MUNUTES OF THE PROCEEDINGS OF THE
HUGO CITY COUNCIL MEETING OF April 21 , 1980
The Meeting was called to order by Mayor LaValle at 7:07 PM.
PRESENT: LaValle, Spitzer, Vail
ABSENT: Schletty and. Irsfeld
3.0 APPROVAL OF MINUTES
MOTION: Vail made motion, seconded by Spitzer, to approve
the Minutes of April 7, 1980, as submitted.
VOTING FOR: LaValle, Spitzer, Vail
MOTION CARRIED
4.0 APPROVAL OF CLAIMS
MOTION: Spitzer made motion, seconded by Vail, to approve the
General Claims for April 21 , 1980, as submitted.
VOTING FOR: LaValle, Spitzer, Vail

MOTION: Spitzer made motion, seconded by Vail, to approve the
Utility Claims for April 21 , 1980, as submitted.

5 .0 PETITIONS, REQUESTS, COMMUNICATIONS AND LICENSES
5 .1 James Warnecke - Extension of time for obtaining Building Permit
Mr. Warnecke has until May 1 , 1980, inwhich to obtain his Building
Permit, but he stated he would not have the necessary papers from
his contractor by that time . The Building Inspector has received
the application for the permits necessary. Mr. Warnecke' s Letter of
Credit does not expire until July 1 , 1980.
MOTION: Spitzer made motion, seconded by Vail, to extend the
deadline to obtain Mr. Warnecke's Building Permit to
June 1 , 1980.
VOTING FOR: LaValle, Spitzer, Vail

Acting Police Chief Fure was present and requested that Officer Mike
Gibbs be hired by the city, on a part-time basis, to help alleviate
the existing hours .being absorbed by Washington County. Mr. Pure
stated that Gibbs is a certified full-time officer and meets with
all necessary requirements.

MOTION: Spitzer made motion, seconded by Vail, that Acting
Police Chief Fure be given authorization to place Mr.
Mike Gibbs on the force to work on as a fully certi-
fied officer, for less than 20 hours per week at a
scale of :r0 .00/hour.
VOTING FOR: Spitzer and Vail
VOTING AGAINST: LaValle

5.2 DANIEL FORD - SITE PLAN APPROVAL AND VARIANCE
Mr. Ford, 12424 Goodview Avenue, is requesting authorization to con-
struct a 20 x 24 utility shed. The barn would be located 15 ' from
the property line and closer to the road than the principal building.
MOTION: Vail made motion, seconded by Spitzer, to grant a
Variance to Mr. Daniel Ford, 12424 Goodview Avenue,
to construct a 20 x 24 utility shed 15 ' from the
property line and in front of the primary building.
The barn is to be used for personal use and not for
commercial consideration.
VOTING FOR: LaValle, Spitzer, Vail

Site Plan Approval to Daniel Ford, 12424 Goodview
Avenue, to construct a 20 x 24 utility shed according
to Site Plan submitted.

5.3 GERALD GULLICKSON - SITE PLAN APPROVAL
Mr. Gullickson is requesting authorization to construct a 32 x 40 pole
barn. An additional Driveway Permit will be required.
MOTION: Spitzer made motion, seconded by Vail, to grant Site Plan
Approval to Gerald Gullickson, 6571 177th Street, to
construct a 32 x 40 pole barn according to Site Plan
submitted, with the stipulation that the driveway be a
minimum of 15 ' from the easterly property line and the
barn to be used for personal storage and not commercial
consideration.

5 .4 David Kirk - Site Plan Approval
Mr. Kirk, 14359 Hyde Avenue, is requesting authorization to construct
a 32 x 40 pole barn. An additional Driveway Permit will be required.
NOTION: Vail made motion, seconded by Spitzer, to grant Site
Plan Approval to David Kirk, 14359 Hyde Avenue, to
construct a 32 x 40 pole barn either parallel or
behind the primary building. Barn to be used for
personal storage and not for commercial consideration.

5.5 Steven Arhip - Site Plan Approval
Mr. Arhip, 5261 165th Street, is requesting authorization to construct
a 30 x 45 pole barn.
MOTION: Spitzer made motion, seconded by Vail, to grant Site
Plan Approval to Steven Arhip, 5261 165th Street, to
constuct a 30 x 45 pole barn either parallel or behind
the primary building. If required, additional Driveway
Permit to be obtained.
VOTING FOR: LaValle, Spitzer, Vail
NOTION CARRIED
5.7 Bruce Myhre - Complaint
Mayor LaValle and Councilman Schletty checked into the operation, and
LaValle stated that he would like more time to look further into the
allegations. They will review the matter off and on for the next
60 days.
MOTION: Spitzer made motion, seconded by Vail, to table the
Myhre complaint until June 16, 1980.
VOTING FOR: LaValle, Spitzer, Vail

5.6 Vern Peloquin - Release of Letter of Credit (Freeland Ave. )
Engineer Kuusisto will be making his annual road inspection within
the next few weeks, and will consider the release after the inspection
has been- made.
MOTION: LaValle made motion, seconded by Spitzer, to table this
matter until the meeting of May 5, 1980.

5.8 Bald Eagle Sportsman Association - Annual Review of SUP
MOTION: Spitzer made motion, seconded by Vail, that the Bald
Eagle Sportsman Association be granted permission to
extend their hours of operation on August 23, 1980,
until 8:00 PM in exchange for a closing on August 24,
1980, at 4:00 PM. All other conditions of the Special
Use Permit will stand as approved previously.

5 .9 Darrell Tavenier - On Sale Non-Intoxicating Malt Liquor, Off-Sale
Non-Intoxicating Malt Liquor, Cigarette and Soft Drink Licenses
Mr. Tavenier was present, and stated that the On-Sale Non-Intoxicating
Liquor License was being applied for in case some one would like to
have a beer on the premises. He stated that it was not his intent to
have a bar.
MOTION: LaValle made motion, seconded by Vail, to grant the
following licenses to Darrell Tavenier, 4444 129th Street:
On-Sale Non-Intoxicating Malt Liquor, Off-Sale Non-Intoxi-
cating Malt Liquor, Cigarette and Soft Drink, in the
amount of i;128.00.
VOTING FOR: LaValle, Spitzer, Vail

5 .10 Alex Zaluckyj - Land Division and Variance
Mr. Zaluckyj submitted a Certificate of Survey as previously requested
for the division of 40A into two 20 acre lots.
MOTION: Spitzer made motion, seconded by LaValle, to grant a
Variance to Theodore Schtowchan to permit the division
of parcels as described on the Certificate of Survey
leaving parcel "B" with a road of frontage of approximately
200' .

8.0 NEW BUSINESS
MOTION: Spitzer made motion, seconded by LaValle, to grant the
Hugo Lions Club Licenses to be used in conjunction with
their Good Neighbor Days to be held June 6, 7, 8, 1980:
On-Sale Non-Intoxicating Malt Liquor and Soft Drink in
the amount of $40.00, also a Gambling License in the
amount of 325 .00.
VOTING FOR: LaValle, Spitzer, Vail
MOTION CARRIED
Mike McAllister, representative for the Lions Club, requested use of
the City's grounds for Good Neighbor Days - June 3rd through June 10th,
1980, provided that the Lions Club submit to the city evidence of insur-
ance under the Dram Shop Act and public liability, and further the
Lions Club agrees to hold the City of Hugo harmless in any legal matters
arising from the above use.
VOTING FOR: LaValle and Spitzer
VOTING AGAINST : Vail
MOTION CARRIED
Councilman Vail will work with the Lions Club to determine if it would
be feasible to hold the Hugo Slow Pitch Tournament in conjunction with
Good Neighbor Days.
9.0 CLERK
The City received a letter from Marlowe Lindau requesting the installa-
tion of a street light at the intersection of Foxhill and Egg Lake Road.
MOTION: LaValle made motion, seconded by Vail, that the request
be forwarded to Councilman Schletty. He is requested
to make a report to the City Council.
VOTING FOR: LaValle, Spitzer, Vail
MOTION CARRIED
MOTION: LaValle made motion, seconded by Spitzer, that the City
enter into a contract with Blaine Midway All Pets, Inc. ,
for dog pickup service, provided the contract corresponds
with the City Ordinance in regard to time.

Assessment Hearing for the Watermain Project on
8A for May 19, 1980, at 6: 30 PM.

at 8: 53 PM.
