lots on 8A and
Goodview Avenue. Lot 2 cannot be released as yet. Kuusisto suggested that as a
possible alternative to pumping to Lot 2, the Bramstedt's bring their lot up to the
required elevations and let that set. This would keep the lots separate.
6.9 Clerk
MOTION: Spitzer made motion, seconded by Schietty, that the City Clerk be directed
to contact the buyers of the Gerald Ensign property, to try and resolve
the issue of hookup to the sanitary sewer.

appointment of James Fure as acting Police Chief, effective 11/26/79.

The clerk's office has been contacted by the United Power Association regarding the
installation of power lines within the city. Mrs. Theodora Peltier, Chairwoman of
the Ordinance Committee, is to be contacted to draft an Utility Franchise Ordinance.
The clerk was instructed to notify the UPA that the city would like to have them
appear at a City Council meeting to explain what is to take place in the city.

to apply for Special Grant Money to retype the Codebook.
