PRESENT: Spitzer, Schletty, Irsfeld, LaValle, Vail Minutes of the Special Meeting should be corrected to state that Irsfeld made the motion to approve with Schletty seconding. Minutes accepted by motion. 4.0 General claims approved with a motion by Irsfeld, seconded by Spitzer. Motion Carried. 5.1 Discussion of renewal of Mobile Home Permit for Dan Santanni. Granted 90 days. 5.2 Discussion of renewal of Mobile Home Permit for Joe Gregoire. Granted 90 days. 5.3 Discussion of condition of 180th Street. Nancy Gregoire petitioning, but not present. Schletty had contacted Forest Lake's City Manager, C. Robinson, and it was his understanding that Forest Lake will do the blading and Hugo will supply the fill. Schletty will meet "on site" with Forest Lake Officials again to resolve this problem. 5.4 Ned Pierce ( 141st and Fondant) appeared before the Council to ask for a variance to build his garage 12' from Fondant. After discussion, LaValle made a motion to deny the request on the basis of a "safety hazzard" for his neighbors. Also to send his money back. Schletty seconded. Motion Carried. The Council sug- gests setting the garage back 30' and to have a building permit for it. 5.5 Arnold Gruett asks for an approval of a site plan for a 30 x 60 pole barn for personal storage to be located at 122nd and Ingersoll. LaValle made motion to accept this Site Plan. Spitzer seconded. Motion Carried. 5.6 LaMetti & Sons representative appeared asking for a variance of 30' setback to 13' for a building. Had been checked out by the State and the Planning Commission. LaValle made motion to accept this variance. Schletty seconded. Motion Carried. 5.7 Council discussion of readway drainage problem at 130th (Bald Eagle Industrial Park) . Spitzer made moiton to negotiate a letter of credit authorizing the Superintendent to renew action, as appropriate, to correct damage to the right-of-way. LaValle seconded. Motion Carried. 5.8 Traeger lease up for renewal. Motion by LaValle to accept this lease for the same fee for an extension of 12 months. Seconded by Schletty. Motion carried. 5.9 Garbage licenses approved by Council by motion for Lakes Sanitation and Bellaire Sanitation for fees paid. 5.10 Representatives present to request permit for non-intoxicating malt liquor license for St. John's Catholic Church. Permit granted by Council. 6.0 Ordinances and Resolutions Election judges are to be appointed for the primary and general elections. LaValle made motion to adopt Ordinance 173, AN ORDINANCE ABOLISHING THE POLICE DEPARTMENT FOR THE CITY OF HUGO AND REPEALING ORDINANCE 250 CHAPTER OF THE CITY CODE ENTITLED "POLICE". Spitzer seconded. Motion carried. Page 88 August 18, 1980 7.0 Unfinished Business LaValle had met with Mr. Spoohr, Wash Cty Sheriff's Office to discuss the con- tract regarding police services. The cost for this police protection from the county is estimated to be $74,217.00, though the city will pay for actual cost. The service will begin on September 1 , 1980. There will be a refund from the present insurance which will be transferred to the county from the city. Discussion of contract regarding collision insurance for the police cars policing the Hugo area. LaValle will contact the county as to whether they could carry it, and the City Clerk will contact the city insurance agency for coverage. The Mayor is authorized by the Council to go ahead with negotiations, within cost estimates provided by the county. He will report again at the Sept. meeting. LaValle will check "on site" for completion of new seeding on Jim Leroux's property as part of an agreement for roadwork in that area. Discussion of water on 175th Street. Mayor suggests no new projects until 180th is finished. 8.0 New Business Mr. Schuneman requests that the Council go over a roadway description regarding a right-of-way. He needs an easement from adjoining property owner for a road. Attorney directed to study the request. 9.0 Clerk At Irene Leroux's request, Dan Spitzer made motion that the Washington County Advisory Committee for Senior Citizens be give the right to use the City Hall for their annual meeting. LaValle seconded. Motion carried. The Metro Council has granted an extension of time for the Comprehensive Plan for the city of Hugo to July 1 , 1981 . Lino Lakes Comprehensive Plan reviewed. Discussion of a proposed bike trail around the north end of Bald Eagle Lake. Spitzer stated that he understood that the bike trail was to be built by Metro and that Hugo would have jurisdiction over it. Spitzer made motion to return the Lino Lakes Comp Plan with a cover letter stating that the Hugo Council had no objections to their plan. Seconded. Motion Carried. 10.0 Misceilianeous Complaints from County Solid Waste Department - Against G. LaCasse's pit silo to dispose of potato garbage from a potato chip factory. LaValle talked to LaCasse, and he will fill it in but it will take time. Council suggests that there was no permit for this at the time of putting it in. LaValle will have a report by the next meeting. Against Elm tree brush piled at County Road 4 and 61 . Must be disposed of within 10 days. Against Neil Buschmann for a solar energy collecting device in his yard that blinds passing motorists. Also vehicles without licenses in his yard. Spitzer made motion to commence a nuisance violation proceeding regarding the solar device and to state their violation in having an excess of unlicensed vehicles in their yard. Seconded. Motion Carried. Page 89 August 18, 1980 Vern Peloquin appeared to protest the filling of a culvert at 148th Street. LaValle will talk to Mr. Moe about this. Special Meeting set for September 8, 1980, for the purposes of discussing the 1981 budget. NOTE: Spitzer left the meeting at 9:02 PM. LaValle made a motion that certified or registered letters be sent to part-time policemen';
