MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
MEETING OF June 2, 1980
The meeting was called to order by Mayor LaValle at
7:06 PM.
PRESENT: LaValle, Schletty, Vail
ABSENT: Spitzer and Irsfeld
3.0 APPROVAL OF MINUTES
MOTION: LaValle made motion, seconded by Vail, to approve the
minutes of May 19, 1980, as submitted.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
MOTION: Vail made motion, seconded by Schletty, to approve the
Utility Claims for June 2, 1980, as submitted.
VOTING FOR: LaValle, Schletty, Vail

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Dan Hicks -- Not present
5.2 Greg Stankey - Renewal of Mobile Home Permit
MOTION: LaValle made motion, seconded by Schletty, to renew the
Mobile Home Permit for Greg Stankey, 17385 Forest Blvd. ,
under Chapter 40, Article III, Subdivision B, for a period
of 90 days.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
James Leroux - Renewal of Mobile Home Permit
MOTION: Schletty made motion, seconded by LaValle, to renew the
Mobile Home Permit for James Leroux, 4360 165th Street,
under Chapter 40, Article III, Subdivision D, for a period
of 90 days.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
5.4 Stanley Lynn - Liquor License
Mr. Lynn's 90 day extension in which to obtain his Building Permit will
expire June 3, 1980. The city has received no correspondence from Mr.
Lynn regarding the status of his plans. Mrs. Hill (Nelson) was present,
and stated that she has purchased Mr. Lynn's property and has a contract
for deed dated May 1 , 1980.

5.4 Stanley Lynn Liquor License - Continued
Oneka Hill_Farms, Inc. , was next in line for the On Sale Liquor
License. Mrs. Hill will provide the City with a copy of her Contract
for Deed.
MOTION: LaValle made motion, seconded by Schletty, to table
the matter until the meeting of June 16, 1980, for
further documentation.
VOTING FOR: LaValle, Schletty, Vail

5.5 Randall Irving - Cancelled
5.6 Elaine Borndale - Site Plan Approval
Mrs. Borndale, 16237 Harrow Ave. , is seeking authorization to construct
a 24 x 32 pole barn to be used for personal storage. The proposed
building meets all the setback requirements.
MOTION: LaValle made motion, seconded by Vail, to approve the
Site Plan for Elaine Borndale, 16237 Harrow Avenue, to
construct a 24 x 32 pole barn to be used for personal
storage.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
5.8 Richard Schuh - Mining Permits
MOTION: Vail made motion, seconded by Schletty, to authorize
renewal of the Mining Permit for Richard Schuh (Duraine)
until June 30, 1981 , with all conditions as previously
stated.
VOTING FOR: LaValle, Schletty, Vail

renewal of the Mining Permit for Richard Schuh (Goiffon)
until June 30, 1981 , with all conditions as previously
stated.

5.9 LaVina. Duraine -- Special Use Permit
The Planning Commission recommended approval and asked the City Council
to consider the fact that other property owners are not required to
furnish a bond or annually renew their Special Use Permits. Mayor
LaValle stated that he had no problem with releasing that condition
of the permit.

MOTION: LaValle made motion, seconded by Schletty, to approve the Special Use
Permit for Lavina Duraine until June 30, 1981 , and Condition #2 of the
permit be removed.
LaValle withdrew his motion and Schletty his second.
After further consideration, it was determined that a bond would be required to insure
restoration of the property, and that condition should be a condition of the Special
Use Permit. The city should be looking at the permits for the other Mining Permits.
MOTION: LaValle made motion, seconded by Schletty, to approve the Special Use
Permit for Lavina Duraine, applicant Richard Schuh, with all conditions
as previously stated.
Voting For: LaValle, Schletty, Vail

5.10 Fischer Construction - Mining Permit
MOTION: LaValle made motion, seconded by Schletty, to authorize renewal of the
Mining Permit for Fischer Construction until June 30, 1981 , with all
conditions as previously stated.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
5.7 Deane Stedt - Site Plan Approval
Mr. Stedt, 7416 132nd Street, has constructed a 32 x 63 pole barn that he will be using
for the storage of soybeans, corn and insulation. His original application was for a
Speical Use Permit for construction of an accessory building prior to the principal
building. The barn has been constructed on a 40 acre parcel which is not attached
to the parcel with the house. Attorney Johnson stated that there was nothing in the
ordinance stating that the principal building has to be a house. LaValle stated that
the city will have to look at any problems for a commercial business, if and when,
there are any complaints.
MOTION: LaValle made motion, seconded by Schletty, to approve the Site Plan for
Deane Stedt for the construction of a 32 x 63 pole building to be used
for agricultural purposes.
VOTING FOR: LaValle, Schletty, Vail

6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee
The Clerk was instructed to place an ad in the newspaper to advertise for the vacancies
on the committee.
6.2 Planning Commission
The Planning Commission requested that the City Council request an extension for sub-
mittal of the city's Comprehensive Plan. Attorney Johnson will contact Carl Dale
regarding the procedure.

6.3 Water Superintendent
MOTION: LaValle made motion, seconded by Schletty, that the City of Hugo hire
A & B Construction to repair the sidewalk in front of Nadeau's, caused
be a broken. watermain this past winter, in the amount of $1 ,150.00.
VOTING FOR: LaValle, Schletty, Vail
MOTION CARRIED
Mayor LaValle Stated that he still feels that there should be a water charge for
hookup, similar'.to a REC charge. The Clerk was instructed to contact other communi-
ties to obtain copies of their policies.
6.4 Building Inspector
Mr. Crever submitted his monthly report.
6.5 Fire Chief - No discussion
6.6 • Police Chief •
• The acting Police Chief submitted his monthly report.
6.7 Attorney
Mr. Johnson submitted his monthly report. The Clerk had requested Mr.' Johnson's
interpretation regarding the length of time. a bond is required for coverage of
connection to the sewer system. It was determined that the Plumbing Permit state
the installer has 30 days in which to complete the work.
MOTION: LaValle made. motion, seconded by Schletty, to approve the Wage Con-
Tract and Appendix A between Local 320, the City of Hugo, and the
Police Department. The Mayor and City Clerk are authorized to sign
both documents and forward signed copy to Mr. Evans, union rep.

Mr. Kuusisto submitted his monthly report.
6.9 Clerk
MOTION: LaValle made motion, seconded by Vail, to table the Washington County
Maintenance Contract until the meeting of June 16, 1980.

MOTION: Schletty made motion, seconded by LaValle, to adjourn at 9:09 PM.
