PRESENT: LaValle, Spitzer, Schletty, Irsfeld, Vail 3.0 APPROVAL OF MINUTES MOTION: Irsfeld made motion, seconded by Spitzer, approve the minutes of • October 6, 1980, as submitted. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 4.0 APPROVAL OF CLAIMS MOTION: Spitzer made motion, seconded by Vail, to approve the. General C]ai.ms for October 20, 1980, as submitted. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED • MOTION: Spitzer made motion, seconded by Irsfeld, to approve the Utility Claims for October 20, 1980, as submitted. VOTING FOR: LaValle, Spitzer,. Schletty, Irsfeld, Vail MOTION CARRIED 5.0 PETITIONS, REQUESTS, . COMMUNICATIONS & LICENSES 5.1 Randall Irving - Renew of Mobile Home Permit MOTION: LaValle made motion, seconded by Spitzer, to grant a• renewal of .the Mobile Home Permit for• Randall Irving, 12875 Henna Avenue, under Chapter 40, Article III, Subdivision D, for a period of 90 days. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 5.2 Maurice Gessner - Site Plan Approval 3 . Mr. Gessner, 9139 170th Street, needs authorization to construct a 30 x 40 pole barn for his personal use. The land lies in the Agricultural zone. MOTION: Spitzer made motion, seconded by Irsfeld, to grant Site Plan Approval to Maurice Gessner, for the construction of a 30 x 40 pole. barn as indicated on the. submitted Site Plan, for personal use only. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail • MOTION CARRIED . Robert Ricci - Liquor Licenses MOTION: Spitzer made motion, seconded by Schletty, to grant the following licenses to Robert Ricci, • 14777 Forest Blvd: OFF SALE INTOXICATING LIQUOR,. OFF SALE NON-INTOXICATING LIQUOR, ON SALE INTOXICATING LIQUOR, ON SALE NON- Page 117 October 20, 1980 INTOXICATING LIQUOR, ON SALE SUNDAY LIQUOR, CIGARETTE, SOFT DRINK, AND BILLIARD, In the amount of $429.16. These permits are issued subject to the receipt of an acceptable Police Report. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Spitzer made motion, seconded by Irsfeld, that Hoppy's, Inc. , be notified of a hearing to be scheduled on November 17, 1980, at 7:30 PM. The addressee to show cause why a liquor license issued in his name should not be revoked. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED 6.0 ORDINANCES AND RESOLUTIONS The amended Sign Ordinance will be ready for review at the meeting of 11/3/80. Revenue Sharing - Public Hearing (7:30 PM) The public hearing to consider allocation of revenue sharing funds was opened at 7:30 PM. There were no comments from the public. The Public hearing was closed at 7:31 PM. MOTION: Irsfeld made motion, seconded by Spitzer, that the revenue sharing funds be placed in the road budget. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Teddy Peltier, chairwoman of the Ordinance Committee, was present to inquire as to the concensus of the City Council regarding the proposed ordinance for the abolishment of the rural and urban taxing districts. Councilman Schletty was alone in his dissent to abolish both taxing districts. MOTION: LaValle made motion, seconded by Schletty, that the City Clerk be directed to submit the necessary registration fees for the workshop for Land Use Control, to be held at the University of Minnesota. VOTING FOR: LaValle, Spitzer, Schletty, Irsf e ld,Vail MOTION CARRIED Robert Lockyear, Washington County Planner, should be returning the city's Comprehensive Plan by the meeting of 11/360. If necessary, Mr. Lockyear should be invited to the meeting to answer any questions the citymay have. Richard Granger - Release of Letter of Credit Mr. Granger, Wildwood Developers, was present and requested that his $8,000 Letter of Credit, covering landscaping and blacktopping improvements at 5750 148th Street, be released. The council determined that the financial guarantee should be held until spring to assure that these improvements are in good condi- tion after the winter months. Page 118 October 20, 1980 MOTION: LaValle made motion, seconded by Irsfeld, that the Letter of Credit for Wildwood Development be reduced from $8,000 to $2,000, to guaran- tee satisfactory performance of existing blacktopping and landscaping. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Building Inspector Mr. Crever submitted his monthly report. The Council had no further comments. 7.0 UNFINISHED BUSINESS 7.1 City Budget The clerk was instructed to submit estimated revenue for the utility fund, and a projected year end balance before the city budget can be approved. Bald Eagle Industrial Park MOTION: LaValle made motion, seconded by Irsfeld, to set a Special Meeting for November 24, 1980, at 7:00 PM, for the purpose of informal meeting with property owners in the Bald Eagle Industrial Park regarding streets and storm sewer. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED Brevig Dike The city has received the requested consent from Brevig's mortgage company. Kuusisto stated that 200 - 300 yards of fill will be required to complete the project. Councilman Schletty was directed to take charge and follow through on completion of the project. 9.0 CLERK MOITON: LaValle made motion, seconded by Irsfeld, authorizing the City Clerk to purchase a flag for City Hall in the amount of $25.00. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED The clerk stated that the city caterpillar had not been stoken, as reported. It had been moved, and there was some damage to the machine. The Clerk will submit a claim to cover these damages. The Rice Creek Watershed will hold a meeting November 12, 1980, at 7:30 PM, re- garding amendments to their policies. MOTION: Spitzer made motion, seconded by LaValle, approving JO KCJ065092-20, Northwestern Bell, permitting them to place, construct and thereafter maintain buried telephone plant at 125th Street and Goodview AVenue. VOTING FOR: LaValle, Spitzer, Irsfeld, Vail VOTING AGAINST: Schletty MOTION CARRIED Page 119 October 20, 1980 MOTION: LaValle made motion, seconded by Schletty, that the City of Hugo hire Jim Wisner, Jr. , as general maintenance person for the City property. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: LaValle made motion, seconded by Spitzer, that the city purchase 6 NO PARKING signs, to be installed on Ethan Avenue, location to be determined. by Deputy Sheriff Klarich. VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail MOTION CARRIED MOTION: Vail made motion, seconded by Schletty, to adopt ORDINANCE 174, AN ORDINANCE AMENDING CHAPTER 20 ENTITLED "ADMINISTRATION" FOR THE PURPOSE OF ADJUSTING THE SALARIES OF THE CITY OFFICIALS. VOTING FOR: Spitzer and Vail VOTING AGAINST: LaValle, Schletty, Irsfeld MOTION FAILED MOTION: Irsfeld made motion, seconded by LaValle, to adjourn at 9:15 PM. All aye. Motion Carried. • r Carol A.
