MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
September 15, 1980
The meeting was called to order by Mayor LaValle at 7:00 PM.
PRESENT: LaValle, Spitzer, Schletty, Irsfeld, Vail
3.0 APPROVAL OF MINUTES
MOTION: Spitzer made motion, seconded by Irsfeld, to approve the minutes of
September 2, 1980, as submitted.

MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of the Special
Meeting of September 8, 1980, as submitted.

4.0 APPROVAL OF CLAIMS
MOTION: Irsfeld made motion, seconded by Vail, to approve the General Claims for
September 15, 1980, as submitted.

MOTION: Vail made motion, seconded by Spitzer, to approve the Utility Claims for
September 15, 1980, as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Eugene Lacasse - Landfill
Mayor LaValle stated that the hole has been confetely filled, and the problem resolved.
5.2 Neil Buschmann - Nuisance Complaint
Mr. Buschmann was requested to appear before the Council this date, but did not appear.
The reflectors have been removed from the solar energy collecting device, and one bus
and a car remain on the property.
MOTION: Spitzer made motion, seconded by Vail, to file the letter from Mr. Buschmann
dated 9/4/80, and another inspection of the site will be necessary. Matter
to be placed on the agenda for 10/6/80.

5.3 Thomas Larkey - Site Plan Approval and Variance
Mr. Larkey, 8665 132nd Street, is requesting approval to construct a 32 x 48 pole
barn to be used for personal storage. Mr. Larkey owns 10 acres in the Agricultural zone.

Motion: Irsfeld made motion, seconded by Schletty, to grant a Variance to Mr.
Thomas Larkey. 8665 132nd Street, allowing the accessory building to
be constructed closer to the front lot line than the principal building.
Pole barn to be in accordance with submitted Site Plan, and use for
personal storage only.

MOTION: Spitzer made motion, seconded by Irsfeld, to grant Site Plan Approval to
Thomas Larkey, 8665 132nd Street, for the construction of a 32 x 48 pole
barn to be used for personal storage, as per Site Plan submitted.

5.4 Richard Duckstad - Site Plan Approval
MOTION: Spitzer made motion, seconded by Schletty, to grant Site Plan Approval to
Richard Duckstad, 6800 177th street, for the construction of a 26 x 32
pole barn to be used for personal storage, as per Site Plan submitted.
Existing driveway to be used for access to barn. No new driveway per-
mitted from Greystone Avenue.

5.5 Harlow Grimes - Site Plan Approval and Variance,
Mr. Grimes owns 10 acres in the Agricultural zone, and is requesting authorization
to construct two pole barn (32 x 40 for horses and 32 x 48 for storage) . Both barns
will be located closer to the front lot line than the principal building.
MOTION: LaValle made motion, seconded by Vail, to grant Site Plan Approval and a
Variance to Harlow Grimes, for the construction of two pole barns (32 x
40 for horses and 32 x 48 for storage) closer to the front lot line than
the principal building, as per Site Plan submitted. Barns to be for per-
sonal use only.

5.6 Carl Schuneman - Division of Land
Mr. Schuneman appeared before the Council for direction regarding division of his
property (subdivision or Land Division) . The existing cartway (1300' ) and the
additional 1324' would be constructed to city standards and blacktopped. A 33'
easement has been granted by Clifford Axelson so the cartway can be extended. Per-
mits from Rice Creek Watershed have been applied for already, but no response
to date. Mr. Schuneman stated that he would be willing to comply with all requirements
set forth by the City Engineer regarding the proposed road and drainage. The sub-
mittedsurvey indicates a 66' easement running from Goodview along to the south
end of Parcel 1 . Mr. Schuneman was instructed to obtain a copy of that easement
so the city could review. It was the concensus of the Council that Mr. Schuneman
make application for Land Division and appear before the Planning Commission at
their next meeting. Mr. Schuneman stated that he would be willing to have this
matter go before a public hearing if necessary. The Council also determined that a
Development Contract would be appropriate.

MOTION: Spitzermade motion, seconded by Irsfeld, that the Planning Commission be
advised that it is the concensus of the City Council that if an appro-
priate Development Contract for the Schuneman matter can be developed and
exposed at a public hearing, that the City Council will be willing to con-
sider Land Division.

5.7 A & B Construction - Special Use Permit and Variance
The Planning Commission recommended approval of the requests, and Mayor LaValle stated
that a public hearing is required before approval can be granted.
MOTION: Spitzer 7-made motion.,referring the A & B Construction applications to the
Planning Commission for the purpose of holding a public hearing according
to the Ordinance.
Spitzer withdrew his motion.
MOTION: Irsfeld made motion, seconded by Spitzer, setting a public hearing for
October 6, 1980, 7:30 PM, to consider the request of A & B Construction
for a Special Use Permit for watchman's quarters in the IND zone.

5.8 John Moore - Discussion on Sewer Project (8A)
Mr. Moore is contemplating the purchase of land from Grace Development along 8A. In
order to accommodate multi-family units, the land would have to be rezoned to SFU. SFE
allows for duplexes by Specail Use Permit. To extend city improvements to this land,
a number of financial guarantees would be required from Mr. Moore. LaValle suggested
that Mr. Moore hire a reputable firm to have an overall plan made up with different
stages of development. The Mayor reitereated the fact that this piece of property
will be difficult to develop because of certain drainage problems and soil conditions.
To extend sewer and water, Mr. Moore was instructed to submit a proposal to the city
to enter into a contract for these improvements. Engineer Kuusisto has most of the per-
tinent data completed and in his office.
5.9 Unpaid Permits
MOTION: LaValle made motion, seconded by Irsfeld, to dispose of permits andtake no
other action.

6.0 ORDINANCES AND RESOLUTIONS - No discussion
7.0 UNFINISHED BUSINESS
As a result of terminating the Hugo Police Department, the city has a shotgun rack,
radar appartus, and a security device to dispose of.

equipment to the Lindstrom Police Department for $400.00

Councilman Schletty was directed to contact George Atkinson informing him that he
has permission to remove gravel from the city's pit.
MISCELLANEOUS MEETINGS
Metro Council Open Space will be meeting October 6th for further discussion of
acquistion of land in Hugo for their park system.
There will be a meeting Friday morning, 9/19/80, at 9:00 AM, Washington County
Sheriff's Office, for further discussion of the Police Contract.
The Hugo City Council will meet at Forest Lake Townhall, 9/17/80, at 6:30 PM, to
try and resolve the 180th Street problem.
8.0 NEW BUSINESS
8.1 Jim Houle - Resignation from Planning Commission
MOTION: Spitzer made motion, seconded by LaValle, to accept Jim Houle's resig-
nation.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail
MOTION CARRIED
The Clerk's office was directed to place an ad in the local newspapers to fill
the position on the Planning Commission. Recommendation to be submitted to the
City Council when ready.
9.0 CLERK
MOTION Schletty made motion, seconded by Ladle; to sell the safe located in the
Police Department for $50.00.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail

The clerk stated that there has been vandalism at the Old Village Hall where all the
old city records are stored. The clerk was instructed to have the boxes removed
from there and store in the old police department office. The clerk was also in-
structed to obtain cost estimate for microfilming of these records.
The clerk stated that there are numerous heavy trucks traveling Everton Avenue.
She was instructed to contact the League of Municipalities to see if they have
ordinances regulating weight restrictions.
The clerk will be meeting with the City auditor on 9/18/80, for review of the city
books. Ther clerk was instructed to cancel the appointment if review and cost
is not covered by the original contract.
10.0 MISCELLANEOUS
Councilman Schletty was instructed to work with Washington County in order to
resolve the road problems on 17.5th Street.

Kuusisto and Schletty will meet on 9/22/80 at Homestead Drive (Bill Clark's pro-
perty) to review solutions for the erosion and drainage. problems.
