The meeting was called to order by Mayor LaValle at 7:02 PM.

3.0 APPROVAL OF MINUTES
MOTION: Irsfeld made motion, seconded by Spitzer, to approve the minutes of
November 3, 1980, as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Dan Santinni .- Renew of Mobile Home Permit

MOTION: Spitzer made motion, seconded by Irsfeld, to renew the Mobile Home
Permit for San Santanni, at 7124 125th Street North, under Chapter 40,
Article III, Subdivision C. for a period of 90 days.

5.2 George Indykiewicz - Mining Permit
Mr. Indykiewicz submitted a current bond that will expire concurrently with the
Mining Permit - 11/1/81 . Engineer Kuusisto has made an inspection of the site,
and found the conditions to be satisfactory.

MOTION: Irsfeld made motion, seconded by Spitzer, to grant a Mining Permit
to Brighton Excavating until 11/1/81 , and subject to proper bond
and certificate of insurance.

5.3 Shirley Nelson Hill - Site Plan Approval.
Mrs. Hill is proposing the construction of a 19'9" x 51 ' addition to her
existing business lying in the CB zone. The addition will consist of additional
storage, and a walk-in cooler for the off-sale liquor business. The addition
will follow the existing building along the southern property line.
MOTION: LaValle made motion, seconded by Spitzer, to approve the Site Plan
as submitted by Mrs. Shirley Nelson Hill, for the addition of a
19'9" x 51 ' to the existing building.

5.6 Fred Riermann - Amended SUP and Site Plan Approval
Mr. Riermann owns LOt 10, Block 4, Peloquin Industrial Park on a Contract for
Deed, and would like to pour footings this year and construct the balance in
1981 . Final plat for the park has not been approved by the city.
MOTION: Spitzer made motion, seconded by Schietty, to approve the Site Plan
for Fred Riermann, with the restriction that the above ground con-
struction be delayed until final plat approval for the Peloquin
Industrial Park. Footings can be installed this year ( 1980) .

The Council deferred any consideration of the Amended Special Use Permit until
the final plat is approved.
5.8 Off Sale Liquor Licenses
MOTION: Vail made motion, seconded by Irsfeld, to grant an OFF SALE LIQUOR
LICENSE to Howard Meline, MELODY LOUNGE, 13891 Forest Blvd North,
in the amount of $100.00.
VOTING FOR: LaValle, Spitzer, Schletty, Irsfeld, Vail

MOTION: Spitzer made motion, seconded by Irsfeld, to grant an OFF SALE LIQUOR
LICENSE to Robert Ricce, RICCI'S SALOON, 14777 Forest Blvd, in the
amount of $100.00.

HUGO FIRE DEPARTMENT
MOTION: LaValle made motion, seconded by Irsfeld, that the Fire Department be
authorized to purchase 4 Motorola pagers, in the amount of $850.00.
Two pagers to be paid from budget of 1980, and two pagers from budget
of 1981 . Authorization also given to purchase miscellaneous hand tools
in the amount of $250.00, to be billed from 1980 budget.

5.4 Thomas Hopkins - Revocation of Liquor License
Mr. Hopkins and his attorney, Irving Shaw, were present at the meting to discuss
reasons why Mr. Hopkin's liquor license should, or should not, be revoked.
MOTION: Spitzer made motion, seconded by Irsfeld, that the liquor license
currently granted to Hoppy's Inc. , be revoked without prejudice as
to its re issuance or another license being issued to the applicant
upon appropriate application. The reason for revocation relates, not
to violation, but to the fact that the applicant does not meet the
qualifications as set in Chapter 150 of the City Code.

Mr. Hopkins was informed that there would be no refund for the license.

5.7 Nick Lebens - Special Use Permit
Mr. Lebens owns 38 acres located at 16155 Forest Blvd. , on a Contract for Deed.
A greenhouse willbe constructed on the property to accommodate the growing
of perennials. No proof of ownership was provided.

MOTION: LaValle made motion, seconded by Schletty, to grant a Special Use
Permit to Nick Lebens, to construct one greenhouse on property
located at 16155 .Forest Boulevard, and subject to the following:
1 . No retail business to be allowed.
2. Mr. Lebens provide proof of ownership, satisfactory to the
City Attorney, within 30 days. If permit.not signed by appli-
cant within 30 days, permit•will become null and void.
3. The applicant agrees to replace any damaged covering within
.a reasonable period of time, not to exceed 30 days.

5.5 Homer Dole -.Land Division
Mr. Dole owns 432 acres in Section 4, south of 175th Street. All data was
submitted to the City Attorney for his review, but was not received in time
for the meeting. The proposed division indicated an easement along the eastern
edge •of the property. However, no documents were provided to further identify
the easements. It was suggested that these document numbers be obtained,
and identify if the easement is private. Mr. Dole was instructed •to provide the
following information for the meeting of 12/1/80: 1 ) proof of ownership, 2)
survey indicating Mr. Dole's property only, 3) •easement that will be•used for
access, 4) provide easement from adjoining property in Mr. Dole's favor, if
necessary, and 5) correction in legal description on survey. Mr. Dole was
told that he could contact Attorney Johnson for any further clarification.
MOTION: Schletty made motion, seconded by Spitzer, to table the Homer Dole
.matter until the meeting of 12/1/80. Requested data to be provided.

6.0 .ORDINANCES AND RESOLUTIONS
The Sign Ordinance is under review and will be discussed at the meeting of 12/1/8.0.
7.0 UNFINISHED BUSINESS
7.1 Joint Meeting with PC regarding Comprehensive Plan
MOTION: LaValle made motion, seconded by Spitzert to set a Special Meeting
for December 8, 1980, at •7:00 PM, for review of the proposed .Compre-
hensive Plan by the Planning Commission and City Council. .

7.2 Metro Council Meeting - Systems Statement
Attorney Johnson has set a meeting with Metro regarding the city's Systems
Statement. for November 19, 1980, at 2:00 PM.

7.3 Salary Policy}
MOTION: Irsfeld made motion, seconded by Spitzer, that the City of Hugo's
policy for janitorial service wage scale be set at $3.50/hr.

8.0 NEW BUSINESS
MOTION: Irsfeld made motion, seconded by Spitzer, that the City Clerk
forward a letter to Kuusisto Engineering, directing Mr. Kuusisto
to forward the final bill to Washington County for Bridge Project 7738.

9.0 CLERK
MOTION: LaValle made motion, seconded by Irsfeld, that City Hall be closed the
day after Thanksgiving.

The city has received a letter from Mrs. Thompson regarding numerous complaints
at Noack's junkyard. Irsfeld and LaValle will inspect the premises.
The clerk will check with Paul Brandt, Washington County, regarding information
received regarding proposed sites for hazardous waste.
MOTION: Spitzer made motion, seconded by Irsfeld, authorizing the City Clerk
to attend the seminar in St. Cloud, Dec. 11 & 12, 1980.

Messrs. Irsfeld and LaValle will also make inspections of Illies Avenue, Sunset
Lake, and act on a complaint received from Jeff Klarich regarding the condition
of the MR Tourist Camp.
