PRESENT: LaValle, Spitzer, Schletty, Irsfeld, Vail 3.0 APPROVAL OF MINUTES MOTION: Vail made motion, seconded by LaValle, to approve the minutes of April 21 , 1980, after the following addition has been made: Page 5 (Hugo Lions Club) — a license for gambling was also approved VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Vail, to approve the minutes of the Special Meeting of April 22, 1980, as submitted. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Irsfeld made motion, seconded by Vail, to approve the General Claims for May 5, 1980, as submitted. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 5 .0 PETITIONS, REQUESTS COMMUNICATIONS & LICENSES Mr. Gene LaCasse was requested to appear before the City Council to explain the excavation taking place on his property lying west of the Old Village Hall. A 250' long, 80' wide and 10' deep pit has been dug to be used for storage of cattle feed (cooked potatoes) . At this time, the pit is not being utilized. The feed might be transported to North Branch or Shakopee . Before putting the lot into operation, Mr. LaCasse is to check with the City regarding requirements for feed lots. 5.1 Vern Peloquin — Release of Letter of Credit MOTION: LaValle made motion, seconded by Irsfeld, to table the matter until the meeting of May 19, 1980. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Page 54 May 5, 1980 5 .2 Zimco 'Wood — Annual Review of Special Use Permit The Planning Commission recommended that the Special Use Permit be continued with all conditions as previously stated. Mayor LaValle suggested that Mr. Zimmerman be contacted requesting that he have the 24 x 24 garage resided because more than likely it will remain a permanent structure. MOTION: Spitzer made motion, seconded by Irsfeld, that the Special Use Permit has been reviewed, and shall be continued for another year. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 5 .3 Len Noach Junkyard License Renewal Mayor LaValle had inspected the property and stated that the area had been cleaned up and looks good. MOTION: Spitzer made motion, seconded by Irsfeld, that the Auto Dismantling License for Mr. Len Noack be renewed until May 3, 1981 , with all previous restrictions to be enforced as determined in the Special Use Permit. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Howard Schletty was directed to determine if a Driveway Permit was obtained for culvert installed on 177th Street west of Highway 61 . 6.0 REPORTS OF OFFICERS & COMMITTEES 6.1 Ordinance Committee — No discussion 6.2 Planning Commission — No discussion 6.3 Water Superintendent — No discussion 6.4 Building Inspector — No discussion 6.5 Fire Chief MOTION: Spitzer made motion, seconded by Irsfeld, to authorize the Fire Chief to purchase 400' 1-1-fl hose and 150' 2 ' hose in the amount of 1762.50. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Page 55 May 5, 1980 6.6 Police Chief Officer Pure submitted his monthly report. 6.7 Attornez Attorney Johnson submitted his monthly report. MOTION: Spitzer made motion, seconded by Irsfeld, to approve the Police Union Contract . Spitzer withdrew his motion and Irsfeld his second. The Council discussed the Release Agreement submitted by NSP for work already completed on 140th Street. Attorney Johnson will review and report at the next meeting. The NSP power line problem will be reviewed and placed on the agenda for June 16, 1980 meeting. 6.8 Engineer Mr. Kuusisto submitted his monthly report. Kuusisto and Councilman Schletty had made their annual road inspection on this date. Kuusisto and the Council discussed the areas in Hugo that need work. The Clerk was instructed to have William Clark contact Howard Kuusisto regarding the dirt remaining in the ditch across from his home. The excess dirt has created a drainage problem. Officer Pure is to be notified of the dumpster parked on street right-of-way along Elmcrest Avenue and see to it that it is placed on private property. MOTION: Spitzer made motion, seconded by Irsfeld, that repair of 180th Street east of Henna is to be handled in the following manner: Forest Lake Township to grade and gravel the road, and Hugo to supply gravel. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Kuusisto stated that Ingersoll Avenue, north of County Road 4, is in very poor condition. Councilman Schletty was directed to have a traffic counter installed at that location. Kuusisto stated that the DNR will allow oil to be applied to the dirt roads, careful of waterways. Mrs. Peltier has a list of residents that are interested in having oil spread in front of their homes. The cost of the application is 36.00/100' of road. This service is to be paid in advance of VanWaters & Rogers being contacted. POLICE UNION CONTRACT MOTION: Spitzer made motion, seconded by Irsfeld, that Attorney Johnson be directed to contact Mr. Larry Evans regarding lack of Appendix A and request that Mr. Evans supply a signed copy of Appendix A before the City is able to ratify the complete agreement. Page 56 MAY 5, 1980 Police Union Contract - Continued VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 6.9 Clerk. The City has received a request from the local Brownie Troop to use the city park for an overnight on May 16, 1980. MOTION: Spitzer made motion, seconded by Schletty, that the local Brownie Troop be allowed to use the northwest corner of the park for an overnight on May 16, 1980. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED The City has received a hid of $1 , 150.00 from A and B Construction to dig out and replace concrete in front of Nadeau's. Mayor LaValle stated that he will contact Mr. Dean Atkinson regarding this bid. The City received a letter from the Hugo Lions Club requesting exclusive use of the City Park from June 3 - 10, 1980 in conjunction with Good Neighbor Days. MOTION: Spitzer made motion, seconded by Schletty, to give the Hugo Lions Club permission to use the City Park from June 3 - 10, 1980 in accordance with conditions outlined in their request. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, to adopt RESOLUTION 1980-66, A RESOLUTION ADDING THE ITEM "WOODBURNING STOVES" TO THE MECHANICAL PERMIT APP- LICATION AND SETTING THE INSPECTION FEE AT $10.00. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by LaValle, to adopt RESOLUTION 1980-67, A RESOLUTION DETERMINING MILEAGE COSTS AT 18 PER MILE EFFECTIVE MAY 5, 1980. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED The City received a letter from Charles Weaver, Metro Council, regarding local review of the U.S. Census figures. The City Clerk was directed to contact Metro to see if they would give an estimated date as to when these figures would be available. The city has 10 days in which to make their response. Page 57 MAY 5, 1980 The City received a complaint from Nis. Gamboni regarding the debris accumulating on the Ricci property. Mayor LaValle and Mike McAllister volunteered their services to remedy the problem. It has come to the attention of the city that Mr. Dill Poferl has been getting large deliveries of lumber to his residence and approx— imately five people have been hired to assemble the material. MOTION: Spitzer made motion, seconded by Schletty, to request that 1:Ir. Poferl appear at the next City Council Meeting, Nay 19, 1980, to discuss his activities at his residence. VOTING FOR: LaValle, Spitzer , Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, that the City of Hugo undertake the upgrading of the accounting system in accordance with the recommendations of Anfinson, Hendrickson & Company for a cost not to exceed $1 ,000.00. No changes will be implemented without discussion with the City Council. VOTING FOR: LaValle, Spitzer, Irsfeld, Vail VOTING AGAINST: Schletty MOTION CARRIED MOTION: LaValle made motion, seconded by Spitzer, to grant a Gambling License to the American Legion Post 620 for the license year ending December 31 , 1980, in the amount of $25.00 VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED NOTION: Spitzer made motion, seconded by Irsfeld, to adjourn at 9: 15 P.M.
