PRESENT: LaValle, Schletty, Irsfeld, Vail ABSENT: Spitzer 3.0 APPROVAL OF MINUTES MOTION: Irsfeld made motion, seconded by Schletty, to approve the minutes of March 3, 1980, as submitted. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Irsfeld made motion, seconded by Schletty, to approve the General Claims for March 17, 1980, as presented. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Vail made motion, seconded by Irsfeld, to approve the Utility Claims for March 17, 1980, as presented. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 5 .0 PETITIONS. REQUESTS . COMMUNICATIONS & LICENSES and - 5 .3 H;j e ln�hau Mireault ul t Lat e Sewer Hookups Mrs. Mireault submitted a cost estimate to have her property hooked to the City's sanitary sewer. Mr. H j elnihaug stated that Mr. Primo will be inspecting his property on 3/19/80 to determine a cost. MOTION: LaValle made motion, seconded by Irsfeld, that Mrs. Mireault and Mr. H j elmhaug are to provide the city with a signed contract from a licenced and bonded sewer installer by April 7, 1980. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 5.5 James Brevig - Rezoning MOTION: Irsfeld made motion, seconded by Schletty, to table the James Brevig application for rezoning until the meeting of April 7, 1980. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED Page 35 MARCH 17, 1980 5 .4 Myron Walsted Ms. Joan Harvey, realtor for the property owner, was present, and stated that she was involved in the sale of a 9.9 acre parcel, and no more land was available. The road easement was included in the survey. Mr. Walsted provided the city with a letter giving Ms. Harvey authorization to sign the application for the Variance. Proof-of- ownership was also submitted. MOTION: Irsfeld made motion, seconded by Schletty, to approve the Variance request of Myron Walsted to sell a 9.9 acre parcel in the Agricultural zone. Ms. Joan Harvey given authorization form Mr. Waisted to sign the appli- cation. The reason being there is no more land available. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 5.2 Bruce Myhre - Possible violation of SUP The City had received a complaint form Mr. Gerald Novy stating that Mr. Myhre was operating a body shop in his pole building. Mr. Myhre denied the complaint. The Building Inspector had submitted a report and from his inspection, it appeared that there was not extensive body work being done in the pole barn. The second driveway on the property may require a culvert if it is approved. Mr. Novy objected to the lights of cars shining in his windows in the late evening hours. He also felt there could be a problem in the summer with spray painting. . Myhre stated that he has done painting of cars for friends and relatives. Mayor LaValle said that he would make an inspection of the problem and try to clarify the matter. MOTION: LaValle made motion, seconded by Schletty, to table this matter until the meeting of April 21 , 1980. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 5.1 Safeway House Movers - Discussion of Proposed Site Plan Mrs. Sempel was present and thought the city required the overall plan for the future in order to prevent a need for an Amended Special Use Permit every time they wanted to get a Building Permit for a cold storage building. The buildings would be used to store steel timbers and keep things under cover. LaValle felt that the city would rather give approval on each individual building. Irsfeld felt if the Site Plan was approved, an Amended Special Use Permit should not be required for the additional four buildings. Their Site Plan calls for a total of nine buildings. Page 36 MARCH 17, 1980 Safeway House Movers - Continued MOTION: Schletty made motion for approval of the long range Site Plan for Safeway House Movers according to plans submitted. Permits for individual buildings not to be included. Schletty withdrew his motion. MOTION: Irsfeld made motion, seconded by Schletty, to approve the Amended Special Use Permit for Safeway House Movers to include an additional four (4) cold storage buildings, the total not to exceed nine (9) as indicated on the Site Plan presented. Buildings to be placed in the location indicated and the size not to exceed square footages as submitted. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Irsfeld made motion, seconded by Vail, to set a public hearing for April 7, 1980, at 7: 15 PM, to consider the request of Safeway House Movers for a Mobile Home Permit . Trailer to be used for Watchman' s Quarters. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED MISCELLANEOUS Mr. Stachowiak, 12834 Irish Avenue, stated that he was having problems with his septic system and wondered what could be done to alleviate the problem. The City Clerk was directed to have the Plumbing Inspector contact Mr. Stachwiak to try and resolve the problem. 6.0 ORDINANCES AND RESULUTIONS MOTION: Irsfeld made motion, seconded by Vail, to adopt RESOLUTION 1980-65, A RESOLUTION SETTING THE DRIVEWAY PERMIT FEE AT 825 .00. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 7.0 UNFINISHED BUSINESS 7.1 Police Union Contracts Attorney submitted the final contract to the Teamsters Union, and the City is now awaiting comments from the Union Representative, Mr. Evans. Page 37 MARCH 17, 1980 COUNTY PLANNING CONTRACT Mr. Lockyear, Washington County Planner, has talked with Ramsey County Open Space Commission and they are willing to take another look at the Bald Eagle acquistion for the park system. MOTION: LaValle made motion, seconded by Vail, to approve the agreement between the City of Hugo and the Washington County Planning Department for local planning assistance. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED 9.0 CLERK MOTION: Schletty made motion, seconded by Irsfeld, that the City of Hugo make application for three (3) youths for Summer Youth Program. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Irsfeld, to appoint Debbie Sanders to serve on the Ordinance Committee. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION. CARRIED The Planning Commission requested that they be allowed to accept a current tax statement as proof-of-ownership when an application is received for the construction of a pole barn or an accessory building. When a SUP is needed, a title opinion would be required per the attorney. MOTION: Irsfeld made motion, seconded by Vail, that the City Council does not require proof-of-ownership for the construction of a pole barn or accessory building as long as the building meets the requirements for square . footage. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED Councilman Vail stated that there is money available for the install- ation of railroad signals. MOTION: LaValle made motion, seconded by Schletty, that the City Clerk be directed to contact Washington County for the possible installation of railroad signals at 120th Street in the City of Hugo and gates for 145th Street. VOTING FOR: LaValle, Schletty, Irsfeld, Vail MOTION CARRIED Page 38 MARCH 17, 1980 The Mayor received a letter from the Fire Department stating that because of the shortage of manpower on the Fire Department during the daytime hours, they request that Carol Ann Williams and Marie Connors be authorized to operate the base radio during these hours. MOTION: LaValle made motion, seconded by Schletty, approving the request of the Fire Department to have Carol Williams and Marie Connors operate the base radio during the daytime hours. VOTING FOR: LaValle, Schletty, Irsfeld, and Vail MOTION CARRIED MOTION: Irsfeld made motion, seconded by Vail, to adjourn the meeting at 9:20 PM. All aye. Motion Carried. ( , / jkl) Caro . A.
