April 29, 1981 The meeting was called to order by Mayor LaValle at 7:10 P.M. PRESSENT: LaValle, McAllister, Irsfeld and Vail ABSENT: Schletty Schletty arrived at 7:20 PM Mayor LaValle called the special meeting to order to discuss the 1980 audit report by Anfinson and Hendrickson & Co. and also added to the agenda was the Armon System on Sunset Lake. Don Anfinson and Gary Groen representing the firm discussed with the City (buncil the financial position of-the different funds. Mr. Anfinson pointed out that the city had a carry over in the general account but suggested the council look into other ways of special levies. The capital improvement fund has been carried in the ledgers and Mr. Anfinson felt the council should review the account to.determine.°the °necessity of it. Resolution to be discussed at council meeting of May 4, 1981 . Local government Aid- should be a budget item in the future. R.E.C. (residential equivalent charges) should be tabulated on a yearly basis. . Expenses and: revenues should be looked at to determine future rate changes. Auditor suggested paying bills by invoice instead of statements to eliminate posAble duplications of payments. Council would like a monthly statement on securities pleded to the City byt the First State Bank of Hugo. City should pass Resolution if they are not going to levy the ad valorem for the general obligation. Councilman Irsfeld stated the type of financial statement he would like. Auditor would like to review the accounting system with the new procedures-. that have been established to eliminate year.,end problems. Special Meeting April' 29,1981 Page 2 of 2 MOTION: McAllister made motion, Schletty seconded, directing the clerk to present a form for the financial statement for the first meeting in June 1981 , and thereafter present council with a financial report on the first meeting of each month. VOTING FOR: LaValle, McAllister, Schletty, Vail, Irsfeld MOTION CARRIED Transfers between funds should be made by check instead of phone.: MOTION: McAllister made motion, seconded by Schletty, that the segregation of duties to have effective internal account control could be helped if the city used the purchase order method for goods only. and the council could pass on P.O. numbers. VOTING FOR: LaValle, McAllister, Schletty, Vail, Irsfeld MOTION CARRIED MOTION: McAllister made motion,. Vail seconded, that the City. Coupcil rescind the previous motion releasing the bond. of $4,000:.to insure the performance of the Armon Septic System on Sunset Lake. VOTING FOR: LaValle, McAllister, Schletty, Vail, Irsfeld MOTION 'CARRIED . MOTION: LaValle made motion, Schletty seconded, that the clerk write a letter to the State Surety Company, who has pledged the bond for the Armon System, in the amount of $4,000, requesting an extension for one year to insure performance of the System. VOTING FOR: LaValle, McAllister, Schletty, Vail, Irsfeld MOTION CARRIED . Councilman Irsfeld distributed a job description for the City Clerk.
