MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
MEETING OF March 3, 1980
The meeting was called to order by Mayor LaValle at 7:00 P.M.
PRESENT: LaValle, Spitzer, Schletty, Irsfeld, Vail
3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, seconded by Spitzer, to approve
the minutes of February 4, 1980, after the following
changes have been made:
Page 4 (Item 6.5) - Fire Department provided money to
purchase a Hurst Tool. They would like to donate their
portion of the grant to White Bear Lake

4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by Spitzer, to approve
the General Calims of March 3, 1980, as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Greg Stankey — Renew of Mobile Home Permit
MOTION: Spitzer made motion, seconded by LaValle, to grant
a renewal of the Mobile Home Permit for Greg Stankey,
17385 Forest Blvd. , under Chapter 40, Article III,
Subdivision B, for a period of 90 days.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail

5.2 Joseph Gregoire — Renew of Mobile Home Permit (annual review)
Mrs. Gregoire was present and stated that there was no change in the
requirements for the mobile home.
MOTION: Irsfeld made motion, seconded by LaValle, to grant a
renewal of the Mobile Home Permit for Joseph Gregoire,
• 7600 165th Street North, under Chapter 40, Article III,
Subdivision D, for a period of 90 days.

5 .3 Safeway House Movers — Amended Special Use Permit and Mobile
Home Permit
Safeway now has five buildings on their property with plans for more
permanent structures.
MOTION: LaValle made motion, seconded by Schletty, to approve the
Amended Special Use Permit and Mobile Home Permit for Safeway House
Movers 'subject' to the following:
Include buildings one throught five, and the proposed buildings
6, 7, 8, and 9 not to exceed the square footages as indicated.
Each building may be built to a lesser square footage. If any
of the proposed buildings exceed square footages as indicated,
another Amended Special Use Permit will be required. The Mobile
Home for Watchman Quarters to be included at the site indicated,
not to exceed 400 sq. ft.
MOTION WITHDRAWN
A public hearing will have to be held before a Mobile Home Permit can
be issued.

Amended Special Use Permit for Safeway House Movers to
allow for watchman quarters.

MOTION: Spitzer made motion, seconded by Schletty, that permission
for the additional cold storage buildings be rejected, and
Mr. Sempel be requested to appear before the City Council
at their meeting of 3/17/80.

5 .5 Oneka Hill Farm - Liquor License
Mr. Lynn, Stan's Withrow Junction, has an outstanding application for
the last On Sale Liquor License. He was given until March 3, 1980, in
which to obtain a Building Permit. Because of the new Site Plan re-
quirements, Mr. Lynn has asked for a 90 day extension in order to get
the necessary material for Site Plan approval. Oneka Hill Farms is
second in line for the outstanding liquor license. Mr. Lynn stated
that when the frost leaves the ground, a perc test will be taken and
submitted to the City Engineer and Building Inspectors Sor their review.
MOTION: LaValle made motion, seconded by Spitzer, that the City
of Hugo grant a 90 day extension to Stanley Lynn to
provide time for him to obtain a valid Building Permit
or Mr. Lynn's priority will be abandoned.

5 .6 Bruce Myhre - Special Use Permit Violation
The city has received a complaint from Mr. Jerry Novy, 12966 Irish
Avenue, regarding body work being performed at the residence of Bruce
Myhre, 12922 Irish Avenue. Mr. Myhre has a Special Use Permit for his
pole barn allowing for personal storage only. Officer Fure has inspected
the area and found two cars that were covered and appeared to have
been recently painted. Spitzer stated that there also appears to be
an unapproved driveway on the property.
MOTION: Irsfeld made motion, seconded by Schletty, that the
City Clerk be directed to contact Bruce Myhre regarding
the complaint against him and requesting that he appear
at the City Council meeting of 3/17/80.

Building Inspector to make a written report after inspecting
the property of Bruce Myhre.

5.8 Late Sewer Hookups
The Gerald Ensign property has been hooked up to the sewer. The
Mireault and Hjelmhaug property are the only two not hooked up to
City sewer.
MOTION: Irsfeld made motion, seconded by Spitzer, that Ms. Mireault
and Mr. Hjelmhaug to provide the city with a signed con-
tract with a bonded sewer installer by the City Council
meeting of 3/17/80. Contract should state that the
property will be hooked up to city sewer by June 1 ,1980.

5.9 Grace Development - Minor Subdivision
Metro Steel is interested in purchasing approximately 4 acres in the
Bald Eagle Industrial Park. The drainage plan has been reviewed by
the City Engineer but is only an interim measure until the whole
park is developed. Metro Steel has agreed to pay for one half of
the cost of upgrading Farnham Avenue to an approved gravel street.
Attorney Johnson stated that Metro Steel would have to replat their
property before they could construct another building on the property.
MOTION: LaValle made motion, seconded by Spitzer, to approve
the Minor Subdivision for Grace Development for Parcel
A on the Certificate of Survey dated March 3, 1980.
Parcel B is to be reserved for future extension of
Farnham Avenue North. An agreement showing future road
construction costs between Grace Development and Metro
Steel be recorded as a covenant.

the $25.00 Site Plan Approval fee to Metro Steel.

5.4 James Husnik -- Site Plan Approval
MOTION: Irsfeld made motion, seconded by LaValle, to approve
the Site Plan for James Husnik for Building C, Block 4,
Lot 3, in the Peloquin Industrial Park, as submitted.
VOTING FOR: LaValle, Schletty, Irsfeld, Vail
VOTING AGAINST: Spitzer

6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee
MOTION: Spitzer made motion, seconded by Irsfeld, to adopt
RESOLUTION 1980-64, A RESOLUTION ESTABLISHING A FEE FOR
THE GAMBLING LICENSE AT $25.00.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail
MOTION CARRIED
Mike McAllister asked the City Council if they have the authority to
waive the $10,000.00 bond requirement for a Gambling License. After
review of the State Statutes by the City Attorney, it was determined
that the City Council has the authority to waive the bond requirement
with a 5-0 vote.
MOTION: Schletty made motion, seconded by Vail, to adopt
ORDINANCE 172, AN ORDINANCE REGULATING ENTERTAINMENT IN
PREMISES LICENSED TO SELL INTOXICATING LIQUORS .

VOTING AGAINST: Spitzer

6.2 Planning Commission
The City Council concurred with the Planning Commission in their
decision to accept concept approval where a certificate of survey
is required to eliminate a possible unnecessary cost to applicants.
6.3 Water Superintendent - No report
6.4 Building Inspector
Mr. Crever submitted his monthly report.
6.5 Fire Chief

the Fire Chief to purchase two only 4i' coupler connect—
ion not to exceed $160.00.

6.6 Police Chief
Officer Pure was instructed to make arrangements to have the necessary
repairs needed for the squad.
6.7 Attorne/
Mr. Johnson submitted his monthly report. Mr. Johnosn was instructed
to draft a letter to Metro Council (Open Space Commission) to set up
a meeting with Metro, Lino Lakes and Hugo to try and get the Open Space
matter resolved.
6.8 Engineer
Mr. Kuusisto submitted his monthly report.
MOTION: Spitzer made motion, seconded by Schletty, that the City
Clerk be directed to write a letter to Washington County
Commissioner Otto stating that the City of Hugo feels
that the rumble strips on County Road 4 and Highway 61
are beneficial and should not be removed.

Peter Kluegel as the City' s Plumbing Inspector.

Clerk be authorized to sign the Data Privacy Act.

MOTION: LaValle made motion, seconded by Spitzer, that the City
Clerk respond to the Lions Club that they have the City's
permission to use the City property and the City Hall for
the annual Good Neighbor Days designated as June 6, 7,
and 8, 1980.

Peltier be notified that working sessions for the
Ordinance Committee may be held at places other than the
City Hall with due regard for the requirement that any
recommending sessions must be held in the City Hall
open to the public.

the City Clerk to purchase a typewriter-stand and chair
in an amount of 1,3141 .75 .

the Ordinance Committee to advertise for new members.

Saathoff as a CETA employee under the Special Project
to retype the Codebook at $3.50/hour to be reimbursed

the meeting past 11 :00 P.M.

8.0 UNFINISHED BUSINESS
8.1 Mary Lysne - Unpaid Building
Ms. Lysne has not paid for her Building Permit for construction of a
pole barn. Her property lies in the Agricultura:district ( 5 acres
in size ) . . Mr. Crever stated that the barn would be used for unrelated
agriculture activities. Councilman Irsfeld will contact Ms. Lysne to
try and resolve the problem.

8.2 Police Union Contract
MOTION: Spitzer made motion, seconded by Irsfeld, the City of
Hugo adopt the Union Contract proposal with the Teamsters
Union representing the Police Department. Attorney
Johnson is directed to cast the final contract line.

City Clerk be directed to place the matter of the
Police Contracts on the agenda for the meeting of

8.3 Land Planning Contract
Attorney Johnson has forwarded a revised contract to Mr. Lockyear
at Washington County Planning for his review.
10.0 MISCELLANEOUS
MOTION: LaValle made motion, seconded by Spitzer, authorizing
the Maintenance Department to purchase 8 tires for the
city's truck in the amount of $566.00.

at 11 .32 P.M.
