January 19, 1981
The meeting was called of order by Mayor LaValle at 7:02 PM.
PRESENT: LaValle, McAllister, Schletty, Irsfeld, Vail
3.0 APPROVAL OF MINUTES
MOTION: Schletty made motion, seconded by Vail, to approve the minutes of January 5,
1981 , as submitted.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
MOTION: Irsfeld made motion, seconded by Vail, to approve the minutes of the
Special Meeting of January 12, 1981 , as submitted.
VOTING FOR: LaValle, McAllister, Schletty, Infeld, Vail
MOTION CARRIED
4.0 APPROVAL OF CLAIMS
MOTION: McAllister made motion, seconded by LaValle, to approve the General Claims
for January 19, 1981 , with the addition of $48.00 payable to Wally Johnson.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

MOTION: Irsfeld made motion, seconded by Vail, to approve the Utility Claims for
January 19, 1981 , as submitted.

5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Randall Irving - Renew of Mobile Home Permit
MOTION: Irsfeld made motion, seconded by Schletty, to renew the Mobile Home Permit
for Randall Irving, 12870 Henna Avenue North, under Chapter 40, Article III,
Subdivision D, for a period of 90 days.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

5.2 Fred Macalus - Site Plan Approval
MOTION: Irsfeld made motion, seconded by McAllister, to grant Site Plan Approval
to Fred Macalus, for construciton of a 32 x 64 pole barn, to be used for
personal storage.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

single fee for his Building Permit to construct a 32 x 64 pole barn.

5.3 Benson Kennel - Review of Special Use Permit
Benson Kennel has not been in operation as of this time. More current data was
submitted to Engineer Kuusisto regaridng the proposed septic system for the
kennel operation, and met with his approval. Installation of the system is to
commence shortly.
MOTION: Irsfeld made motion, seconded by McAllister, to table review of the
Benson Kennel Special Use Permit until July 6, 1981 , after the business
has been in operation for a period of time.

5.4 Sunset Park Addition
MOTION: LaValle made motion, seconded by Irsfeld, to table this matter until
the meeting of February 2, 1981 .

5.5 Lake Sanitation
As a result of establishing a weight limit of 5 ton on Everton, Ethan, and 120th
Street, a hardship has been created for providing services to the residents in
that area (oil, gas, trash collection, etc. ).
MOTION: McAllister made motion, seconded by Irsfeld, to adopt RESOLUTION 1981-2,
A RESOLUTION RESCINDING RESOLUTION 1981-1 .
VOTING FOR: LaValle, McAllister, Irsfeld, Vail
VOTING AGAINST: Schletty

Doctors Clinic - Site Plan Approval
Dr. Knott and contractor, Greg Gautsch, were present, and submitted a more de-
tailed Site Plan for the Hugo Medical Clinic to be located in the building located
at 141st and Highway 61 . The plans were still incomplete, and Councilman Irsfeld
stated that the city would like to see a completed plan, prior to construction
being completed, showing exterior of the building, landscaping, and traffic flow.
MOTION: Irsfeld made motion, seconded by Schletty, to approve the Site Plan for
the Hugo Medical Center, subject to the City Council giving final
approval to the exterior design of the building and copy of Title
Insurance (proo-of-ownership) be provided.

6.0 ORDINANCES AND RESOLUTIONS
6.1 Planning Commission Ordinance
MOTION: Irsfeld made motion, seconded by LaValle, that the City Council does not
want to expand the Planning Commission from 7 to 9 members.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
MOTION: Schletty made motion, seconded by McAllister, to appoint George Knuteson
to the Planning Commission.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
MOTION: McAllister made motion, seconded by Irsfeld, to appoint Ann Fashinbauer
to the Planning Commission.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
MOTION: McAllister made motion, seconded by Schletty, that the City Clerk notify
the candidates that were not selected and thank them for their interest
and participation.

7.0 UNFINISHED BUSINESS
7.1 Columbus Township Comprehensive Plan
MOTION: LaValle made motion, seconded by Irsfeld, that a letter be sent to Columbus
Township, informing them that we have reviewed their Comprehensive Plan,
and do not have any objections.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail
MOTION CARRIED
7.2 White -Bear Township Comprehensive Plan
MOTION: Irsfeld made motion, seconded by McAllister, that a letter be sent to White
Bear Township informing them that we have reviewed their Comprehensive Plan,
and do not have any objections.
VOTING FOR: LaValle, McAllister, Schletty, Irsfeld, Vail

8.0 NEW BUSINESS
Former Councilman Spitzer contacted the office and stated that he has resigned from
his position on the Washington County Advisory Waste Control Commission. They will
Meet January 22, and suggested that the city make someone available for his position.
Because of a previously established special meeting, the city will be unable to
have a representative there. Mr. Paul Brandt is to be notified.

Engineer Kuusisto will contact the Metro Waste Control Commission and the PCA
to see if Hugo can become part of the Facilities Program.
The City Council will start their meeting of FEbruary 2, 1981 , at 6:00 PM, in
order to prepare themselves for the public hearing that will be held that night
at 7:30 PM, concerning improvements in the Bald Eagle Industrial Park.
9.0 CLERK
Bob Vadnais has submitted a bill to the City for inspections he says he made from
9/11/78 to 3/3/80. Irsfeld stated that Mr. Vadnais will not get paid until he
provides the city with the appropriate documentation that inspections were made
(copy of checklist along with addresses where inspections were made) .
MOTION: McAllister made motion, seconded by Schletty, that the City Clerk be
instructed to write Mr. Bob Vadnais a letter stating we have received
his bill, and we will place the matter on the agenda when he submits
the approved Plumbing Inspection checklist with the claim.
McAllister withdrew his motion and Schletty his second.
MOTION: Irsfeld made motion, seconded by Schletty, that the City Clerk be directed
to write Bob Vadnais a letter advising him to furhish the city with
the checklists for each Plumbing Permit issued, or furnish addresses
for all properties inspected, for which he is billing the city.

10.0 MISCELLANEOUS
Forest Lake Township is to be sent a letter regarding the billing for work done
in the summer of 1980 on 180th Street.
Engineer Kuusisto will contact the Metro Waste Control Commission and the PCA and
report on the sludge that is being spread on the Rehbein property in Hugo. There
have been allegations that the sludge is raw and untreated. Kuusisto will make a
report of his findings at the Special Meeting of 1/22/81 .
Engineer Juusisto will also review the proposed subdivision of Richard Vail, and
guide the Planning Commission regarding general layout of the plan.
MOTION: Schletty made motion, seconded by Irsfeld, to adjourn at 9:55 PM.
