MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
MEETING OF February 19, 1980
The meeting was called to order by Acting Chairman Dan Spitzer
at 7:05 P.M.
PRESENT: Spitzer, Schletty,
ABSENT: Irsfeld, LaValle and Vail
Chairman Spitzer suggested that since the Council lacked a quorum
at this meeting, the members present would review the Agenda, make
recommendatians where they could, and act upon those recommendations
at the next meeting, March 3, 1980.
3 .0 APPROVAL OF MINUTES
The minutes were reviewed. The wording of the motion on page 4 -
Agenda 6.5 was changed to read "hurst" tool instead of "hearse"
tool. Schletty made a motion, seconded by Spitzer to accept the
minutes of February 4, 1980 after this correction had been noted.

4.0 APPROVAL OF CLAIMS - No discussion
5.0 PETITIONS? REQUESTS? COMMUNICATIONS AND LICENSES
5.1 Greg Stankey - Renewal of Mobile Home Permit tabled until next
meeting.
5 .2 Joseph Gregoire - Renewal of Mobile Home Permit. Mr. Gregoire
was present to sign this renewal, but was asked to be at the next
meeting because of a lack of a quorum at this meeting.
Safeway House Movers - Amended Special Use Permit and Mobile
Home Permit tabled until next meeting.
5.4 James Husnik - Site Plan Approval tabled until next meeting.
6.0 ORDINANCES AND RESOLUTIONS
6.1 Nudity Ordinance - No discussion'
7.0 UNFINISHED BUSINESS
7.1 MARY LYSNE - Unpaid Building Permit tabled until next meeting
7.2 Police Union Contract - Briefly reviewed by City Attorney and
Council. Johnson was asked to devise a revised contract and have it
ready by the next meeting, and to have a copy submitted to the
Committee beforehand.

8.0 NEW BUSINESS
8.1 Charles Johnson, City Attorneyj. reported that he had attended
a Land Planning Meeting and would be working with Washington County
on this.
8.2 Gordon Beulke Beulke Insurance Agency, presented Jim Hubinger
to the Council as a representative of his Agency who will be working
with the City of Hugo. He reported that his Agency had moved to
14491 North Forest Blvd. The City of Hugo will be included in a
coverage with other Municipalities and will be a part of a 25% profit
Sharing program. There will be an approximate 18 months wait before
any dividend can be assessed. He also reported that he is working on
a claim against the City by the representative of the boy who had
been hit by a train.
8.3 Jerry Novy - 12922 Irish Ave. , Hugo, MN, had sent a letter to the
Council registering a complaint against a neighbor who is using his
pole barn as an Auto-Body Shop. Said neighbor has also constructed
a new road to this shop. Mr. Novy contends that this is a misuse
of his permit for a pole barn. Permit says "horses and hay" . An
investigation will be made and Mr. Novy is requested to be at the
next meeting.
8.4 Howard Kuusisto - City Engineer had met with the owner of Mr. T
Trailer Park. Said owner wants to do some remodeling of his park.
Plans will be reviewed by the Health Department and the City Engineer's
Office and then presented to the Council for approval.
9.0 The Clerk noted that the checks being held for easement would
be voided after 60 days, and that this time would be up on March 6th.
The Attorney and the Clerk will check on this before the next meeting.
9.1 Linda Mireault had contacted the City Office requesting informa-
tion on sewer hookup.
10.0 Chairman Spitzer asked attending visitors if they had anything
to add or report. None stated.
11 .0 Schletty moved to adjourn. Spitzer seconded. Meeting adjourned
at 7:50 P.M.
