MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
September 2, 1980
The meeting was called to order by Mayor LaValle at 7:14 PM.
PRESENT: LaValle, Spitzer, Schletty, Irsfeld, Vail
3.0—APPROVAL--APPROVAL OF MINUTES
MOTION: Schletty made motion, seconded by Vail, to approve the minutes of
August 18, 1980, after the following corrections have been made:
Page 1 - Irsfeld made motion, seconded by Schletty, to approve the
minutes of the August 4, 1980 meeting.
Page 2 (ordinances) - LaValle made motion, seconded by Spitzer, to
adopt ORDINANCE 173, AN ORDINANCE ABOLISHING THE POLICE DEPARTMENT
FOR THE CITY OF HUGO, MINNESOTA, AND REPEALING CHAPTER 250 OF THE
HUGO CITY CODE ENTITLED "POLICE".
Delete "Also correct" to "the Department".
Page 2 (7) - delete "only". City will pay for actual cost.
Page 2 (8) - delete "Council tabled'.' to "for further discussion".
Add - Attorney directed to study the request.
Page 3 (Buschmann) - Spitzer made motion to commence a nuisance vio-
lation proceeding

5.1 Garbage License Renewals
MOTION: Spitzer made motion, seconded by Vail, to grant a license for the
collection of garbage and rubbish to WOODLAKE SNAITARY SERVICE, for
a fee of $50.00, unger Chapter 120 of the Hugo City Code.

the collection of garbage and rubbish to MARONEY'S SERVICE, for
a fee of $50.00, under Chapter 120 of the Hugo City Code.

MOTION: Schletty made motion, seconded by Spitzer, to grant a license for
the collectionof garbage and rubbish to MCS REFUSE, INC. , for
a fee of $50.00, under Chapter 120 of the Hugo City Code.

MOTION: Spitzer made motion, seconded by Irsfeld, to grant a license for the
collection of garbage and rubbish to DOALL SERVICE, for a fee of

5.2 Eugene LaCasse - Landfill
Mayor LaValle had made several onsite inspections, and stated that about 10% of
the hole is left to be covered.
MOTION: Spitzer made motion, seconded by Irsfeld, to table this matter
until the meeting of September 16, 1980.

5.4 Thomas Clark - Change in boundaries
Mr. Clark stated that a 1966 survey of his property was in error. A recent
survey has indicated that the property line was 20' off. Parcel A has to designate
14' to Mr. Ronald Day so that his driveway will be located on his property. A
Subdivision was granted by the Council in.April, 1980, but no deeds have been
recorded.
MOTION: Spitzer made motion, seconded by Irsfeld, to move a technical
correction to the Certificate of Survey submitted by Mr. Clark
subject to the following:
1 . Those parcels described as C and A shall be joined in a single
description prior to recording, providing Mr. Day provides the
necessary Quit Claim deeds.
2. That parcel shown as Parcel D is authorized to be conveyed to
Mr. Day provided that the deed shows appropirate restrictions
as approved by the City Attorney, to be integrated into Mr.
Day's property.

5.3 Shirley Nelson Hill - Request for Extension
The Council had previously granted priority status to obtain the On Sale Liquor
License available in Hugo with an expiration date of 9/16/80, to Mrs. Hill. Mrs.
Hill was present and requested an extension of time because of numerous requirements
made by the Planning Commission. Mrs. Hill has purchased the adjoining property
from Stan Lynn, and the Commission has required htat both parcels be joined into
one deed. The newly purchased property is to be used for parking and the septic
system used for the new liquor establishment.
MOTION: Spitzer made motion, seconded by Irsfeld, that Mr. .Shirley Nelson
Hill be given an extension on her priority status to obtain an
On Sale Liquor License until December 15, 1980, for property located
in the eartern part of the city.

6.0 REPORTS OF OFFICERS & COMMITTEES
6. 1 Ordinance Committee - Nor report
6.2 Planning Commission - No report
6.3 Water Superintendent - No report
6.4 Building Inspector.
Mr. Crever submitted his monthly report.
6.6 Attorney
Mr. Johnson submitted his monthly report. Mr. Johnson submitted a letter regarding
certain questionable areas in the proposed Police Contract with Washington County.
MOTION: LaValle made motion, seconded by Irsfeld, directing the City Attorney
to draft a letter to Mr. Kelly, Washington County Attorney, stating
his concerns. Mr. Johnson to set a meeting in order to resolve this
matter.

6.7 Engineer
Mr. Kuusisto submitted his monthly report.
MOTION: Spitzer made motion, seconded by Irsfeld, directing the City Engineer
to do a study for improvement of 130th Street in the Bald Eagle In-
dustrial park, including storm sewer and blacktopping, from Highway 61
to where the road is barricaded.

The Council discussed the condition of 180th Street. Howard Schletty was directed
to set a meeting with Forest Lake Township to try and resolve this problem.
Mayor LaValle stated that keys have been distributed to members of the Washington
County Sheriff's Office for occasional use of the old Police Department office. No
records will be kept in this office.

6.8 Clerk
The clerk stated that there is a safe in the PD office that is not presently needed.
There is a potention purchaser of the safe, but some thought is to be given to
keeping the safe for future office use.
MOTION: Schletty made motion, seconded by Spitzer, to table this matter
until the meeting of 9/16/80.

The clerk stated that Mark Granger will be unable to come back to work for an unde-
termined amount of time. Someone will be needed to maintain City Hall and the
grounds.
MOTION: Spitzer made motion, seconded by Schletty, to solicit for applications
for a part-time maintenance person.

Marie Connors, secretary, has terminated employment with the city as of 8/29/80.
Marie is to submit a letter stating her termination and her intent for possible
part-time work at a later date. Mark Granger is also to submit a letter.
A certified letter was sent to Neil Buschmann requesting his presence at the Council
meeting of 9/16/80 regarding a nuisance complaint. Mr. Buschmann refused to
accept the letter. The clerk was directed to send a letter, by regular mail
delivery; requesting that Mr. Buschmann be present at the meeting of 9/16/80,
at 7: 15 PM, to discuss the solar energy device and the unlicensed vehicles
located on his property.
MOTION: Spitzer made motion, seconded by Schletty, to adjourn at 10:05 PM.
